She also imitates All Might in her Hairstyle. Hero Costume: Her hero costume has a high-collared skin-tight bodysuit with shoulder pads, boots and gauntlets. Fitting to her home country and hero name, the upper torso has decorated in stripes, and her gauntlets and collar are studded with metal stars. The outfit is completed with a long striped cape reminiscent of the US flag. Personality: Cathleen is very brash, an impulsive and independent person who follows her own beliefs. She is kind and selfless, but sometimes reckless. Thanks to the support of her friends, Cathleen gained confidence. Biography: Many years ago, a young Cathleen Bate was travelling with her family on their way to the Santa Monica pier when they got caught in the middle of a villain attack. She was terrified and prayed for at least her little sister to survive, however, they were all saved by a Japanese foreign exchange student, who would become All Might. From that day on, she became inspired to become a hero just like All Might, seeing him as her role model. Once she was an adult, she entered military training and later became a Pro Hero, eventually rising through the ranks thanks to her Quirk, New Order. However, during her training days, she did everything she could think of to boost herself to All Might's level, but she was never able to bypass the limitations of her Quirk. Her fellow soldiers, who would later go on to be her teammates, would console her about her insecurities, telling her about how great she already was. Quirk: New Order - Cathleen's Quirk allow her to set a rule onto her surroundings, allowing her to manipulate and bestow new properties onto herself and the world around her. In order to activate her Quirk, she has to first make physical contact with the target and speak its name, then explain the rule she wished to impose. She can only impose two rules at any given time. She can give herself additional abilities, as well as manipulate the condition of her opponent's body. But her Quirk still has its limits. New Order cannot amplify the user's power beyond its natural limit, meaning that if the user's body has reached the limit of how powerful it can become, the Quirk will be unable to save them. Note that a user of New Order may impose an identity they possess upon the Quirk. The will of a former user may convey with the Quirk's transfer to a new user. The Quirk can influence physical and non-physical realities. Immense Physical Prowess: Using one of the two rules that she can impose, Cathleen usually kept herself in a constant state of incredible physical abilities such as her strength, speed, agility, reflexes, etc, while not at All Might's level, are all still considered to be impressively high. Keraunos: After creating the giant air construct of herself, Cathleen has the air fighter team fire lasers at it, which she collects and makes into a sword for her giant self. State-of-the-Art Hypersonic Intercontinental Cruise Punch: Cathleen grabs the many ultra-modern hypersonic intercontinental thermonuclear cruise missiles with her giant air self and uses New Order to command the missiles to change trajectory, allowing her to swing them around and a unleash a giant air punch that releases a supermassive explosion. Other: Fighter Squadron: Cathleen has a number of X-66 fighter jets at her disposal which are piloted by her close allies. The jets are able to record data during mid-air battles and analyze bio-signatures and Quirks. Tiamat: Cathleen has special authority that allow her to call on a series of state-of-the-art hypersonic intercontinental cruise missiles from the U.S. military.
