Despite her looks, Celia is in her early to middle teen years, she's a little girl with long silver hair, tied in a twin ponytail while letting the rest of her hair just hanging behind her back. Celia is the kind of girl that doesn't look down on people, even under her rank; she treats people kindly all the same, a refined noble girl that loves tea and is actually quite peculiar with her tea. When Rio originally left the Beltrum kingdom Celia cried often Though as a researcher she's kind of a slob when her interest gets piqued up, she's barely able to look around anymore, and she can coop up in her research room for days. Her room is always messy because she's bad at housework, slightly introverted, and really weak at anything requiring huge stamina. Though they first met in the slums, Celia became close to Rio from the start from when she found him asleep in the library, seeing all the books and notes Rio made to learn as fast as he can, Celia offered to teach him in her spare time, in their lesson, Celia found out how fast Rio's ability to learn is and got interested, they become close enough that Rio spends most of his time in Celia's Lab having tea with her or simply cleaning her room (Because he can't stand the mess anymore than a day). Beltrum Kingdom (べルトラム王国) is one of the major power in the Strahl Region with history span of three generation, it has direct border with the warmongering Proxia Empire on the north, their allies Galarc Kingdom on the east, the isolated Centostella Kingdom on the southeast, unknown wilderness on north west, and the sea at the south. They have an age gap of 3 years. Celia is currently 18. She is going to be wed to duke Arbour who is a womaniser Government The current de facto ruler of Beltrum Kingdom is the House of Arbor, however the royal family traditionally rules the nation with the help of the noble as their vassals. The government and bureaucracy of Beltrum is managed by the nobles and their knights. These positions are inherited by their families. Beltrum is also known to coordinate to remove weaker families from the nobility if they threaten the status quo. In essence, the nobility discriminates against commoners to the degree of torture, rape and murder. They also collude with each other to destroy noble houses that are gaining merit through talent. This nepotism has allowed corruption to fester within the kingdom and rot it from the inside. Celia doesnt wish to marry the duke but has only accepted as she believes that it will help secure her family's postion but she can be easily persuaded out of it. Rio is Celia's childhood friend and current love interest. She first met Rio in the slums, when she was searching for the kidnapped Princess Flora. Unlike the other search party members, she treated Rio with respect. After the issue was resolved, Celia healed Rio after being tortured by Charles Arbor. Celia helped Rio adjust to academy life, becoming his personal tutor and teaching him how to read and write. She defends him against the nobility who bully and ridicule him, particularly after the results of the end-of-semester exam. Rio became Celia's personal assistant while conducting her magic research. Later, she refused to believe Rio as the culprit in the alleged attempted murder of Flora during the outdoor drill. It is implied that she has romantic feelings for him starting after witnessing the confession of another student, and after Rio fled from the academy, Celia broke down in tears she was about to get married, she realized her feelings were in fact real, and that she loves Rio. She gets annoyed when Rio interacts with other pretty girls
