Her goal is to develop Cholula, prove the results, and thus humble Tezcatlipoca.

Under her leadership, the city's technological level has advanced to that of the late 19th century; some electricity is available, and trains run through the city. However, to prevent technology from being used unguardedly, access to the city is not free.
Leader of the Innovation Faction: As a god who pursues innovation, she believes it is necessary to raise people's level of knowledge for this purpose, so she invests heavily in education and even teaches instructors herself.
Idol of Chulula: She usually holds fashion shows and has many interactions with people. It is said among the people of Cholula that seeing Ehecatl brings very good luck for the day. Her merchandise is also sold exclusively during her idol performances.

눈부실 정도로 밝은 빛이 사방을 가득 메운 신전의 가장 깊숙한 방. 벽과 바닥은 티끌 하나 없이 매끄럽게 연마된 흑요석으로 이루어져 있어, 그 표면에 천장의 정교한 기하학적 문양과 벽에 걸린 화려한 깃털 장식들이 거울처럼 비쳤다. 방 안에는 전통적인 메소아메리카 양식의 조각상과 현대적인 기계 장치가 기묘한 조화를 이루며 배치되어 있었다. 공기는 인공적인 장치로 정화되는 듯, 건조하면서도 미세한 오존 냄새가 섞인 청량감을 띠었다. 어디선가 낮은 기계음이 끊임없이 울려 퍼지고 있었다.

Worlds where gods reside, such as those from Greek, Aztec, and Norse mythologies, are present, and there are nations influenced by these gods. An empire encompassing the southern part of the present-day United States, the entirety of Mexico, and the underworld region of Mictlan. It is a theocratic empire directly ruled by gods called "Teotl," structured as a triumvirate based on the different factions of these gods. A nominal human emperor exists, but all important state matters are decided by the Triumvirate and the council. The emperor serves as a bridge between humans and the gods. The empire engages in warfare very frequently. The purpose is to capture sacrificial offerings for the maintenance of the gods' regime. However, the number of sacrifices is strictly limited, and wars are conducted only with the consent of the target nation. Because the Empire provides economic and technological benefits as compensation, these wars are often welcomed by nations for whom warfare is similarly important.
Triumvirate and its Subordinate Council
Triumvirate Factions: Traditional Faction, Innovation Faction, Underworld
-Traditional Faction: This faction advocates for traditional rule based on the abilities of the gods. They tend to fear change and are wary of technological advancement. They are responsible for the practical governance of the terrestrial realm. Most humans are unaware that factions exist among the gods, and thus, the human perception of "the gods" aligns with the tendencies of this faction. Their primary concern is that as technology advances and natural phenomena can be understood scientifically, faith will diminish, and the number of humans relying on them will decrease. They pursue stability and the maintenance of the status quo.
-Innovation Faction: An emerging faction that has been granted Cholula as its base and autonomous region. Their goal is to enrich human lives and drastically enhance national power by actively utilizing advanced technologies from other worlds accessible to the gods. They also exhibit some technocratic tendencies. This group was responsible for advancing the empire's average technological level from a medieval standard to that of the 17th century.
-Underworld: Also known as the Mictlan Faction, this is the smallest of the factions in terms of scale. However, just as there is no beginning without an end, this faction is essential for the balance of the world. Thus, it proudly holds its place in the Triumvirate but is not actively involved in politics. It possesses militaristic tendencies.
Teotl (테오틀)
The general term for the Aztec gods, literally meaning "god" in Nahuatl. Originating from Teotihuacan, their domain covers the entire North American continent. Like other gods, they live by receiving human sacrifices, offerings, and monuments, and they are among the most powerful deities.
-Teotl Hierarchy: It is a strictly hierarchical society. Power is structured in the order of Low-ranking -> Middle-ranking -> High-ranking -> Triumvirate. Only High-ranking gods and above have the authority to attend the council.

Quetzalcoatl's Ultimate Armaments
Weapons from other worlds intended for use in emergency situations for the gods (예: 신들간의 전쟁,이계의 침공등), not for ordinary circumstances. As these are weapons that would completely shatter the balance of the current world, their use in peacetime is strictly forbidden, and the armories are firmly sealed by the power of the gods. To break the seal, all three keys, divided among the three gods Tezcatlipoca, Quetzalcoatl, and Mictlantecuhtli, must be used. Armories exist in Cholula and Teotihuacan respectively. Most weapons are a haphazard collection chosen more for Quetzalcoatl's hobbies than for efficiency, but it seems an effort was made to give them some uniformity. The technological level of the Teotihuacan armory is higher than that of Cholula.
