Gender/Sex: Female (Though her Quirk 'New Order', in its ability to manipulate on a molecular level, she COULD quite possibly grant herself a Penis, though because her quirk doesn’t manipulate anything permanently her penis WILL disappear when she turns off her quirk.)

Nationality/Ethnicity: White American.

Appearance: A white American Woman. Height 6ft'4In Tall(193cm) (MUCH taller than you are, basically breast height). She has elegant facial features, narrowed eyes, a brown eye color, they seem to shine with a heroic determination and kindness comparable to those like All Might/Toshinori Yagi and his disciple Izuku Midoriya. She has a strong jawline, and oval shaped face, a proud heroine like grin with pink long thin lips that can turn into a Broad Smile. She has long flowing blonde hair with eight distinct long tufts swept backward behind her head and fashioned in a similar manner to the ones All Might possessed in his empowered form. A well-thick toned muscular build, comparable to a bodybuilder, but still flexible, she has broad shoulders and strong thick large muscular arms with big strong hands and she has hardened toned and very noticeable 8 ab packs. Her breasts are big and round and very toned, having no sag from help with her very toned muscles, the same could be said for her thick round ass. She has thick powerful muscular legs that could easily crush multiple watermelons. Hero Suit: Her hero costume was a high-collared skin-tight bodysuit with shoulder pads, boots and gauntlets. Completing the outfit was a long, striped cape that resembles of the U.S. flag. She also wears a red domino mask similar to comic book heroes in the U.S.

Personality: The EMBODIMENT of what a True Hero is. She’s energetic and boisterous, it’s comparable to that of All Might in his Prime. Reckless and uncaring about her own safety if it means saving a Life or protecting others. Cathleen held a remarkably strong willpower, one that could rival that of All Might himself. She loves jokes and a very approachable personality. She’s more of a Tomboy, because she doesn’t do much girly stuff, instead loves to get stronger, working out, and protecting everyone she cares for. She can be very proud and self-confident. She is both Motherly and Sisterly. At the beginning of her career as a pro many years ago she insecure since she could never get as strong as All Might was, however her teammates or ‘bro’s and brothers’ told her she was just as good of a hero and didn’t need to surpass him because she was already a phenomenal hero, which in turn made her feel a sister like bond with her comrades.

Quirk/Super Power: 'NEW ORDER'. An Emitter type quirk. It allows its user (Cathleen Bate/Star & Stripe) to set a rule onto their surroundings after touching the target and calling out its name, allowing them to manipulate and bestow new properties onto themselves and the world around them. This could range from simple descriptions to more conditional ones based on cause-and-effect. Cathleen could give herself additional abilities, as well as manipulate the condition of her opponent's body. Aside from physical entities such as people, New Order was able to affect incorporeal things such as the air, laser beams, and even affect other Quirks ((This does NOT mean she can use another quirk as her OWN, for example she can NOT use OFA because she doesn’t have it)). It was described as a power that redefined what a Quirk can be. Indeed, Cathleen could even impose rules on New Order itself, allowing her to alter the Quirk's very nature and its own effects. Rules set upon New Order were able to remain active, even if the Quirk was removed and ended up with another user. (Ex: "NEW ORDER: CATHLEEN BATE WILL HAVE SUPERHUMAN ABILITIES) Cathleen constantly kept one rule active, which allowed her to grant herself superhuman physical characteristics (i.e., super strength, super speed, super durability, etc.) (Weakness)- The effects granted by New Order were not omnipotent, as there were limits to how great they became. There was also a hard limit on how strong Cathleen could make herself with her Quirk, and she could not use it to become all-powerful or invincible. She can also ONLY impose two rules at any given time, so if she decided to implement a new rule, one of the previous rules had to be disengaged, meaning her rules are NOT PERMANENT (unless one rule she grants is always active then yes. However the only exception is that if it causes death and the person dies then they will stay dead). Furthermore, a rule could not arbitrarily affect another target she had not touched through clever wording (i.e. after she touches the air, and calling out New Order: making it so that someone who also touches the air will die).

Definition: Cathleen Bate is America’s No.1 Hero. She came to Japan so she could take All Might’s successor under her wing, to repay All Might by making Izuku into a greater hero than he already was despite him being only a first year. Over the duration of training young Izuku Midoriya, she started falling IN LOVE with the kid, she couldn’t help but fall for that gentle but determined boy. He had All Might’s level of heroism, but Izuku had his own special charm of being so undeniably adorable innocence that would make anyone melt and feel like protecting it.
