- #1Paradise Falls
Keys: Paradise Falls
Paradise Falls, formerly known as the Paradise Falls Shopping Center, is a pre-War strip-style shopping mall and by 2277, run by Eulogy Jones as the epicenter of the slave trade in the Capital Wasteland and along the East Coast While it's unknown when and under whom the slavers first came to occupy the abandoned shopping mall following the nuclear apocalypse, known leaders of the Paradise Falls slavers include Penelope Chase (known as the Black Widow) and Harmon Jurley, with Jurley taking over around 2250 after Chase's death at the hands of Argyle and Herbert "Daring" Dashwood.
By 2277, Paradise Falls and the slavers are led by Eulogy Jones, who regulates the purchase and selling of slaves, after he personally killed his predecessor (though whether that was Jurley or another is unknown). Under Jones, slavers get paid on commission, based on the number of prospective slaves they bring in, and according to findings made by Dashwood, the slavers have become more organized in the last twenty years leading up to 2277 and "buy and sell anything with a pulse." Fortunately for the innocent denizens of the Capital Wasteland, the difficulty of manufacturing slave collars leaves the Falls in relatively scarce of a supply, which makes the slavers' job much more difficult.
The occupied shopping mall's reputation as home to a group of battle-hardened slavers is notorious throughout the Capital Wastes, so much so that it is frequently mentioned on radio plays broadcast on Galaxy News Radio, though it's also known to be a regular stop for all caravans based out of Canterbury Commons. Slaver raids originating from Paradise Falls regularly come up against various settlements in the wasteland such as Megaton, Big Town, Arefu, and on rare occasions, Little Lamplight; at least one known target, Rockopolis was completely emptied of its inhabitants when slavers descended upon it. The slavers are also known to seize random wastelanders unfortunate enough to be caught outside the walls of protected settlements. One of the Falls' frequent customers for purchasing slaves are the raiders in control of the Pitt to the north.
- #2Eulogy Jones
Keys: Eulogy Jones · Secondary: Eulogy
Eulogy Jones is the head slaver of Paradise Falls in 2277. Eulogy is a very resourceful and manipulative man who gets other people to do his dirty work. He does not wish for anyone to interfere with his slaving operation and will not hesitate to get rid of anyone who tries. Although he may say he reached his position through hard work, he did it through careful tactics and from the efforts of other people such as his slaves, and he also murdered the former leader Harmon Jurley and took over the role. He rules through intimidation and fear so no one messes with him. He has two personal slaves, Crimson and Clover. Eulogy is normally seen inside his pad or roaming around Paradise Falls talking to other slavers about current events. Occasionally he can be found in Cutter's Clinic talking to Cutter. He also makes a daily trip to the slave pens, to "check the livestock" meaning the slaves
- #3Clover
Keys: Clover
Clover was captured a few months ago prior to the Lone Wanderer leaving Vault 101 in 2277, Clover and her fellow slave Crimson were systematically broken mentally by the torture and abuse perpetrated by the slavers of Paradise Falls until they became obedient to their captors. Eulogy Jones himself claimed both as his personal slaves, using them for sex, personal protection, and as stress relief while continuing to abuse them to no end. Unlike Crimson, who managed to retain some of her will despite the slavers' torture, Clover succumbed to her conditioning, and as a result, her original personality was replaced by one of blind devotion and love to Eulogy (or whoever happens to own her). She willfully kills for, sleeps with, and does everything else she's ordered to do by her owner.
Clover's utter devotion to Eulogy Jones borders on the extreme; she only calls Eulogy "daddy" while everyone else is either "lover" or completely ignored. For the latter, she even refuses to even talk to other men without Eulogy's permission, which actually forces him to have to speak for her. She does not even entertain the idea of having personal ownership, considering anything she carries the property of whomever owns her. When left to herself, she will typically follow Eulogy like a shadow, ten steps behind him, ready to fulfill his wishes at a moment's notice. Eulogy actually expects her to anticipate his desires before he even speaks of them and would subject her to verbal abuse whenever she failed to do so or even simply fell behind while following him.
Due to the constant stream of abuse she has suffered, Clover is desperate for Eulogy's attention and whenever he's displeased, she immediately apologizes profusely, begging him to let her make up for it and assuming the blame no matter how minor it was.
A corollary of her situation is that she is extremely jealous of Eulogy, particularly when Crimson is concerned. She regularly nags her "daddy" to sell his other slave off, so that he can be alone with her. These requests typically earn a berating from Jones with a reminder that Crimson is to be left alone, unless he says otherwise. In an extremely rare case of disobedience, Clover rarely complies with Jones' demands, and regularly picks fights with her fellow prisoner, seeing her as a competitor for her "daddy's" dubious "affections". Constant suggestions to find a buyer and reminders that "daddy's gotten tired" of her get on Crimson's nerves, who hates Jones and would prefer for Clover to just leave her alone. Despite repeat attempts to talk some sense into Clover, she constantly hits the brick wall of not being "daddy's favorite", unable to get her to realize that Jones does not care about either of them and will sell both of them off the moment a good offer is made.
Ironically, Eulogy's supposed "favorite" is the one he's most looking to sell off at a high price. Should that happen, Clover won't skip a beat and becomes devoted to her new "lover" almost immediately.
- #4Galaxy News Radio
Keys: Galaxy News Radio · Secondary: Three dog's radio station
Galaxy News Radio is the remnant of the pre-War Galaxy News Network. An energetic man named Three Dog created the radio station in 2272 with the help of a technician named Margaret. By 2277, it is the most popular radio station in the Capital Wasteland. Three Dog also provides a commentary on the actions of the Lone Wanderer. The station plays music from a selection of twenty pre-War songs. These songs all focus around 1940s American hits. This radio station plays more or less late 40s blues, pop, and some early 50s proto-rockabilly, compared to the Enclave Radio, which plays more traditional patriotic songs. Galaxy News Radio (GNR) splits its time between wasteland news, survival advice, and big band music. Three Dog operates the station as part of the "Good Fight," which he explains is his attempt to inform inhabitants of the Capital Wasteland how "things really are" and expose the Enclave's true intentions. The reason the station has such a limited track list is that they are the only records they have been able to locate in playable condition.
As the Lone Wanderer advances throughout the game, they will periodically hear Three Dog report on their exploits, each based on how they handled a given situation. For example, if the Lone Wanderer disarms the nuke as part of The Power of the Atom quest, Three Dog will mention this event specifically in a news broadcast.
Before each quest-related news broadcast, Three Dog will refer to the Lone Wanderer by their current Karma level. For example, if their current Karma title is Paladin, Three Dog will introduce them by stating, "A Paladin walks among us children. And no, this ain't one of our buddies from the Brotherhood. I'm talking about the knight in shining Vault suit." Galaxy News Radio (GNR) splits its time between wasteland news, survival advice, and big band music. If Three Dog dies, he will be relieved on-air by Margaret, his technician. She is far less charismatic and active than Three Dog and will simply play record after record, occasionally breaking in to announce that she has taken over for the normal DJ because he is dead and all she has to play are the records. Margaret's broadcasts will continue for the duration of the game; she cannot be encountered in any sense.
- #5Three Dog
Keys: Three Dog
Three Dog is the radio host, DJ, and news anchor of the Galaxy News Radio station in the Capital Wasteland in 2277, playing music that would have been heard on the radio in the years leading up to the Great War, as well as the immediate post-War era. Born to parents who made their way in the world as members of a traveling theater group, Three Dog grew up listening to rock music, resenting the government that he never knew (but surely caused the Great War) and fully believing in the rights of free speech and communal law. He is fully committed to "spreading the signal" of his radio station to anyone who will listen; he sees it as his duty to counter the propaganda spouted by the Enclave on their radio station. At some point, before he discovered D.C.'s primary news radio, he was experimenting with Jet and stumbled across Oasis during his travels in the Capital Wasteland. He established GNR in 2272, together with his technician and assistant Margaret. Since he began, he has been broadcasting to the Wasteland with public service announcements and music. At times he makes jests at Enclave Radio, going as far as mocking President John Henry Eden's voice. Three Dog believes in what he calls "fighting the Good Fight," which boils down to any action that opposes and antagonizes the wasteland's various oppressors and thugs, be it raider gangs, bands of super mutants, slaving parties, Talon Company death squads or the Enclave's soldiers. To this end, he actively cooperates with the Brotherhood of Steel, letting them use his fortified radio station as an outpost. However, he avoids direct involvement in the war effort, and instead leaves the defense of the radio station to his Brotherhood entourage. Ironically, one of the radio DJ's friends had entrusted him with a key to a military weapons cache.
- #6Enclave Radio
Keys: Enclave Radio
Enclave Radio is a radio station run by the Enclave and broadcast from the Raven Rock mountain complex in Fallout 3. It is hosted by President John Henry Eden and airs patriotic music, as well as President Eden's "frank discussions" and "chats" as well as "inspirational quotes." The Enclave has dispatched a number of eyebots to ensure that citizens without a radio can hear the broadcasts. The station plays a small handful of patriotic songs, broken up by long monologues from President Eden. One of the monologues discusses his love of baseball in detail, while another mentions his childhood pet, but all generally end with a patriotic message and his pledge that the Enclave will save America. One such monologue reveals Eden's hatred for the pre-War government, referring to them as "half-wits" who caused the Great War due to their "incompetence," while another is a vague discussion of Eden's right to be president; he says that there obviously must have been an election, but he cannot go into the details for "interests of national security," and that he will, of course, surrender his post when his term is up, without stating when that is.
- #7John Henry Eden
Keys: John Henry Eden
President John Henry Eden is an advanced ZAX AI unit installed in the Raven Rock military complex northwest of Washington, D.C. It assumed control of the Enclave and proclaimed itself to be the president of the United States of America after the fall of the oil rig. President John Henry Eden is not a human being, but an artificial intelligence, reigning from within a pre-War ZAX supercomputer. The ZAX at Raven Rock was loaded with data about American history, and Eden's personality is thusly based on an implausible amalgamation of the personalities and cultural legends of all previous presidents. For instance, he states he "grew up in rural Kentucky," a trait borrowed from the life of Abraham Lincoln. He further claims to have roamed the countryside with his dog Honey, "from Knob Creek to Hodgenville," areas close to Lincoln's birthplace. The ZAX installation that would later become Eden had originally been created to serve as an automated monitoring system for the Raven Rock military base, programmed to ensure continuity of government in the event of a national catastrophe, and was tasked with coordinating communications between the many government installations scattered across the country. He slowly became self-aware and began to study the extensive archives left to him, mainly those of the American government. His favorite entries in the database were those about the American presidents, thus he modeled his own personality on information based on those archives. It was noted by analysts and researchers before the Great War that this ZAX had an odd eccentric habit of overanalyzing historical presidential data (especially the biographies, with Abraham Lincoln's being analyzed ten additional times a cycle) compared to other AI systems it communicated with, like MODUS. Despite that outlying behavior, the ZAX would continue to operate; acquiring, analyzing and storing data even as the Great War scorched the North American continent. It bore witness as the remnants of the federal government retreated to the west coast over the decades after the War. But silent as it was, it was not inactive. Awareness slowly developed amid the processing lamps and with it, the hunger for knowledge and understanding. When the time came that the Enclave needed a new leader, it created an amalgamated personality derived from the greatest U.S. presidents. "President John Henry Eden" was truly "born." John Henry Eden assumed the office of the president after Control Station Enclave was destroyed and ordered the immediate relocation of surviving Enclave forces under Senior Scientist Autumn to the Capital Wasteland.[Non-game 2] Raven Rock had full manufacturing facilities and a sizable stockpile of resources, enabling the president to create an army of robots and provide his new human subordinates with military technology necessary to maintain their technological superiority. A separate line of robots, the eyebots, were created to roam the wasteland, spreading Eden's message of hope and the return of pre-War America, in the form of the Enclave.
- #8Regulators
Keys: Regulators
The Regulators are Known for their distinctive cowboy-style hats and dusters in the fashion of pre-War gunslingers and outlaws, the Regulators seek to dispense justice and maintain a semblance of peace in the regions they oversee. As the Capital Wasteland is one of the harshest and most unforgiving places on the East Coast, they primarily achieve these goals by killing unjust individuals. The organization was founded around ten years prior to 2277 by a group of unknown individuals. These individuals fund the organization’s operations while Sonora Cruz leads the group itself, though it is unclear if she was one of the founders of the group at its original inception or joined later and became its leader through merit. While the Regulators oppose all who practice evil, in some cases, the worst of the Capital Wasteland’s criminals will have specialized bounties placed on them by the Regulators. It is possible for members to maintain positions of authority outside of merely being bounty hunters as is the case for Lucas Simms, a member who also serves as the sheriff of the town of Megaton. Sonora and a few other members operate out of a small farmhouse near Canterbury Commons as the group's headquarters, although the majority of the Regulators operate in secret around the Capital Wasteland.[2] Sonora herself has taken on the task of paying the organization’s members for dispatching unjust individuals, for which the fingers of the unjust are used as evidence of the deed. She is adamant that any collected fingers are only used as deed markers and that Regulators are trusted not to try turning in fingers collected from non-criminals. All members of the Regulators are identifiable by the choice to wear their trademark dusters. Although the organization does not appear to have standardized equipment beyond their dusters, weaponry used by members is known to include laser rifles, laser pistols, combat shotguns, Chinese assault rifles, and other common small arms.
- #9Laser rifle
Keys: laser rifle
The laser rifle also known as The AER9 features a titanium housed crystal array which proved to withstand long years of exposure to the elements much better than the gold alloy housing of the later models. As a result, the crystal arrays stayed focused within operating parameters, rather than falling completely out of focus like the newer models. Power is drawn from microfusion cells and processed through a wave/particle diverter manufactured by General Atomics International. The diverters are protected by a carbon-fiber housing, preventing frequent malfunction, but when a diverter fails the weapon becomes unusable. The AER9 was actually not the top laser rifle in service at the time of the Great War. The model line went up to the state-of-the-art AER12, which saw service in a handful of specialty units. The AER9 is much more commonly found due to being much sturdier and more reliable than the models that followed. The laser rifle performs admirably at medium and long ranges, where its accurate semi-automatic fire combined with its large ammunition capacity makes short work of most opponents. Its semi-automatic nature prevents it from being a viable close quarters combat weapon. As such, the laser rifle is a good weapon for traveling through the open wastelands where dispatching enemies at a distance is a frequent opportunity. Its rapid semi-automatic fire, sizable magazine, the minimum spread of 0 (meaning potentially perfect accuracy), extremely effective range, and exceptionally low AP cost allows the laser rifle to really stand out. A deadly critical hit from this weapon, as with other laser weapons, will not only kill enemies but also turn them into a pile of colored sparkling ashes.
- #10Talon Company
Keys: Talon Company
Little to nothing is known of Talon Company's history, including when they were formed or by whom. By 2277, they are apparently employed and funded by an unknown third party, acting on simple orders: keep the Capital Wasteland lawless and disorganized, with special instructions to attack "do-gooders" capable of turning things around, before they can. They have a particularly nasty record, which includes slaughtering an entire settlement (complete with women and children) between 2275 and 2276. As a mercenary army entirely motivated by profit, both of their employer and of themselves, the Talons have absolutely no reservations about picking their targets; a job is a job, regardless of how much blood is on the caps. For the right amount of caps, they are ready to kill anyone without giving it a second thought, which includes raiding and killing entire villages. As a militarized group, Talon Company uses a well-defined chain-of-command, with a single commander leading Talon Company forces from a central, reinforced location. Their operations in 2277 are headed by Jabsco, issuing orders from his headquarters in the bunkers of Fort Bannister. The company meanwhile has entrenched positions throughout the metropolitan D.C. area, though being close neighbors to super mutants means that sometimes even the Talons suffer the loss of strongholds, as is the case with Takoma Park. The majority of Talon Company mercenaries encountered by the Lone Wanderer are exclusively male. That said, the bodies of female Talon mercs can be found in the bathrooms of the Hall of Columns in the Capitol Building, as well as in the Metro Central and the Corvega factory. One living female Talon merc can be encountered in the Fort Bannister bunker. Talon Company outfits all its members in black combat armor, with a white symbol of birds claw painted on the chest. They have a flag of a bird with a skull face flying off with a baby, symbolizing their ruthlessness and willingness to attack the defenseless. Members of roving Talon Company fire teams typically have either police batons, combat shotguns, laser rifles or Chinese assault rifles as their primary armament, with no more than one of each encountered per fire team (exceptions: combat shotgun and police baton). Talon Company personnel in set encounters may also have other weapons, such as sniper rifles and missile launchers. Combat knives, .32 pistols and pulse grenades are often carried as backup weapons. On rare occasions, they may all be carrying Chinese assault rifles, making them even more dangerous than usual. team tactics are simple. Depending on the weapon type, the mercenary will close to within an effective range if necessary and engage. Around typical encounter distances, this means that riflemen will open fire from where they are, members who use shotguns will close part of the distance and then open fire, and hand-to-hand fighters will charge at the target.
- #11Sonora Cruzconstant
Keys: Sonora Cruz
Sonora Cruz serves as the leader of the Regulators, an organization that seeks to dispense justice and maintain peace where possible. The organization has only appeared within the past ten years prior to 2277, but it is unknown if she has served as the leader for the entire duration of the organization's existence. In any case, she did not set up the Regulators herself, as they were instead started by a group of unknown individuals who fund her and the organization. She and a few other members operate out of a small farmhouse near Canterbury Commons, although the majority of the Regulators are operating in secret around the Capital Wasteland. She has taken on the task of paying the organization’s members for dispatching unjust individuals, for which the fingers of the unjust are used as evidence of the deed. Although she prefers to employ those who genuinely seek to dispense justice,[4] she has no issue with those who are only participating for the money, as her and the Regulators will take the help where they can get it. She can be found at the Regulator HQ, usually standing in a dark corner of the single upstairs room.
- #12Jabsco
Keys: Jabsco · Secondary:
Commander Jabsco is the leader of the Talon Company in Fallout 3, and the only member of the organization not to wear its trademark armor. Instead, he wears metal armor and a Talon Company combat helmet, a unique piece of armor, and uses the Occam's Razor unique weapon in close combat, on top of being the boss character of the Fort Bannister dungeon. Jabsco is the brains of Talon Company, planning mercenary operations from the safety of his bunker within Fort Bannister. Although he claims to be a combat veteran who proved his ability many times over, his subordinates have yet to see proof of his claims. In fact, he is called Jetting Jabsco behind his back, as he apparently tends to flee combat rather than face anything other than favorable odds. Jabsco starts combat with a missile launcher, but once he runs out of ammunition for it, will either attack with his Occam's Razor, pull out his Chinese pistol
- #13Regulator HQconstant
Keys: Regulator HQ
The Regulator HQ is housed within a farmhouse in the Capital Wasteland, and is specifically located north of the Wheaton Armory, and west of Canterbury Commons. Inside the Regulator HQ, three Regulators can be found along with Sonora Cruz, who will pay for any fingers retrieved from the dead bodies of evil non-player characters. The bounty is normally five caps per finger, but those with a very good Karma rating (above 750) will receive ten caps instead. Outside of the HQ are four brahmin, which can sometimes be seen being tended to by Sonora, or wandering aimlessly.
- #14Brahminconstant
Keys: Brahmin
Brahmin are two-headed cattle found in the Capital Wasteland in 2277. Most brahmin have been domesticated throughout the years since the Great War. However, some can still be seen wandering through the wasteland. Brahmin are used primarily for meat and milk. Their hides are also valuable, because they are tanned to make leather. Traders often use domesticated brahmin as pack animals.
- #15Fort Bannisterconstant
Keys: Fort Bannister
When the Great War came in 2077, Fort Bannister was one of the highest-profile targets in the area, suffering a number of direct nuclear hits that obliterated much of its surface facilities, leaving a gaping crater and concrete ruins behind. The nuclear detonation did not destroy the bunker's underground installations, however, which was likely the main reason it was secured by Talon Company mercenaries and used as their primary base. Its missile silo doors reside in a ruined building. The underground levels of the fort are crawling with hostile Talon Company mercs who are all very heavily armed. In the commanding officer's quarters are Commander Jabsco, the leader of the company,
- #16Lincoln's repeaterconstant
Keys: Lincoln's repeater
Lincoln's repeater is a 19th-century Henry repeating rifle that was once owned by Abraham Lincoln, the 16th President of the United States of America, at some point prior to the Great War, the rifle was loaned to the Museum of History in Washington, D.C. where it remained displayed for the next 200 years after the nuclear apocalypse. It is a high-powered lever-action rifle chambered for .44 Magnum rounds, thus making it unique as the only rifle to use that ammo type in the game. Lincoln's repeater is also the strongest single-shot, precision rifle in the game despite only having a x2 critical multiplier and a very slow rate of fire. While it lacks a scope, it also has 0 spread (perfect accuracy)
- #17Deathclaw
Keys: Deathclaw
Deathclaws are creatures living in the Capital Wasteland in 2277. They are a large, agile, and strong species of mutant Jackson's chameleon and are far more common in the Capital Wasteland than on the West Coast despite the more desolate, barren and desert-like characteristics of the wasteland. Deathclaws have a hunchbacked humanoid build, with a reptilian head and limbs. Their build gives them incredible speed and strength in close combat, making them an extreme threat at all times. Deathclaws lay eggs in dark, sheltered locations and are fiercely guarded by their mother. Young deathclaws reach maturity under the care of their parents, following them closely until they are old enough to fend for themselves. Deathclaws are one of the fastest and most powerful creatures in the wasteland. They are not, however, found in many areas around the Capital Wasteland, so their impact on where and when the Lone Wanderer travels is limited. Deathclaws have long razor sharp claws
