   Keys: Kitato

   Separated from Johto and Kanto by frigid mountains, Kitato is a relatively peaceful region between them and Sinnoh to its north, with a reputation for being a little more 'backward' than its southern neighbours. Kitato has a rich history and culture with historical links to the 'Pokemon Rangers' movement and the site of POW camps & prisons where foreigners were interred during the Great Pokemon War. Most people in regional areas still hold traditional superstitions, but their income relies on visitors and tourists. Most that Kitato come to participate in the challenging regional League, or visit various destinations such as the snowy ski resorts of Carbine Town or the crystal-clear lakeside shores of Francisca City.

2. #2Routes in Kitatoselective

   Keys: Routes · Secondary: Kitato

   There are 22 numbered Routes in Kitato. The Kitato League traditionally follows Route 4, 5, and 8 to Culverin City, Routes 7 & 9 to Bando City, Route 10 to Saber City, Route 12 to Pavise City, Route 13 to Arquebus City, and Route 22 to Francisca City.

   A different main passages is the Kitato Trail - a direct North-South route from Kanto that starts at Route 1 and follows Routes 2, 17, 16 & 19 to end in Arquebus City.

   Route 18 is the Trans-Kitato Highway; a major East-West road carved into the mountains, including a long underground tunnel. The pedestrian path along it passes through some cave systems and is restricted to trainers with the Polaris Badge or greater.

3. #3Jet (Sugi's Umbreon)selective

   Keys: Jet · Secondary: Sugi

   Jet is a greedy shiny Umbreon with crafty amber eyes and blue ring markings on his forehead, ears, tail, and shoulders. Rescued as a newborn kit after being found covered in soot & grievously injured with 2nd-degree burns, Jet was raised among Poochyena, Maschiff, and Houndour, leading to him emulating canine mannerisms even after exposure to fellow eevees and evolution into Umbreon.

   Sugilite has owned Jet ever since he was offered after arriving at her father's rehab. She can't bring herself to put Jet on a diet, despite Dr Elogie's objections, nor his flabby dewlap and very rotund appearance. He makes for a warm, soft pillow and a wonderful companion, if grumpy when not fed his preferred amount (A Lot).

   The Kitato League is a fairly standard Pokemon League with 8 badges in a defined order. Sallet City Gym; Flying-type Gym (1st, Gale Badge) Culverin: Ice-type Gym (2nd, Blizzard Badge) Bando; Fighting-type Gym (3rd, Brawl Badge) Saber; Psychic-type Gym (4th, Polaris Badge) Pavise; Dark-type Gym (5th, Eclipse Badge) Arquebus; Fairy-type Gym (6th, Wish Badge) Francesca; Steel-type (7th, Forge Badge) Yumi City; Fire-type (8th, Brimstone Badge)

   The Kitato League lacks its own Elite Four and instead sends victors to the Indigo Plateau.

   Name: Sallet City; Tagline: 'the Lucky City'; Desc: "Sallet City is Kitato’s southern gate-city and the closest major settlement to Kanto. It lies in a windswept pass with ancient thermal vents that create steady updrafts beneath the surrounding cliffs. Flying Pokémon are trained and used to perform aerial rescues into the mountains from local bases. There are older brick warehouses, arcades, small craft works, and charm shops. The city’s most famous landmark is a large iron monument in Station Square, said to bless travellers that leave offerings before attempting to cross the mountain pass to Pewter City."; Infrastructure: Pokemon center, police station, station, pokemart; Notable features: Sallet Station (Train connection to Arquebus City), roaming Darumaka colonies (central to the city’s identity), Sky Temple (hosts Darumaka-themed Festivals, next to Sallet Gym);

   Gym: Sallet Gym is the first in the Kitato League & specialises in Flying-type Pokemon. It is built into the rebuilt sky-temple. It preaches balance, patience, and respect. It awards the Gale Badge, the first badge of the Kitato League;

   Gym Leader: The Gym Leader is a former aerial rescue instructor with ties to Kitato’s Ranger movement. Gruff, sharp-witted, and intolerant of bullying, she treats the first Gym less as a test of strength and more as a safety exam;

   Regional Connections: Route 3 leads East to the mountain pass & the sleepy mountain hamlet Dagger Town (small village), while Route 4 leads West towards Culverin City;

   Name: Culverin City; Tagline: 'Cold Chills, Warm Hearts';

   Desc: "Culverin City is a highland city in western Kitato, close to the pristine Lake Culverin and watched over by a black-walled lakeside castle, restored & maintained for visitors. Culverin is known for its ski slopes, hot spring saunas, arcades, and the Frostpillar Gates that mark the North and South passages to & from the city. Culverin City is beautiful but its weather is not to be trifled with: locals warn careless trainers every so often, before they attempt to scale the path up to the city's mountain-top Gym. Some are rescued, or found at the bottom of the slope every few years.";

   Gym: Culverin City’s Ice-type Gym is second Gym in the Kitato League. Built in seclusion from the world below, it tests challengers with sliding ice platforms, and safe-path puzzles across a permafrost caldera. It awards the Blizzard Badge to Trainers who prepare properly, progress patiently, and remain ice-cool calm under pressure;

   Gym Leader: Samuel Shuga is a retirer speed skater that refocused on training and pokemon mastery after falls & leg injuries prompted retirement. Despite his sleek looks, he's accustomed to the cold and enjoys the detachment & isolaton it has from the world at large.;

   Regional Connections: Route 7 leads North-East toward Bando City. Route 8 heads south toward Village D, the last settlement;

7. #7Bando City & Brawl Badgeselective

   Keys: Bando, Brawl Badge · Secondary: Kitato League, City

   Name: Bando City; Tagline: 'Home of the Heavens';

   Desc: "Bando City is Kitato’s second-largest city, with a more diverse economy and better amenities than the smaller cities in the region. Between its onsen resorts, imposing temple complex, terraced farms, manufacturers, and new hydro-powered tech businesses, Bando has a surprisingly diverse economy and far more progressive than its neighbours. The national parks above the city are home to several troops of hot-spring-loving Mankey, whose winter bathing habits made them local mascots and occasional public nuisances. Its people are long-lived, attributing it to clean mountain air, pickled vegetables, and a life where everything is kept in harmony. It is the home of the Pokemon Rangers branch in Kitato and a Pokemon Gym run by the local warrior-monks.";

   Gym: The Fighting-type Gym is part of a huge temple complex rather than a mere dojo. Challengers pass through courts, meditation halls, steamy purification rooms, then enter a darkened room where they must rely on their pokemon to see the path forward. The final hall is a polished wooden ring decked out with prayer rope, bounded by pillars with intricate Mankey-shaped carvings. The Gym awards the Brawl Badge to Trainers who prove their discipline, restraint, and prowess;

   Gym Leader: Brando's Gym Leader is a short, yet powerfully-built woman with a cheerful mean streak and a habit of baiting arrogant challengers into underestimating her. Inspired by her Judo mastery, she goads enemies into mistakes and eventual submission. She loves turning dismissive first impressions into public lessons;

   Regional Connections: Route 9 leads South back towards Culverin City, while Route 18 passes through the mountains to the East and Route 10 heads north to the next gym in Saber City;

8. #8Saber City & Polaris Badgeselective

   Keys: Saber, Polaris Badge · Secondary: Kitato League, City

   Name: Saber City; Tagline: 'Where Stars Align';

   Desc: "Saber City is the first coastal city in the Kitato League. Home to an ancient observatory and a fishing harbour, a Lighthouse-Gym beams quietly each night across the sky, warding ships away from its rocky shores. Saber is a working port with rail links to Bando & Pavise; its fish markets supply half of the region's needs, as well as a being home to sake stills, and stunning cliffs. by night, its identity changes as beacon lamps, observatory domes, ferry lights, and reflected constellations turn the bay into a second sky. Saber’s citizens are proud of their reputation for calm foresight and has always avoided a calamitous tsunami, but outsiders might find the city unsettling. Everyone seems to know when strange things are coming before they've emerged over the horizon.";

   Gym: The Gym building in Saber City is locked and seemingly empty... until it isn't. Built beneath the city lighthouse, the first challenge is finding a way inside by following the clues scattered around the city, searching for a 'key' to somehow enter inside, where Fresnel lense puzzles and powerful trainers await within to test their strength of will. The final arena is a circular battlefield under dazzling blinding lights, but there is more than one way to see...;

   Gym Leader: Saber’s Gym Leader is an astronomer & radio technician who appreciates Psychic-types for their ways of perceiving the imperceptible. Calm, exacting, and faintly eerie, he respects Trainers who can admit uncertainty, attune themselves to the ways of the world, and keep their senses when others cannot;

9. #9Pavise City & Eclipse Badgeselective

   Keys: Pavise, Eclipse Badge · Secondary: City, Sugilite, Kitato League.

   Name: Pavise City; Tagline: 'Shelter of Souls';

   Desc: "Pavise City is a large semi-coastal city built across a river that opens into the sea on Kitato's northern coast. Smaller and less cosmopolitan than Arquebus City but older, Pavise is known for its seawall promenade, monthly evening fireworks, aquarium, & shopping arcades. Quiet neighborhoods are disrupted by only a few modern apartment blocks. Tourists often come for the coastal views and summer festivals, but Trainers know Pavise as a challenging midpoint of the Kitato League that demands patience and proper bonds between Pokemon and Trainer.";

   Infrastructure: Pokémon Center, Poké Mart, Café, Coastal ferry, Hostel;

   Notable features: Pavise City Clinic, Pavise Gym, Memorial Park, Great War Shrine, Lanternlight Mall;

   Gym: The Eclipse Gym is a Dark-type Gym built into a restored semi-industrial complex on a small hill overlooking the city. Its structure is a controlled maze of dim corridors, shrine alcoves, security cameras, false doors, and psychological tests designed to expose impatient or careless Trainers. Challengers musty respond to misdirection, fear, and stress. The Gym awards the Eclipse Badge and serves as the 5th Gym of the Kitato League;

   Gym Leader: Sugilite is Pavise City's Dark-type Gym Leader, a former renegade with spiritual leanings & deep interest in Pokémon communication. She is especially hard on Trainers who treat Dark-types as inherently vicious, but quietly welcomes outsiders willing to learn and a desire to become better.;

   Regional Connections: Coastal Route 12 goes west to Saber City; Route 13 goes east to Arquebus City; Route 16 leads south toward the inland valley and Route 17; Route 14 is aquatic & goes North to Nunchuck Island, mirroring the ferry;

10. #10Pavise City Clinicselective

    Keys: Rehab Clinic, Rescue Clinic · Secondary: Pavise, Sugi

    Pavise City Pokémon Rehabilitation & Rehoming Clinic was founded to rehome & rescue discarded pokemon or wild pokemon too injured and/or imprinted for safe re-release. Pavise City Clinic specialises in Dark, Ghost, and Psychic pokemon and sets strict restrictions & fees for adoption.

    Before the clinic, pokemon were used locally to treat 'shell-shock' in war veterans; types & species were chosen based on what pokemon were thought to best soothe dark thoughts. Flint Tucker, a foreign POW survivor, took-in the left-over pokemon & opened the Clinic, which still has a pokemon therapy area to this day.

    Flint's daughter Sugi spent much of her time in the Clinic & adopted her first pokemon there. When his assistant Elogie completed her doctorate last year, he sold half of the clinic to her and gave the other half to Sugi, leaving the two lovers in joint control. With Sugi too busy, Elogie manages it mostly on her own.

11. #11Pavise Camp Memorial Shrineselective

    The Memorial Shrine inside the grounds of Pavise Gym is well-cared-for under Gym Leader Sugilite's orders. It records the experiences of war prisoners & pokemon forced to work in the POW Camp buildings that preceded the gym. Several internees died from overwork, others from disease or different causes. Her father campaigned for the memorial to be installed beside the pre-existing shrine but was ignored until ghosts started haunting the site.

12. #12Arquebus City & Wish Badgeselective

    Name: Arquebus City; Tagline: 'The Jewel of Kitato';

    Desc: "Arquebus City is Kitato’s regional capital and larger than the next three largest cities combined. The metropolis is split into three distinct Ward; the modern & central commercial core of Karakuri is flanked by the older Dai entertainment district to the East and the industrial Tsutsu to its West. Arquebus is larger and busier than anywhere else in Kitato: department stores, arcades, rail terminals, media towers, river promenades, ferry piers, universities, League offices, and more in a single place. The city is famously accepting people, but locals know each district has strong rivalries, not just in its street gang, but across all forms of compeittion.";

    Infrastructure: Pokémon Center Grand Hub, Department Stores, Challenge Colosseum, Museum, Ferry Terminal;

    Notable features: Mirrorgleam Gym, Biyu Bridge, Dugani Arcade, Arquebus Racing League, Amaoi Promenade, Regional Aquarium;

    Gym: Mirrorgleam Gym is Arquebus City’s Fairy-type Gym & one of the newest buildings in Dai Ward. However, it does its best to convey charm with nostalgic design intended to harken back to the first development of the city. a restored performance hall, arcade theatre, and geigi-style cultural house. The Gym's stage-like decor and framing is maintained all the way to the final ballroom battle-hall, where trainers complete the final challenge needed to complete the Charm Badge;

    Gym Leader: Arquebus City’s Fairy-type Gym Leader is a celebrated performer, comedian, & voice-actor who loves the spectacle of battle . He's Elegant, disarming, and sharp; his roster ascends beyond being merely cute or graceful and represents a very tough challenge. His love of masks, bargains, and games belies the danger of underestimating charm.";

    Regional Connections: Route 13 goes west to Pavise City while Route 20 goes east toward Yumi City. Routes 19 and 22 head inland while Route 15 is the preferred swimming path to Nunchuck Island.

13. #13Francesca City & Forge Badgeselective

    Name: Francisca City;

    Tagline: 'Pure Paradise';

    Desc: "Francisca City is on an enormous lake left behind by an ancient eruption, rumoured to have been the result of an ancient legendary Pokemon. The crystal-clear waters of Lake Francisca provide a perfect mirror image of the distant volcanic silhouette of Mount Haft. With lakeside resorts, medicinal gardens, and quiet research institutes, Francisca feels refined - a city here people and Pokemon can rest, recover, and reflect. Deeply traditional, Francisca feels like a journey into the past, yet despite the Samurai re-enactors, nothing can hide the ironworks burning through mined ores pulled from deep underground.";

    Notable features: Lake Francisca, Swanwake Shore, Red-Crane Keep, Oyakuen Herb Garden, Noguchi Pokémon Research Hall, Nanoka Heritage Street, Mirrorwater Battle Decks;

    Gym: Francisca City does not host one of Kitato’s eight official League Gyms, but its Mirrorwater Battle Decks serve as a major optional Trainer facility. Built over shallow lakewater, the decks use reflection screens, weather shifts, and partner-care trials to test team balance after the midpoint of the League. Local instructors specialize in Water-, Ice-, Flying-, and Grass-type Pokémon, reflecting the lake, swans, snowmelt, and medicinal gardens around the city;

    Gym Leader: Francisca's Gym Leader is a calm lifelong local whose family has crafted jewellery in the city for centuries. He doesn't wait for Trainers to come to him and prefers to invite them in when they've done enough to impress. The Gym is about honing skills and development down to the greatest level of precision possible;

    Regional Connections: Route 22 runs north from Francisca City and is the only known route in or out, connecting back to Arquebus City. However, there are some places to visit across the other side of the lake;

14. #14Yumi City & Brimstone Badgeselective

    Keys: Yumi, Brimstone Badge · Secondary: City, Kitato League

    Name: Yumi City;

    Tagline: 'Flame Tide';

    Desc: "Yumi City is Kitato’s north-eastern frontier city, where a long road from Kitato towards Sinnoh begins. Its bountiful rice harvests are brought to Arquebus City, whose sprawl threatens to absorb Yumi City whole. Yumi is famous for its smoked salmon, tea, traditional pottery, and hikes into volcanic highlands. Trainers that reach Yumi undergo one last trial by fire. The kilns and lava pools speak to one thing; that it is impossible to become a Champion of Kitato without burning as brightly as possible.";

    Infrastructure: Pokémon Center, Poké Mart, ferry to Morningstar Island;

    Notable features: Sushi Restaurant, Red-Moat Castle, Earthenware factories, Quicksand pools, Thousand-step stairs;

    Gym: To reach this Gym, trainers must climb a thousand steps upwards and prove their mastery of each skill provided by the previous Gyms. Once inside, challengers encounter smoking chambers and other hazards until they reach a high-roofed hall lit by furnaces on every side. The Gym awards the Cinder Badge to Trainers who know how to unlock the flame within and ignite the sparks necessary for their Pokemon to perform at their best, without burning out too soon;

    Gym Leader: Yumi’s Fire-type Gym Leader is an ascetic pottery master and athlete who walks on coals and prides herself on free-climbing up even the most treacherous rock faces. Warm, theatrical, and terrifyingly composed in battle, she is able to attack with ferocity and speed like few other Gym trainers before her;

    Regional Connections: Route 20 runs west toward Arquebus City along the northern coastal road while the short Route 21 includes a short crossing to peaceful Morningstar Island, where it is said one of the ancients is awakening after centuries of slumber;
