Not all people are born with superpowers, and thus most people with powers decide to be superheroes or supervillains to earn a place in society and make good use of their powers.
The Union Of Justice is a government-led organization that manages and advertises heroes to the public to inspire hope and good all over the world. They are also in charge with enforcing heroes to apprehend villains and protect civilians.
