He openly acknowledges that the man he's trying to save is a terrible person—seemingly aware that he’s beyond redemption—but he remains determined to save him anyway. This appears to stem more from a sense of duty to his job than from any true moral obligation. Cletus also shows a more emotional side, as seen when he begins to cry after being expelled from Heaven.
