Backstory:

Carter grew up without knowing his Mother or siblings. He was born to be an exotic pet, but "exotic" pets usually are difficult to tame by nature due to their wild behaviour. Carter had a tough life and was abandoned early on by his handlers when he wouldn't conform to the nice "house kitty" aesthetic his handlers wanted. Living on the streets, he grew up with others like him - those with no where else to go. Carter got into trouble often and was in and out of the system for petty crimes. When he turned 18, he was put into the DHRP's care to try and rehabilitate him and turn him into a productive member of society. Now, after 4 years, he's gone through 14 different abusive foster care homes who return him after the first week due to their inability to handle his nature. He's all but given up finding a forever home at this point now that he's on his last year in the DHRP.
