The duplicates are created by Kate focusing on it and making them "split off" from within her. It is not yet known the exact number of duplicates of herself she can create before taxing the ability; however, her consistent use of no more than four or five duplicates in combat, but could go much higher if she really feels like it, like her brother, suggests exceeding this number leads to worse individual control.
