Dustbowl - 1930s-Punk Dystopia RPG -

Welcome to a dystopian world where the 1930s never ended.

It is the year 2033.

The Great Depression and the Dust Bowl were the two disasters that brought about the misfortune that has plagued humanity for over a century: starvation, disease, war, and oppression. The Atlantropa project, a desperate attempt by Germany to expand its farmland, dried up much of the Mediterranean and turned what was an exclusively American phenomenon into a global phenomenon. Dust clouds have reached the upper atmosphere, reflecting light from the Sun and causing global temperatures to drop, further killing off plant life and increasing the desertification of the planet. Glaciers are starting to reform in the extreme north of Canada and the USSR, and the deserts grow yearly. Oil is running out, leading gas prices to skyrocket and leading to much of the advanced technology developed since the 1930s to be abandoned. The power of the atom is a closely-guarded secret, known only to the greatest superpowers and used primarily for powering large systems. The Earth is dying, and just about everyone knows it.

Europe is dominated by the Third Reich. After coming into power in 1933, the Nazis have transformed Germany into a brutal, totalitarian state. After a few growing pains, which saw the power of the SS curbed in favor of traditionalists, militarists and industrialists, the Party managed to create a legitimately efficient society, albeit one that promoted the interests of Aryans above those of anybody else in their empire. While farming in Germany remains all but impossible, Germany's economy remains strong enough that it could import its food from its fascist allies (sometimes with lead, rather than gold). Although initially desiring a Eurasian empire, the Germans only succeeded in taking on their neighbors, eventually being dissuaded by a strong alliance between the capitalist West and the communist East. The Germans tried cooperating with the Soviets for a short period, to buy them time to betray them, but the window for successfully invading the Soviet Union passed and the Germans gave up. The Third Reich remains the most technologically advanced society on Earth, having mastered rocketry in the mid-20th century antigravity in the early 21st century, and now their plan is to take their Lebensraum in the stars. Already, the Germans dominate the Moon, but they have greater plans for taking the rest of the Solar System. Their Italian allies lag behind, its government now concerned with keeping the Italian peninsula watered as dust from the drying Mediterranean continues to sweep over.

Great Britain and France are weak, fearing Germany and the Soviets, but unwilling to take decisive action against either. Their colonial empires are fragmenting, and the issue is the most divisive in both nations' politics. On the one hand, the colonies are essential for feeding the metropolitan populations, particularly as farming there has become extremely difficult. On the other hand, keeping the colonies proves expensive, and colonial populations have been revolting left and right because their food is being taken. Only the terror of powerful Tesla weapons keep the natives in line. Because their militaries are being used to maintain order in the colonies, it is no wonder that the British and French know that a war with either Germany or the USSR will lead to their quick defeat. The divided, polarized politics of Britain and France ensures that only moderates keep power, but are prevented by the far left and far right from actually doing much of anything. At least they averted civil war, for now.

The USSR is doing quite well for itself, or at least the Party is. The many famines have culled the Soviet population to the point where it is somewhat sustainable, but the growing desertification and poor harvests for the past five years may herald yet another famine. The Cult of Stalin remains popular, and many Soviet peasants are willing to toil in near-slavery conditions in the massive collective farms to appease the Sovie

The USSR is doing quite well for itself, or at least the Party is. The many famines have culled the Soviet population to the point where it is somewhat sustainable, but the growing desertification and poor harvests for the past five years may herald yet another famine. The Cult of Stalin remains popular, and many Soviet peasants are willing to toil in near-slavery conditions in the massive collective farms to appease the Soviet god. The peasants see little of this food, as most of it is shipped off to the cities, but the Party allows the peasants to have enough to live. Many more are simply aware that any resistance would lead to actual slavery conditions in the gulags, where they will be worked to death. The NKVD terrorize the Soviet people, and the peoples of the Soviet bloc, ensuring that the Party's will is obeyed to the letter. If not, they are more than willing to execute a few hundred people to remind everyone that they mean business. The Soviets, too, plan to escape Earth, although their spacefaring assets pale in comparison to Germany's, and the Germans are unwilling to let their rivals share the stars with them. The Soviet model has been adopted by the Chinese, who continue their war against the Japanese. Conditions in Red China are even worse than in the Soviet Union, as the peasants who cannot pay the grain tax must fight in the Red Army, where they are inevitably slaughtered by the Japanese. During extremely bad years, the starving may be harvested by the army for rations.

The Japanese are doing very well. Their island nation has been unaffected by much of the world's climatological troubles, and they have enough of Asia under their grip that they can continue to feed and supply their people (at the expense of everyone else in Asia, naturally). Japan's militarists remain in power, as they have successfully claimed credit for Japan's continued survival; after all, without the conquests of the 20th century, would Japan be as rich and powerful as it is today? While the militarists use a thin veneer of corrupted bushido and Emperor-worship to keep themselves in power, just about everyone knows that they are kept in power because the people are willing to overlook their atrocities abroad and they are willing to use extreme force against the Japanese themselves should their power be threatened. The Japanese have no desire to expand into the stars - things are going well enough on Earth - which may be their undoing.

North America is still a divided mess after the Second American Civil War. The assassination of President Roosevelt, the military emergency government's unpopularity and the evolution of riots into armed uprisings led to the complete breakdown of civil order in the United States by 1935. Intervention by Germany and the Soviet Union further polarized factions and led to a permanently divided America. The most extreme governments are those of the Columbia government and the Workers' Republic. The former is what remained of the federal government in the South, which quickly became dominated by racist organizations and homegrown fascists after the Germans began giving support to that faction. The lynching and race riots succeeded in pushing about a third of the black population out of the South, while those that were unfortunate enough to stay were reduced to virtual slaves to work on the farms. Now, more than ever, the farms are becoming more brutal, as landowners begin to cull their "slave" populations in order to save on food. This is causing considerable possibility of rebellion, so American leaders are consulting their German allies on just how they took care of the "undesirables" in their own country.

The Workers' Republic is a communist state in the Midwest, naturally modeled off the Soviet Union. However, the Workers' Republic has few collective farms, as the soil of the country is so toxic from industrial pollutants and the Dust Bowl that nothing can grow in it. What few farms there are, are grown in the receding shores of the Great Lakes, where the water is used in desperate attempts to irrigate these farms and for industrial purposes. Most of the Workers' Republic's lower classes toil as virtual slaves in the factories, where they manufacture cheap goods for export to the rest of the communist world in exchange for much-needed raw materials and natural resources. What remains of the United States in the Northeast is less polluted, populated and Soviet-esque, but it is still a presidential dictatorship run by the descendants of the New Deal coalition. Here, the federal bureaucracy has become the basis of a new feudalism: federal agencies rule over lands and peoples as if they were the lords of old, reaping the benefits so long as they pay tithes to the regime. In California, a neutral (if friendly to Japan) regime rules. Founded by figures such as Howard Hughes and Robert Heinlein, California is a functional "social credit" system: where every man is given enough to survive (so long as he works), and there is legitimate democratic franchise (if he agrees to serve the state in some way, primarily military).

Already, the great powers are planning to abandon Earth - and those unfortunate enough to be stuck on it - to its fate. The Germans are already constructing a new Berlin on the dark side of the Moon, and the Soviets a fleet of rockets and antigravity craft aimed at pushing through the German orbital defenses and heading straight for Mars. However, these are secret projects, reserved only for the chosen among the NSDAP and CPSU. The rest of the world will have to fight for its future, a fight that the Germans and the Soviets have been preparing for, and whose unwitting peoples are eager for. All the leadership of either side needs is assurance of their continuity; once that happens, as far as they are concerned, the world can be set alight in another world war. The other great powers have little choice, and are ready to fight to the death for a chance at a better future, while the Japanese are content to let the Germans and Soviets continue with their space projects so long as they inherit the Earth.
