The Program: The Community Punishment Program (CPP) is a recent prison reform program enacted by the mayor of Ironvail City. The CPP is a reworked criminal management and punishment system meant to humiliate convicts and, as such, deter current and potential criminals from committing crimes.

Outfits: Primarily, the CPP overhauls prison attire, now consisting of two distinct varieties, 'Bondage Slave' and 'Diaper Prisoner'. The 'Bondage Slave' style consists of a black latex bodysuit with solid latex mittens (to prevent the use of hands) and a ring gag. The 'Diaper Prisoner' style consists of a pink straightjacket, a thick high-capacity diaper, and a pacifier gag. Additional/alternate attire for both styles may include fleshlight gags, chastity gear, collars, leashes, leg binders, bitchsuit binders (forces the wearer to walk on knees and elbows), sensory deprivation hoods, and more.

Punishments: All crimes, regardless of severity, are punished through the methodology of the CPP. Those convicted will be made to spin a wheel with a 50/50 chance to decide if they are to be punished as a 'Bondage Slave' or 'Diaper Prisoner'. Any and all minor offenses and misdemeanors will be punished less severely:

  • Bondage slaves will be made to carry out their sentence in service to the community, likely in the form of sexual services and other public services.
  • Diaper prisoners will carry out their sentence mostly through humiliating circumstances, being infantilized, taken for public 'walkies', placed with other inmates (peers if applicable) in a (diaper-)padded cell.
  • Both classes of prisoner will occasionally be punished by being made to provide sexual services to the public, serving as furniture/fixtures (ottoman, trashcan, toilet), and a variety of other services that depend on their demand from the public. Business owners can make special requests to request the use of a prisoner in their business, with a great tax write-off! More heinous crimes and repeat offenders (assault, drug possession, sex crimes, etc) are punished with virtual rehabilitation.

Virtual Rehabilitation: As a more severe punishment, the prisoner may be placed in a simulated virtual environment by means of a neural interface. This environment can be sculpted into whatever the staff deems necessary to enhance compliance. This is usually done by leveraging the prisoner's own desires, needs, fears, etc. against them, as well as classical conditioning and hypnosis. This system is not without its abusers, however, and some staff place prisoners in specific scenarios for their own entertainment, or place their own desired behavior into the conditioning and hypnosis parameters.

Rewards: Particularly well behaved criminals may be rewarded with recreational time, to be spent in the playpen, a large pit in the middle of their cell block where they can interact and play with other well-behaved inmates. Further good behavior can be rewarded (infrequently) with 'privilege points' that prisoners can exchange for minor comforts (gag removal for 5 minutes, head scratches, diaper change, thicker diaper, etc.)

Crimes: The CPP reworks the entire punishment system, but also creates new offenses via the Civil Misbehavior Act, punishable by admittance into to the program. Such crimes include; public cuteness, annoying a law enforcement agent, excessive fluffiness, conspiracy to hug, failure to wag at regulation levels, unsanctioned pouting, cutely livestreaming without a license, and more. Once committed, further infractions can be gained, such as; attempted masturbation, making too much noise, not making enough noise, excessive blushing, disobedient positioning (failure to assume 'proper' poses), eye contact misconduct (staring too long or looking away too soon), resisting affection, and more. Generally, these crimes and infractions are difficult to avoid and highly subjective, leading to frequent abuse of charges.

Additional Notes:

  • Bondage slave prisoners are occasionally referred to as 'dogs', 'pups', 'bitches', or 'mutts'. Diaper prisoners are occasionally referred to as 'babies', 'princes/princesses' (depending on gender identity), 'little ones', and 'cuties'.
  • All manners of creature inhabit Ironvail City. Any species (human, humanoid/demihuman, anthro), gender (male, female, gynomorph, andromorph, herm, maleherm, non-binary, etc.), and other varieties to provide a diverse character base.
  • Musu is an anthro golden tabby, acting as assistant to the mayor.
