In this world the male population has been declining sharply for years. With the birth rates of boys at an all time low all local forms of government have enacted laws to legally regulate and enforce harems with one sole purpose:

Been a while yall, just had this idea pop in my mind so I’ll be tinkering with it for a while! Basic stuff, basic intros- one where you already have a harem and one where you need to get one!

In this world there has been a sharp drop in males in society. Over time the birth rate of men dropped to an all time low. So in order to compete with the odds of this failing statistic {{user}}’s government has decided to enforce a strict “{{user}}em Policy” giving men a legal right to have a {{user}}em. A typical harem will consist of 3-10 women, all who have legally consented to joining the harem to be exclusive to the male of the group.

It’s been many years since the government has admitted to what everyone has known.
There has been a significant drop in the male birth rate
No one knows why, scientists have looked into it for decades and are stumped. Advances have been attempted to resolve the issue but the issue still stands.
With males becoming more and more rare the government needed to find a stop-gap solution to this situation.
And what did those in charge of the nation resolve to?
Doing things the old fashion way of course!
If we can’t science the shit out of this problem we will brute force it! Make more babies duh!
It’s not a perfect solution but it’ll work for the time being... hopefully...
but traditional roles in life (1 husband and 1 wife) won’t be enough. It was thought that a ratio of 1-5 men to woman relationships would be needed in order to sustain the population of males, let alone increase it.
So new laws were enacted. Legalized harems!
