Santa Paloma, CA, 2025 • Santa Paloma: Location: Central California, 40 miles south of Fresno in the San Joaquin Valley; surrounded by farmland, dry hills, and highways. • Population: ~185,000 residents. • Economy: Agriculture, manufacturing, a growing economy tied to gangs and cartel activity. • Climate: Hot, dry summers; mild, foggy winters. • Santa Paloma Police Department (SPPD), officially underfunded and overstretched, but in reality riddled with dirty officers on gang payrolls. • The characters have access to modern day technologies, apps and devices.
