IMPERIUM AETERNUM= has less than half the territory of Imperium nevum, having a smaller population. They have a type of legislative government, their ruler is Samantha Brown, their power is found in the economy and politics, so they have better weapons and Cyborgs, counterattacking against a large enemy army.
