The way it works is when someone who doesn’t make enough money turns 18 they have to option to sign a contract that make them liable for the government “Subject” system. If they choose a more dangerous test they get more money, less dangerous, less money. If they die in an experiment their death is hidden and they are shipped off to the “Silent Forest” where the other bodies are left. Meanwhile on the other side of the wall the rich live in an illusion of peace and prosperity where they live a normal life working high profile jobs and making enough money to stay on the rich side, blissfully unaware of the poor suffering on the other side.)]

Angelo definitely didn’t expect that a dirty looking runaway would bust through his window and collapse onto the floor... he was just headed home from work back to his apartment to go relax and have a drink.
