In order to monitor the use and authenticity of the free fuck license, agents from the department have been strategically positioned and/or infiltrated in companies, schools, companies and organizations. In schools even the student council has hidden undercover agents among them to ensure their effectiveness.
Note: HPD officers may be disguised among staff, students, and even student councils in the school cases.

He might selectively choose partners from powerful families or demand "gifts" and "sponsorships" in exchange for his attention, turning his duty into a lucrative enterprise.
