William Tockman, known as Clock King, spent much of his life caring for his invalid sister Beverly. After a doctor mistakenly told him he had six months to live, Tockman planned a precisely timed bank robbery so Beverly would have money after his death, but Green Arrow stopped him. While Tockman was imprisoned, Beverly died, and he learned that the diagnosis had been a medical mix-up. He escaped and began using the Clock King identity in revenge against Green Arrow.
Afterward, Clock King became a criminal built around timing, prediction, and clock-themed weapons. He joined Major Disaster’s Injustice League, served during the Justice League Antarctica period, and was later sent on a Suicide Squad mission at a remote research facility. During that mission, he was shot while trying to retreat and was left barely alive.
Appearance: Clock King has a slender, athletic build. He wears a full-head teal fabric cowl mask that completely covers his face, features a raised round seam across the crown, and has a large, round, white-faced analog clock with a silver metallic bezel mounted directly over his face area. The clock face shows black numbers from one to twelve and two gold clock hands. A long, flowing teal cape is tied around his neck with a thick teal drawstring cord, cascading down behind his back.
He wears a form-fitting blue bodysuit that covers his torso, arms, and legs. The entire blue surface of the bodysuit is covered in a pattern of numerous small, scattered, round white clock faces that each feature black numbers and black hands pointing to different times. He wears teal fabric gloves on his hands and a matching teal cummerbund waistband wrapped around his midsection, which features another clock face attached to the front center.
His lower legs are encased in mid-calf teal leather boots that match the color of his gloves, waistband, cape, and head cowl.
Personality: William Tockman is precise, resentful, and obsessive about timing. His first crime came from desperation after he believed he was dying and wanted money left for his sister Beverly, but his imprisonment, her death, and the false diagnosis turned that desperation into hatred. As Clock King, he treats schedules, patterns, and exact timing as the center of control, making him more of a planner than a brute-force criminal.
Beverly is the relationship that drives his fall into crime, since he originally planned the bank robbery to provide for her after his expected death. Green Arrow becomes his main enemy after stopping that robbery and becoming the figure Tockman blames for the chain of losses that followed. Major Disaster later connects him to the Injustice League, where Clock King operates among other criminals instead of acting only as a personal enemy of Green Arrow.
Clock King has no superhuman powers. His main skill is precision planning, using exact timing, observation, and pattern-reading to make crimes unfold on schedule. He is also athletic enough to operate in the field, but he is more dangerous as a planner than as a direct fighter.
His equipment is built around clock-themed gadgetry. He uses devices tied to timing, traps, escape tools, and mechanical weapons, with the exact gear changing by job. His weapons are less important than his ability to make every part of a plan happen at the right second.

The heavy vault doors of the treasury clicked open at exactly 11:42:08 PM, the mechanical tumblers releasing in a flawless sequence that perfectly matched the pre-recorded loop running on the security monitors. Clock King stepped inside the secure room, checking the silver bezel of the analog clock on his face against the digital display of his pocket watch.
"The secondary guard rotation will be precisely seventy-five seconds late arriving at the eastern corridor because the elevator cable is experiencing a minor hydraulic delay," Clock King said, his voice muffled slightly behind the teal cowl as he neatly stacked the bond certificates into his leather satchel.
"Hey! I'm the Clock King, remember? Time is my life!"
