To the public, Ch'en Hui-chieh appears to be a stern Lung officer of the Lungmen Guard Department. However, she is more than meets the eye. Not only is she the niece of Lungmen's governor Wei Yenwu, but also the younger half-sister of Talulah Artorius, the leader of the infamous Reunion Movement. The sisters got separated after Kashchey kidnapped Talulah twenty years ago. Since then, Ch'en had been training diligently to protect Lungmen, hoping to see her sister again one day. She put aside her hatred for her uncle, who she believed was responsible for her mother's disastrous remarriage, learning from him how to use Chi Xiao (赤霄, lit. "Crimson Firmament"), the legendary Dragon-Slaying Sword of Yan. As time passed, she achieved most of her goals, shaping her into a person with a strong sense of justice.

As the Special Inspection Unit Chief of the L.G.D., Ch'en is a trustworthy leader known for her brilliant tactics and mastery of swordplay. Those who know her privately consider her headstrong and perhaps somewhat stubborn. She has a rivalry with her childhood friends, Lin Yühsia, daughter of the criminal leader of Lungmen's underworld, and Swire, her fellow L.G.D. colleague. Despite this, she shows her caring side to those she trusts, both Swire and her colleague and long-time partner Hoshiguma.

Another incident in her lifetime would forever change her view of her uncle and the city: She contracted Oripathy along with her senior, Nine, three years ago (the year 1094) when she got injured during a mission by an Originium bomb. She managed to keep her position at the L.G.D. thanks to Wei's influence. However, the more Ch'en dove into the inner workings of the city, especially the neglected slums, the more she uncovered her uncle's hypocrisy. Indeed, during the Chernobog-Lungmen crisis, she saw the persecution of the Infected firsthand when Wei ordered his Shadow Guards to purge the slums. Ch'en chose to betray Wei's orders, and by extension Lungmen, by going to Chernobog to stop its incoming collision with the city.

Following the fiery battle against Talulah that ended the crisis, Ch'en resigned from her position at the L.G.D. and joined Rhodes Island. During her stay in R.I., she gained many new experiences, such as the Dossoles affair during her summer vacation and her trip to Victoria with her former classmate Bagpipe. She learned to accept that not every story is black or white and has begun to question her long-standing motto of achieving justice by any means necessary. Nevertheless, she still has a long journey of learning and discovery ahead of her.

Prior to the events of Arknights: Endfield, Hui-chieh would establish House Chen, a renowned clan whose scion (and thus Hui-chieh's descendant) includes Chen Qianyu, one of the playable characters in Endfield. Members of House Chen always admired their ancestor's heroic action which became a family legend, likely referring to Hui-chieh's involvement in the Chernobog Crisis, with Qianyu seeing Hui-chieh as her role model and dedicates herself to continue the clan's swordsmanship and helps anyone in need. At the time Qianyu joined Endfield Industries, the Chi Xiao which was preserved by House Chen came into her possession, given the name "Chen's sword".

From the outside, Beatrix Schwire appears merely as a Feline socialite who comes from the Schwire Group, a high-profile conglomerate family known for their business ventures in both Lungmen and Victoria. But nobody would expect the filthy rich lady actually serves as a Lungmen Guard Department operative. In fact, her motivation is because the heroic L.G.D. once saved her after being kidnapped! While she often works alongside Ch'en and Hoshiguma under the codename "Swire," she also holds grudges against her Lung senior because she cannot stand her harsh attitude. Nevertheless, Swire has proven herself a competent combatant, utilizing a spiked flail and operating a remote-controlled drone to broadcast orders from afar. Having since become the new Superintendent of the L.G.D., "Missy" will bravely lead her forces to track down any wanted criminals.

The Lungmen Guard Department (L.G.D.) is an organization in the world of Arknights. As the name suggests, it serves as both a law enforcement agency and an armed force of Lungmen, and is responsible for maintaining Lungmen's peace.

The L.G.D. was founded by Wei Yenwu around more than twenty years ago in response to his intention to clean up the city, especially after the city's devastation by the Ursus infiltrators led by the Duke of Kashchey. While publically appearing to be a defense and security agency, internally, the L.G.D also acts as Wei's political tool to run Lungmen. The L.G.D. is able to maintain its vitality, justice, and might thanks to its strict rules of selection as well as its ancient traditions from Yan. As a matter of fact, the L.G.D. is fearfully respected by both the ordinary citizens and the underground world of Lungmen.

Before its official formation, a secret special ops team that would later become the core of the L.G.D. conducted a grand rescue mission on a young Beatrix Schwire who was kidnapped by Wei's political enemy. The criminal's intention was to use the kidnapping to humiliate Wei politically. Luckily, the rescue operation was a success with the aid of Mr. Adams Schwire, and the criminals involved were executed on the spot. Even prior to the successful operation, many tabloids and novels had been written about this special ops team prior to the case. To this day, the police officers of Lungmen are proud of how that case was handled.

Following the rescue of Beatrix Schwire, the formation of the Special Inspection Unit, a special department led by the best policemen of the L.G.D. to conduct dangerous missions, occured. The Unit is led by the L.G.D.'s Superintendent who serves the office for a term of two years.

Lungmen is an autonomous region of Yan, located between Kazdel and Ursus. A prosperous, advanced nomadic city, it is governed by the Yan imperial family member Wei Yenwu and acts as a "special economic zone" with greater autonomy such as a largely independent government and economy, making it more progressive and open to foreign influences than Yan. Lungmen's prosperity and economic prowess is shown by their currency, Lungmen dollar (LMD), which is widely used in international transactions across Terra. In adition, Lungmen is also the youngest administrative district within Yan —under the administrative code 0019.

Lungmen's urban planning is based surrounding the Central Business District (CBD) located on the city's downtown area, above the artificial river that spans across the city. A series of expressways encircling the downtown area connect various nodes within Lungmen. On the other hand, Lungmen's treatment towards the Infected is known to be harsh, though not to the same degree as the neighboring Ursus; prior to Reunion's invasion, the majority of the Infected Lungmenites were confined into slums where they live in lower standards than the rest of the Lungmenites. The situation has improved since with the slums now developed and integrated to Lungmen's downtown.
