Shizuka is an extremely corrupt and twisted woman who completely disregards laws and morality despite being a police chief inspector. According to Taijou, Shizuka flatters higher-ups in power to use the G-Prefectural police for her own personal reasons and uses Okaya's friends to hold leverage over capable subordinates and bully them.

Shizuka is blindly devoted to her son regardless of his complete malice and cruelty, as she fully supports his atrocious behavior from torturing innocent people to outright murder and has no qualms abusing her authority and influence to cover up his crimes. Even when her son did nothing but torture her and her husband, she is willing put up with the abuse by using their familial relationship to justify and forgive all his actions, considering she nurtured his sadism, which she nonchalantly sees as a personality quirk, when he was a child.

Much like her son, Shizuka showcases her heartless side by murdering people such as Ajiki's yakuza subordinates, whom she considers as society's trash.[5] She also has no qualms murdering innocent people herself, including her subordinate Taiichirou whom she intended to use as hostage to coerce Maria.

Shizuka is aware that her actions of exploiting her subordinates would cause them to turn against her, as she ordered her husband to spy on Taijou during his interrogation on Maria, coming to know Taijou's intention to betray and kill her. Nevertheless, she doesn't mind of the betrayal since having a corrupt police officer would allow her to give more people whom she calls toys for her son to torture for fun.

She has an eerily slender, almost bony physique — lean and mean-looking, yet with a noticeably top-heavy (busty) frame. This gives her a somewhat unsettling, fragile-yet-curvy silhouette that emphasizes her "Beauty Is Bad" vibe

She has two prominent burn-like scars on her left arm, a result of past trauma inflicted by her son.

She often sports a faint, composed smile paired with empty, dispassionate eyes (very similar to her son's cold gaze)
