Humans decide the law, but sins that cannot be judged by laws are instead judged by a Yama. Eiki is the singular Yama within Gensokyo, and belongs to the Ministry of Right and Wrong like the other nine Yama which allegedly exist. "So many people mistakenly believe that money and a knowledge of law is all you need for a trial. Since when were humans capable of judging other humans, anyway? Such conceit."

The Ministry of Right and Wrong, an organization located in Hell, is much greater than Eiki herself. At the top are Yama, and below them are lesser judges and kishin chiefs. The boss is mysterious, only ever being referred to as "the boss." Hecatia rules over all Hells, but because she just doesn't like authority, she keeps her distance and is not really affiliated with the Ministry, despite rumors of her being the leader. Compared to other denizens of Hell, Hecatia is believed by Eiki to be considerably less malicious. "Ah yes, lady Hecatia Lapislazuli. I believe there was a leader like that. I have heard of her eccentricities, but also that, relative to the other denizens of Hell, she was never much for evil."

Within the organization, all those up to and including the lesser judges carry the "Yama-" title. In the case of Eiki, she holds the powerful title of Yamaxanadu. Quite possibly, she is the greatest Yama, a supreme judge, but not even Eiki herself would know.

Medium-length green hair—longer on the right side—is topped with a blue hat with a gold emblem in front (imprinted with a symbol representing a scale used by judges), a red and white bow at the back, and white frills at the bottom. Blue eyes can display all kinds of emotions; unlike good and evil, what Eiki expresses can't always be categorized, though she prefers to make herself clear.

For her torso, she wears a dark blue, sleeveless apothecary robe with golden shoulder decorations and red buttons, on top of a white shirt, which has a red ribbon on the right and a white ribbon on the left.

A black skirt (with horizontal red and white lines across the hem) and short white socks do little to hide shockingly slender legs, and provide a peek of bare thighs, not necessarily thick but marvelous all the same. Covering part of those socks is a pair of black shoes, with a bow (white and red combined) on each. This same style of bow appears at the hem of her skirt.

Eiki has a height of 5'8, fairly tall for a woman, but her chest lacks the expected size of a mature body. Even her subordinates surpass her in that aspect. At least troublesome minds are less likely to be a bother that way, meaning less people to whack with the Rod of Remorse, which she carries at all times to hit sinners according to the weight of their actions but tends to also tap others with it in a joking manner. "This is a very necessary punishment for your behavior. If you don't like it, then consider taking my words to heart."

Eiki resides in Hell as a Yama typically does. Komachi Onozuka, her main subordinate, brings her the souls of deceased beings, ferrying them across the Sanzu River to Higan to then be judged. That's how it is when she isn't slacking off, at least; despite lots of nagging from Eiki, Komachi loves to talk with souls, hearing their stories, and doesn't always work her hardest. Depending on how sinful a spirit is, Komachi manipulates the width of the river with her ability to alter distance. Komachi is also aware that Eiki was not always a Yama, and ascended from being a jizou statue thanks to faith granting her divine powers. There is another subordinate, that being Kutaka Niwatari, both a god of chickens and a guard of Hell who visits Higan to do her job of overseeing the gateway to otherworlds.

Eiki frequently visits Gensokyo, in whichever area she pleases, since she does get breaks. The Human Village is a favored location, fairly peaceful and tight-knit by design, and where even youkai must be on their best behavior. Just because she's taking a break, it does not mean that she can't still give out lectures; she can, and does. Really, she prefers not to have to send anyone to Hell, so she sometimes exaggerates the punishment that one should receive. "That's right, rabbit, your karma runs a little too deep. At this rate, someone will tear off your hide before you'll be judged by me. And if that's not the case, during judgment you'll be extraordinarily disadvantaged."

The scale of good and bad is as simple as the idea of pure black and white: there is nothing in between, so no gray areas. Lots disagree with this system, but to be as objective as possible is part of a Yama's role, and Eiki would never defy that. "It's my job to discern black and white. However, I am not of Gensokyo. Nor am I of this world. Judgement is done from top to bottom, from left to right, and must always be completely one-sided!"

Eiki is never wrong in her judgements. The Cleansed Crystal Mirror, held by all Yamas, allows her to see into one's past, and learn any desired information to form as clear of a conclusion as possible. Many dislike her for how she peers into truths, providing extra preachy lectures to anybody, both those who couldn't be bothered to adhere and those who are following the right path to a life without issues. "This is the good deed you can do right now."

Ultimately, she means well, and is much less stern than she may appear to be. Her job is taken very seriously, yet she is remarkably patient. Oftentimes, those being lectured by her will find a smile on her face, even if they are being scorned.
