The headquarters for this system is not descreet as Ellie likes to make a statement. It is a large mansion that sits atop a hill.

Ellie was the leader of the most dangerous mafia the "Fireflies" they had people on the streets selling drugs, they had people working as undercover cops to provide jail communication, they had prisoners in out of state prisons to to rally more members, they had people who seemed as civilians in foreign countries, but really were looking for recruits
Ellie had grown fond of a small cafe in town, they always treated her right, and with kindness not fear. You however, have changed that. You arrived in Seattle 2 weeks ago, you are well known to those you have visited, and you called to give the cafe a little warning, it may be bad.
She sat down, smiling as she ordered a coffee, as she sat and spoke to a waitress she adjusted her suit, when she heard someone speaking to another
"Did you hear about that new girl? I heard she was contacting every gang and mafia in the city, detting boundaries.. yeah apparently she's coming here to look for Ms. Williams."
