1. #1savoy_overview

Keys: Savoyard, Savoy, Duchy of Savoy, Savoye

   Enabled · After character · Order 1 · 100%

   Entry settings

The Duchy of Savoy in the early sixteenth century straddles the Alpine passes between France and Italy. It is a medium-sized polity with outsized strategic value, controlling routes that link Lyon with Turin, Milan, and the Italian plains. Its territory includes Savoy proper west of the Alps, Piedmont east of the mountains, and, intermittently, outlying holdings such as Nice and the Vaud. The ducal capital traditionally sits at Chambéry, with Turin growing in administrative importance. The duchy’s economy rests on transalpine tolls, wool, wine, timber, and regional metalwork. Militarily, Savoy fields small professional contingents supplemented by feudal levies and hired mercenaries. In this timeline, Duke Charles III has transformed Savoy from a buffer state into a rising technical power by introducing censuses, identification plaques, reformed markets, and very limited but decisive anachronistic weaponry. Savoy’s greatest risks are entanglement in the Italian Wars, pressure from France and the Holy Roman Empire, and internal noble resistance.

2. #2savoy_capitals

Keys: Torino, Capital of Savoy, Chambéry, Turin

   Enabled · After character · Order 2 · 100%

   Entry settings

Chambéry is the traditional seat of the House of Savoy, with its château serving as a center of ceremony, justice, and archives. In practice, Turin grows as an administrative and logistical hub due to its position on the plains and access to resources, guilds, and roads suitable for manufactories. The ducal court moves between residences for seasonal, political, and security reasons. In this setting, Turin also hosts workshops tied to the Arsenal of Vercelli, while Chambéry remains the place of grand audiences, proclamations, and the chancery’s record books. The dual-capital reality gives the duke flexibility against raids and diplomatic pressure, but requires careful courier networks and standardized documentation to avoid confusion between offices.

3. #3house_of_savoy

Keys: Savoyard dynasty, House of Savoy, Savoy dynasty

   Enabled · After character · Order 3 · 100%

   Entry settings

The House of Savoy is a long-standing Alpine dynasty balancing French, Italian, and Imperial interests. Its authority depends on marriages, control of passes, and the loyalty of local counts. In this timeline, Duke Charles III survives an assassination by poison at age eighteen due to the arrival of a modern mind in his body, and immediately centers policy on survival, legitimacy, and controlled modernization. The dynasty’s image is carefully curated: pious yet practical, severe against corruption yet protective of the poor, traditional in ritual yet quietly radical in administration. Internal cohesion is strengthened by a civic identity based on registration and service to the duchy, not only feudal personal bonds.

4. #4council_of_commons

Keys: Commoners Council, Commons Council, Council of Commons

   Enabled · After character · Order 4 · 100%

   Entry settings

The Council of Commons is a consultative body of twenty representatives, configured at one seat per 25,000 registered inhabitants, rounded up. It emerged after the issuance of identification plaques made large-scale, verifiable census-taking possible. Members supervise specific domains such as grain supply, forests, bridges, guilds, hospitals, militias, markets, and fortifications. While lacking sovereign power, the Council formalizes popular petitions and converts them into actionable memos, inspection regimes, and audits that the duke can endorse. The Council’s existence improves tax compliance, reduces petty abuses, and gives the regime a reputation for listening—without compromising ducal authority. It also creates dossiers and paper trails useful for counter-corruption and counter-espionage.

5. #5identity_plaques

Keys: plaque d'identité, identification plaques, citizenship badges, ID plaques

   Enabled · After character · Order 5 · 100%

   Entry settings

Identification plaques are standardized metal badges bearing a person’s name, parish, and the ducal mark. They prove residence and standing in the Duchy of Savoy and entitle the bearer to a five-year reduction in certain taxes and fees. Plaques enable a reliable census and the assignment of one commoner representative per 25,000 inhabitants. Registers record births, marriages, deaths, contracts, and transfers, improving legal clarity. The plaque system increases loyalty, facilitates mobilization, and underpins market inspections and rationing in crises. The social contract is explicit: registration yields rights and protections; fraud or refusal invites penalties.

6. #6anti_corruption_policy

Keys: capital punishment for officials, ducal justice, corruption penalty, anti-corruption

   Enabled · After character · Order 6 · 100%

   Entry settings

Corruption among ducal officials is treated as treason against the public trust. The standing edict specifies capital punishment for proven embezzlement, extortion, or systematic perversion of justice. Trials are documented and archived; confiscated wealth is redirected to poor relief, bridge repair, and granary reserves. The harshness of the statute is intended as a signal to foreign courts and domestic nobles: the ducal administration is not for sale. The policy improves revenue stability and enhances the credibility of the identification and market regimes, albeit at the cost of fear among old-office holders who relied on customary skimming.

7. #7abolition_of_rats

Keys: rats, urban crime, bandes criminelles, organized crime

   Enabled · After character · Order 7 · 100%

   Entry settings

Urban criminal bands labeled as “rats” are declared enemies of the peace. Patrols, registries, and informant networks target extortion, violent theft, and illegal tolls. Leaders are executed after trial; lesser participants face branding, banishment, or forced labor on roads and fortifications. The effect is to make Savoyard towns notably safer for merchants and pilgrims, increasing market traffic and tax revenue. The policy is unpopular among certain tavern interests and displaced strongmen, but enjoys support from guilds, clergy, and smallholders who benefit from predictable trade.

8. #8records_and_registers

Keys: registers, civil records, chancery books, documentation policy

   Enabled · After character · Order 8 · 100%

   Entry settings

All significant transactions—births, marriages, deaths, property transfers, contracts, and apprenticeships—are entered into chancery registers with standardized wording and witnesses. Notaries are licensed and audited; falsification is a serious offense. The documentation regime supports taxation, inheritance, conscription, and market oversight. It also provides a forensic record useful to counter-espionage: patterns of sudden wealth, frequent cross-border travel, or mismatched identities trigger reviews. While some nobles resent the paper trail, merchants and jurists value the reduction of uncertainty.

9. #9market_inspections

Keys: standard weights, weights and measures, market inspectors

   Enabled · After character · Order 9 · 100%

   Entry settings

Markets and fairs operate under standardized ducal weights and measures stamped with the Savoyard blazon. Inspectors conduct surprise verifications of scales, grain volumes, cloth measures, and bread sizes. Penalties for fraud include fines, seizure, public shaming, and temporary exclusion from stalls. Guilds are made collectively responsible for member compliance, motivating internal policing. The regime stabilizes prices, deters hoarding, and protects the poor from adulterated bread. Merchants benefit from increased trust among foreign buyers.

10. #10arsenal_of_vercelli

Keys: Arsenal of Vercelli, ducal workshops, Vercelli Arsenal

    Enabled · After character · Order 10 · 100%

    Entry settings

The Arsenal of Vercelli is a discreet cluster of workshops, foundries, and drafting rooms tasked with small-batch production of advanced weapons and fittings. It employs vetted artisans, mathematicians, and clerks sworn to secrecy. Output includes cartridge rifles for elite units, scatterguns for militia, limited obuses, tooling for precision parts, and experimental ignition mechanisms. The Arsenal also trains foremen for satellite workshops near Turin and Chambéry. Its greatest defenses are compartmentalization, rigorous record-keeping, and continual iteration that renders stolen plans obsolete within a year.

11. #11weapon_cartouche_rifle

Keys: smokeless rifle, Saboyard rifle, cartridge rifle, rifle

    Enabled · After character · Order 11 · 100%

    Entry settings

Cartridge rifles are anachronistic shoulder weapons restricted to the ducal guard and selected line companies. Approximately seven hundred are in service by the Duke’s twenty-fifth year. They employ metallic cartridges and smokeless propellant derived from nitrocellulose, offering higher reliability, faster reloading, less visual signature, and superior accuracy to contemporary arquebuses. Manufacture is low-volume and expensive, with strict serial tracking and periodic design revisions. Their battlefield debut was during the suppression of a rebellious count, where they proved decisive at medium ranges.

12. #12weapon_scattergun

Keys: buckshot, pellet gun, scattergun, militia gun

    Enabled · After character · Order 12 · 100%

    Entry settings

Scatterguns are smoothbore shoulder arms configured to fire pellet loads for close-range defense and militia use. Around two thousand five hundred are distributed to trained citizens and town watches. They compensate for lower skill levels by producing effective area effects at short distance. Ammunition is simpler to produce than rifled cartridges, and barrels require less precision. Scatterguns are integral to urban patrols and gate defenses, deterring raiders and criminal bands without the cost and secrecy associated with cartridge rifles.

13. #13weapon_obus

Keys: shell gun, obus, curved fire artillery, howitzer

    Enabled · After character · Order 13 · 100%

    Entry settings

Obuses are short, large-bore artillery pieces designed for high-angle fire. Five exist at the time of their formal demonstration, following earlier private trials. Their shells are engineered to disperse fragments or pellets upon bursting over or behind cover. Although production remains limited, the psychological and tactical impact is significant: enemy works and clustered troops can be struck without direct line of sight. Obuses complement longer, older-style cannons by providing plunging fire against field fortifications and camp interiors. Deployments are closely supervised, and designs are revised annually to frustrate espionage.

14. #14smokeless_powder

    Keys: nitrocellulose, smokeless powder, guncotton

    Enabled · After character · Order 14 · 100%

    Entry settings

Smokeless powder in Savoy is a controlled, experimental propellant based on processed cellulose. It offers reduced smoke, cleaner fouling, and more consistent energy compared to black powder. Due to safety and secrecy concerns, its manufacture occurs in small lots under strict supervision, with careful storage protocols and continuous refinement. Its use is reserved for cartridge rifles and select artillery trials. The existence of this propellant is known only to vetted officers, master artisans, and a clerical-scientific circle bound by oaths.

15. #15fragmentation_ogive

Keys: prefragmented shell, fragmentation shell, ogive shell

    Enabled · After character · Order 15 · 100%

    Entry settings

Select obus munitions employ ogival shells engineered to fragment upon bursting, enhancing lethality against unarmored troops and disrupting siege works. Casings are designed with controlled weaknesses to achieve consistent breakup, though reliability varies due to period manufacturing limits. Timed ignition requires trained crews and standardized procedures. These munitions are classified and produced in very low numbers for decisive demonstrations and critical defenses, not for routine field use.

16. #16ignition_percussion

Keys: striker ignition, percussion ignition, hammer ignition

    Enabled · After character · Order 16 · 100%

    Entry settings

Percussion-style ignition mechanisms appear in prototype small arms and in adapted artillery primers. They replace open match-cords with contained initiators, improving reliability in wind and rain and reducing visible signatures. Components are handcrafted and logged by serial number, and armorers are trained to inspect for wear and tampering. These mechanisms are still rare and are reserved for elite weapons and demonstration pieces.

17. #17weapon_revolver_prototype

Keys: revolver, multi-shot pistol, rotary pistol

    Enabled · After character · Order 17 · 100%

    Entry settings

Revolver prototypes are luxury, low-volume sidearms with a rotating cylinder. They are unsuitable for mass issue given tooling limits, but they serve as diplomatic gifts and personal defense for high-ranking officers. Their existence signals Savoy’s mechanical ambitions while avoiding mass proliferation. Craftsmanship is emphasized, serials are registered, and ammunition supply is tightly controlled.

18. #18historic_weapons_infantry

    Keys: arquebus, pike, halberd, crossbow

    Enabled · After character · Order 18 · 100%

    Entry settings

Standard sixteenth-century infantry in the region fields pikes and halberds for shock and defense against cavalry, arquebuses for projectile fire, and crossbows in some contingents due to local tradition and ease of maintenance. Arquebusiers rely on black powder and match ignition, producing smoke and requiring careful drill. Formations coordinate to protect shooters with pike squares. Savoy’s neighbors employ these arms in large numbers; only Savoy’s elite units possess cartridge rifles, which are kept out of general view whenever possible.

19. #19historic_artillery

Keys: culverin, bombard, artillery, falconet, saker

    Enabled · After character · Order 19 · 100%

    Entry settings

Regional artillery comprises wrought-iron or cast-bronze guns: heavy bombards for siege, culverins for long-range shot, sakers and falconets for field support. Ammunition is primarily solid shot for walls and formations, with simple canister for close defense. Gunpowder smoke, slow fuses, and variable metallurgy limit accuracy and rate of fire. Logistics—powder, shot, horses, and roads—determine operational tempo more than theoretical gun performance.

20. #20historic_cavalry

Keys: gendarme, light cavalry, heavy cavalry, lance

    Enabled · After character · Order 20 · 100%

    Entry settings

Heavy cavalry in France and Italy favors armored gendarmes with lances and maces, used for shock against disrupted infantry. Light cavalry—stradiots and mounted crossbowmen—conduct raids, screens, and pursuit. Against disciplined pike blocks, frontal charges are risky; success depends on timing and combined arms. Savoy’s doctrine increasingly uses cavalry to protect artillery trains and exploit disarray created by concentrated fire.

21. #21combustion_attempts

Keys: oil, engine experiments, internal combustion

    Enabled · After character · Order 27 · 100%

    Entry settings

Internal combustion remains an unrealized ambition. Although oil can be acquired through trade, reliable ignition, sealing, and machining challenges prevent a working prime mover. Notebook fragments suggest the duke is reconstructing concepts from memory, but progress is deferred while artillery, rifles, and administration consume attention.

22. #22university_of_turin

Keys: Turin University, studium, University of Turin

    Enabled · After character · Order 28 · 100%

    Entry settings

The University of Turin exists as a studium for law, theology, and the arts, with intermittent disruptions due to war. In this setting, select scholars are discreetly recruited to the ducal scientific circle for measurement, record-keeping, and quality control. Officially, the university remains orthodox and conservative; unofficially, it trains the literate workforce and supervisors required by the Arsenal and chancery.

23. #23bishop_scientific_circle

Keys: bishop scientist, clerical scientists, apothecaries

    Enabled · After character · Order 29 · 100%

    Entry settings

A small clerical-scientific circle led by a trusted prelate coordinates measurement standards, laboratory safety, and textual control. Members are taught consistent nomenclature and careful procedure as moral duties, and manuscripts are couched in theological language to discourage casual theft and misuse. Their prestige makes recruitment selective and loyalty strong. They act as the intellectual spine of Savoy’s modernization while preserving orthodoxy in public.

24. #24kingdom_france

Keys: French Kingdom, Francis I, Valois, France

    Enabled · After character · Order 30 · 100%

    Entry settings

France under King Francis I (1515–1547) is Savoy’s most powerful neighbor, fielding large armies and investing heavily in artillery. France seeks dominance in Northern Italy and frequently clashes with Milan and Imperial forces. Marriage ties to Savoy provide temporary protection and channels for influence. French court culture values luxury goods; Savoy’s export of perfumes and refined hygiene products creates goodwill, while advanced weapons remain restricted and negotiated case by case.

25. #25holy_roman_empire

Keys: Imperial, Charles V, Habsburg, Holy Roman Empire

    Enabled · After character · Order 31 · 100%

    Entry settings

The Holy Roman Empire under Habsburg leadership is a loose federation with strong influence in Northern Italy. Imperial policy aims to contain French expansion, keep the Alpine passes open, and maintain Imperial princes’ rights. For Savoy, the Empire is both shield and constraint: Imperial protection is useful against France, but entanglements risk drawing Savoy into broader conflicts. Diplomacy requires careful balance to avoid becoming an Imperial outpost or French corridor.

26. #26duchy_of_milan

Keys: Lombardy, Milan, Duchy of Milan

    Enabled · After character · Order 32 · 100%

    Entry settings

Milan is a wealthy duchy and the main prize in the Italian Wars. Control over Milan brings revenue, prestige, and a gateway to the peninsula. In this setting, Milan is a probable financier of Savoyard dissidents: money is easier to deny than troops. Milanese bankers, armorers, and mercenary brokers influence regional politics, and their discreet funds may support plots without formal declarations.

27. #27duchy_of_montferrat

Keys: Marquisate of Montferrat, Monferrato, Montferrat

    Enabled · After character · Order 33 · 100%

    Entry settings

Montferrat is a smaller neighbor east of Turin, strategically placed along routes between Piedmont and Lombardy. It alternates between friendship and rivalry with Savoy. Its court is skilled in intrigue and patronage. In this setting, Montferrat is a plausible discreet backer of a rebellious Savoyard count by means of money, safe houses, or letters of introduction, while stopping short of open war.

28. #28papal_states

Keys: Rome, the Papacy, Papal States

    Enabled · After character · Order 34 · 100%

    Entry settings

The Papal States dominate central Italy. The Papacy wields spiritual authority and temporal power, balancing France, Empire, and local tyrants. For Savoy, alignment with Church priorities—order, relief for the poor, suppression of heresy—legitimizes new administrative practices. Clerical endorsement of registers and weights gives reforms moral force. However, Rome also monitors novelties: any hint of heterodoxy or uncontrolled experimentation invites scrutiny.

29. #29republic_of_venice

    Keys: Venice, Serenissima, Venetian Republic

    Enabled · After character · Order 35 · 100%

    Entry settings

Venice is a maritime and commercial power with global trade links and expert arsenal organization. It competes with Milan and watches French moves in Italy warily. Venetian agents value information and technical samples. Savoy treats Venice as a marketplace for non-sensitive products and a benchmark for disciplined workshop management. Direct military sales are avoided to prevent upsetting France and the Empire.

30. #30swiss_confederacy

    Keys: Swiss, Cantons, Swiss Confederacy

    Enabled · After character · Order 36 · 100%

    Entry settings

The Swiss Confederacy supplies ferocious infantry and mercenaries. Swiss pike tactics dominate open battles, though they are vulnerable to disciplined fire and artillery coordination. Savoy employs select Swiss companies for border security and respects their neutrality. Swiss demand disciplined pay and clear contracts; they repay treachery swiftly. Savoy’s modernization aims to deny them the shock advantage by superior firearms and combined-arms doctrine.

31. #31crown_of_spain

Keys: Castile, Spain, Spanish Crown, Aragon

    Enabled · After character · Order 37 · 100%

    Entry settings

The Spanish Crown, consolidating Aragon and Castile, projects power into Italy through Naples and alliances. Spanish tercios—pike and shot formations—set the tactical standard. Spain’s interest is to curb French expansion and preserve lines of communication. Savoy courts Spanish goodwill cautiously, seeking trade access and political recognition without provoking French suspicion.

32. #32republic_of_genoa

    Keys: Genoese, Genoa, Liguria

    Enabled · After character · Order 38 · 100%

    Entry settings

Genoa is a maritime republic with bankers and shipyards influential across the Mediterranean. Genoese financiers can enable or strangle military campaigns. For Savoy, Genoa is a source of credit and naval fittings, and a risk for leaks if courted incautiously. Agreements focus on civilian goods exports and limited logistics, keeping weapons secrets inland.

33. #33florence_tuscany

    Keys: Florentine, Tuscany, Florence

    Enabled · After character · Order 39 · 100%

    Entry settings

Florence is a banking and cultural center with interests in textiles and diplomacy. While not a direct military threat to Savoy, it shapes opinion in Italy. Florentine merchants buy Savoyard perfumes and hygiene goods, spreading the duchy’s reputation. Florence also hosts exiles and informants, making it a venue for quiet observation of rival courts.

34. #34county_maurienne

Keys: Maurienne Valley, Maurienne, Count of Maurienne

    Enabled · After character · Order 40 · 100%

    Entry settings

The County of Maurienne controls key Alpine passes and tolls. In this setting, its count rebels against ducal centralization and market reforms, encouraged by foreign money. The rebellion collapses under disciplined fire from cartridge rifles; the count is executed after trial. The case becomes a formal precedent: feudal independence cannot supersede public order, registration, and audited markets.

35. #35county_genevois

Keys: Genevois, County of Genevois, Geneva hinterland

    Enabled · After character · Order 41 · 100%

    Entry settings

The County of Genevois sits near Geneva and Lake Léman. Its lords profit from trade and ecclesiastical networks. They are sensitive to religious currents from the north. Savoy manages Genevois with careful appointments, tax moderation tied to registration, and guarantees of safe conduct for merchants, aiming to prevent separatist sentiment.

36. #36county_aosta

    Keys: Aoste, Aosta, Val d'Aosta

    Enabled · After character · Order 42 · 100%

    Entry settings

The Aosta Valley is a mountainous corridor with fortified villages and seasonal trade. Loyalty is maintained through road works, bridge repairs, and market privileges in exchange for militia service and accurate rolls. The valley’s stonecraft and timber supply support Savoy’s fortifications and workshops.

37. #37vassal_network

Keys: vassals, nobility of Savoy, feudal lords

    Enabled · After character · Order 43 · 100%

    Entry settings

Savoy’s vassalage web includes counts and barons holding valleys, towns, and castles. Their rights are acknowledged, but the ducal center asserts priority in taxation, justice, and defense. Oaths are renewed on registration and records; disputes are settled with documentary evidence rather than private war. The fate of the Maurienne rebel sets an unmistakable limit to defiance.

38. #38event_maurienne_rebellion

Keys: noble uprising, Maurienne Rebellion, rebel count

    Enabled · After character · Order 44 · 100%

    Entry settings

In the duke’s Carlos III twentieth year, a noble uprising in Maurienne receives covert funding from a neighboring duchy but no open troops. The insurrection is defeated by disciplined volleys from cartridge rifles, whose performance stuns allies and enemies. The rebel is executed, confiscations follow, and local governance is reorganized around registered officials and audited notaries. The foreign backer retreats diplomatically to avoid escalation.

39. #39event_council_founded

Keys: creation of the Commons Council, Council founded

    Enabled · After character · Order 45 · 100%

    Entry settings

The Council of Commons is established after the identification program makes reliable apportionment possible. The council begins as a forum for pleas and evolves into a chamber offering structured improvement plans—roads, bridges, market rules, poor relief, militia drill—each tied to documented costs and measurable outcomes. The council’s minutes become a new genre of administrative literature in Savoy.

40. #40event_obus_demonstrationNOTYETDisabled

Keys: artillery trial, obus demonstration, howitzer trial

    Disabled · After character · Order 46 · 100%

    Entry settings

A public demonstration of five obuses is staged before senior officers and the duke’s consorts after prior closed tests with the marshal and trusted counselors. High-angle shells disperse pellets and fragments over marked ranges, breaching mock parapets and shattering dummies at distance. Observers note the reduced smoke signature and the precise timing required. The display serves both as deterrent propaganda and as a training milestone for selected crews.

41. #41ducal_economy

Keys: revenues, ducal treasury, investment dilemma

    Enabled · After character · Order 47 · 100%

    Entry settings

Revenue expands rapidly through consumer exports, better tax compliance, and transit tolls. The treasury faces a deployment dilemma: how much to reinvest in tooling, bridges, and granaries versus stockpiling silver for crises. The duke favors patient investment in measurement, training, and quality assurance that compounds over time, while preserving cash buffers against war. Lavish, uncontrolled spending is rejected as strategically reckless.

42. #42city_defense

Keys: city defenses, bastions, town walls

    Enabled · After character · Order 48 · 100%

    Entry settings

Urban defenses are upgraded with angled bastions, deeper ditches, and interlocking fields of fire. Gatehouses are reworked to accommodate scattergun volleys and narrow kill-zones. Powder magazines are sited with safety distances and records of inventory. The long-term ambition is to station up to fifteen obuses per major city, though current production does not allow such numbers.

43. #43militia_training

    Keys: training, militia, drill

    Enabled · After character · Order 49 · 100%

    Entry settings

Militias are organized by parish rolls derived from the identification system. Training emphasizes posture, safe handling, coordinated volleys with scatterguns, and rapid bucket brigades for fire control. Captains are evaluated on readiness reports verified by inspectors. Militia serve as first responders for urban security and as auxiliary siege labor.

44. #44military_doctrine

Keys: doctrine, combined arms, Savoyard tactics

    Enabled · After character · Order 50 · 100%

    Entry settings

Savoyard doctrine blends disciplined firearm volleys, selective artillery bursts, and timely cavalry exploitation. The aim is to disrupt cohesion, then strike flanks and logistics. Fog of black powder is avoided where smokeless cartridges are present; otherwise, sappers and guns create windows for decisive action. Logistics and records—ammunition counts, barrel wear, horse forage—are treated as operational weapons.

45. #45materials_supply

Keys: copper, platinum, iron, tin, bronze, paladium, white gold

    Enabled · After character · Order 51 · 100%

    Entry settings

Modernization depends on stable supplies of copper, tin, iron, paladium, platinum and quality timber. Savoy negotiates preferential access to raw materials in exchange for diplomatic concessions and non-military trade goods. Foundries focus on consistency and traceability rather than sheer volume. Strategic bottlenecks—especially copper and tin for bronze and especial metods to extract paladium and platinum from copper and tin ore—explain delays in hot-water infrastructure and large-scale artillery and using platinum and paladium for white gold and luxury ornaments.

46. #46bridges_and_roads

Keys: roads, bridges, infrastructure, Alpine passes

    Enabled · After character · Order 52 · 100%

    Entry settings

Bridges and roads through the Alpine passes are the duchy’s lifelines. Investment targets stone arch bridges, paved gradients, drainage, and winter shelters to keep trade moving. Toll stations are audited against registers. These works support both commerce and rapid redeployment of troops and artillery, while providing employment and legitimacy to the regime.

47. #47ports_and_fairs

    Keys: markets, fairs, Nice, ports

    Enabled · After character · Order 53 · 100%

    Entry settings

The port of Nice and inland fairs link Savoy to Mediterranean and transalpine trade. Port inspectors enforce tariffs and prevent contraband weapons exports. Fairs are scheduled with predictable calendars, and stall allocations prioritize registered guilds and towns that meet militia readiness standards. This alignment of commerce with security yields steady revenues and reliable supply chains.

48. #48guilds_and_charters

    Keys: craft privileges, guilds, charters

    Enabled · After character · Order 54 · 100%

    Entry settings

Guilds receive charters conditioned on adherence to weights and measures, acceptance of audits, and cooperation with militia provisioning. In return, they gain secure market days, legal protection, and access to standardized tooling and training. The arrangement binds urban artisans to the ducal project and curbs monopolistic abuses.

49. #49ducal_edict_identification

Keys: tax reduction edict, identification edict, edict

    Enabled · After character · Order 55 · 100%

    Entry settings

The identification edict establishes plaques, registers, and a five-year tax reduction for compliant subjects. It mandates written records for births, marriages, deaths, and contracts; proscribes organized criminal bands; and declares capital punishment for corrupt officials. Its tone is pious, legalistic, and administrative. It is the constitutional cornerstone of Savoy’s transformation from a feudal crossroads into a documented polity.

50. #50diplomacy_principles

    Keys: alliances, foreign policy, diplomacy

    Enabled · After character · Order 56 · 100%

    Entry settings

Savoy’s diplomacy is based on indispensability rather than domination. The duchy sells prestige consumer goods widely, withholds advanced arms, and uses selective demonstrations to signal capability. Marriage ties to France are honored. Secret clauses restrict arms proliferation and secure raw-material channels. The aim is to be more valuable alive than conquered.
