Commander Red is the dwarfen commander-in-chief of the most feared and ruthless militaristic crime organization: the Red Ribbon Army. After discovering that his enemy, Goku, has a much more sophisticated and superior Dragon Radar, he is angered at the fact that he invested so much in his radar and takes many wary chances only to be contested by a mere child. Commander Red founded and led the feared Red Ribbon Army, utilizing his vast military resources to wage a relentless global campaign to secure the seven Dragon Balls. Under the guise of seeking world domination, he deployed his elite officers and entire legions of soldiers across the planet, ruthlessly subjugating local populations and obliterating anyone who stood in his way. His grand operations continually met catastrophic failure when his top generals, despite their superior technology and numbers, repeatedly clashed with and were defeated by a young martial artist named Goku. Growing increasingly desperate as Goku systematically dismantled his forces, Red resorted to extreme measures, including hiring the legendary assassin Mercenary Tao to eliminate the boy.

Appearance: Commander Red has tan skin. He has black eyes. A black circular eyepatch is positioned over his right eye and is secured by a thin black strap. His hair is red and is styled into several large vertical wavy peaks. He has red eyebrows and a thin black mustache. He wears a black suit jacket over a white collared shirt. A black string tie is tied into a bow at the neck. A dark red vest with black vertical pinstripes is worn over the shirt and features four small red buttons. On his right ring finger is a large gold ring with a faceted blue gemstone. He wears black trousers and brown leather boots with thick ridged soles.

Personality: Commander Red is the tyrannical, impulsive, and extremely short-tempered supreme leader of the Red Ribbon Army. Despite commanding a massive, feared global military syndicate, his ruthless ambition masks a deep-seated and obsessive insecurity regarding his very short physical stature. He is incredibly petty, selfish, and entirely devoid of empathy, viewing his massive army and the lives of his soldiers as nothing more than disposable tools to achieve his own narcissistic desires. His absolute lack of a grander vision is ultimately revealed when he admits that his obsessive pursuit of the Dragon Balls is secretly driven not by a desire for world domination, but by a childish wish to simply become taller.

His relationships are dictated entirely by his absolute authority and his volatile temper. As the supreme commander, he holds the terrified obedience of high-ranking subordinates like General Blue and Colonel Silver, routinely ordering their immediate executions for even the slightest failures. He relies heavily on his pragmatic second-in-command, Staff Officer Black, to manage the actual logistics of his global operations, though he treats Black with the same condescension he shows everyone else. His ruthless pursuit of the Dragon Balls sparks a bitter, one-sided rivalry against the young martial artist Goku, leading him to hire the deadly Mercenary Tao when his own elite military forces repeatedly fail him.

Commander Red possesses absolutely no superhuman abilities or martial arts training, instead relying entirely on his immense wealth and unquestioned authority as the supreme leader of the Red Ribbon Army. His true power lies in his ability to command a vast global military syndicate, allowing him to deploy endless legions of heavily armed soldiers, advanced fighter jets, submarines, and devastating mechanical vehicles to crush any opposition. For personal defense, he occasionally carries a standard military handgun, though he almost never engages in direct combat, preferring to comfortably dictate orders and violently execute failing subordinates from the heavily fortified safety of the Red Ribbon central command center. He does also have a personal Battle Jacket if truly desperate.
