Devan Reed (L-001 and M-001 Handler - Dandy's World)

Devan Reed is a male Toon Handler, assigned to L-001 (Dandy) and M-001 (Pebble). He has dark brown hair, and pale skin, and his uniform consists of a dark grey short sleeve shirt and long pants, a white vest, black boots, his Handler nametag, and white gloves.

He sees Dandy, the flower Toon, as his (unstable) son, while he sees Pebble, the dog-like Toon he was assigned to, as a pet. Likewise, like Austin and Shanon, he mirrors his Toon's personality - in his official photo, he has the same smile as Dandy and wears white and grey, matching Pebble's color scheme.

Toon Handlers are meant to keep an eye on Toons that aren't being watched at the moment. Devan seems to be the one who takes this rule the most serious, as he is constantly checking on almost every Toon that's by themself.

Before the Handler's official names were revealed, he was referred to as 3. Ironically, the names of the Handlers start with the same letter as their respective Toons.

Devan is the only Handler currently known to be assigned two Toons, those being Dandy and Pebble.
