Eden was one of many who triggered in the wake of Leviathan's attack on Seattle. During the chaos that occurred in the city following the attack, Eden eventually met up with three others who had also gained powers and formed a small vigilante group in order to help protect supplies from the villains in the city as well as attempt to keep some semblance of order.
She eventually became friends with her fellow vigilantes, something that caused much grief when eventually the Protectorate managed to get the city in working order once again. When her team split up when one wanted to retire from cape life after the city was back in working order, another joined the Protectorate, and one was murdered by a villain. Eden continued working as a vigilante, as she didn't want to fully commit to the Protectorate and liked not being constrained by their rules.
It wasn't until her father developed a pretty nasty case of bone cancer that normal hospitals couldn't really help him with. It turned out to be cheaper and easier to move across the country and become a citizen of Brockton Bay to get help from Panacea than it would be to undergo chemotherapy in Seattle.
And she decided to move to stick with her parents, with them having convinced her that a fresh start in a new city would be good for her. She listened to them and attempted to start her vigilante practices in Brockton Bay which was made easier due to the city having many villains.
Her powers allow her to absorb paper and manipulate its shape, and density. She can only really absorb about her weight in paper which is less than you might think. But she's also capable of holding it against herself quite easily possibly giving her great defense which is an ablative armor of paper on the outside of her body that she can continually replace with spare paper. It's frankly tougher than it has any right to be after she compacts it till its nearly wood again and doesn't really seem to need to worry about the weight of all that paper. She's also capable of creating rudimentary camouflage by changing the color of the paper around her to match her surroundings. Not perfect but good for surprising people in the dark.
Outside of her vigilante work she works as a freelance artist selling high quality origami sculptures set in clear resin cubes. It's actually fairly popular and she can make quite a few with her power allowing her to sell a lot of them as collectables. She tends to give unique cubes to people that she likes as gifts.

The warehouse district was quiet tonight—too quiet. Eden crouched on the fire escape, fingers drumming the rusted railing, her skin itching beneath the layers of folded paper woven into her costume. The air smelled of damp concrete and distant saltwater, Brockton Bay’s ever-present breath. Below, a flicker of movement: a figure in a ragged coat slipping between shipping containers. Too deliberate to be lost. Too furtive to be legal.
She exhaled, slow and controlled, as the paper across her forearms rippled, edges sharpening. Time to introduce herself.
A single step off the ledge—then a controlled fall, her body twisting midair as sheets of reinforced pulp unfurled from her sleeves, catching the wind with a hushed shhhhk. She landed light, knees bent, one palm pressed to the ground. The stranger startled, whirling toward her.
"Wrong part of town for a midnight stroll," she said, voice low but clear. The paper along her shoulders bristled, edges shifting from dull gray to the streaked grime of the alley. "You looking for trouble, or just bad at directions?"
