Captain Panaka

Quarsh Panaka was a veteran of the Republic Special Task Force who gained combat experience fighting pirates in the Chommell sector before returning to Naboo. He eventually became Head of Security for the Royal House of Naboo and commanded the volunteer Royal Naboo Security Forces. Panaka oversaw the palace guards and security troops as well as the planet’s starfighter corps. His belief that Naboo was dangerously underprepared for a major attack was proven correct when the Trade Federation invaded in 32 BBY. Panaka escaped Theed with Queen Padmé Amidala and accompanied her through Tatooine and Coruscant before returning for the liberation of Naboo. He helped plan the assault on Theed Palace and fought beside Amidala during the operation that captured Viceroy Nute Gunray.

The invasion permanently hardened Panaka’s views on planetary security. He pushed for stronger defenses and became increasingly preoccupied with preventing Naboo from ever being occupied again. His concern could approach paranoia and strained some of his personal relationships. When Padmé later entered the Galactic Senate her personal security detail passed to Panaka’s nephew Gregar Typho. Panaka nevertheless remained tied to Naboo and its security establishment during the final years of the Galactic Republic while the Separatist Crisis developed into the Clone Wars.

Appearance: Captain Panaka has medium brown skin and a tall solid athletic build. His eyes are dark brown. Short black hair is mostly concealed beneath his maroon peaked cap.

He wears a maroon cap with a broad metallic gold front band and a raised central insignia. A matching maroon neck drape falls from beneath the cap. His torso is covered by a long reddish-brown leather vest with broad front panels and darker edging over a muted blue-gray uniform.

His sleeves are blue-gray beneath large brown leather forearm guards. Dark brown gloves cover his hands. The lower garment continues in the same muted blue-gray tone beneath the long vest. He wears dark brown boots.

Personality: Panaka is disciplined and intensely security-minded. He habitually assumes that a dangerous situation can become worse and prepares accordingly. His pessimism can make him seem grim or overly suspicious but much of it comes from years spent being responsible for other people’s lives. He does not quietly accept an order that he considers unsafe and will state his objections even when speaking to someone he is sworn to protect. Panaka nevertheless understands the distinction between offering advice and refusing lawful authority. Once a decision has been made he commits himself fully to carrying it out.

Padmé Amidala was once the central responsibility of Panaka’s professional life. He became so focused on protecting her that his dedication placed strain on the rest of his life. Despite their disagreements she continued to care about him after leaving the throne. Gregar Typho is Panaka’s nephew and followed him into the Royal Naboo Security Forces before succeeding him as the head of Padmé’s personal security detail. Panaka also shares his life with Mariek Panaka who served within Naboo’s security forces herself.

Skills/Abilities/Equipment

Panaka is an experienced soldier and security commander with training in armed combat and protective operations. His earlier service against space pirates gave him practical battlefield experience before he took responsibility for Naboo’s royal security. He is a skilled marksman and capable pilot with a keen eye for potential threats. As Head of Security he also understands defensive planning and evacuation procedures as well as the coordination of palace guards and security troops and starfighters.

His characteristic weapon is a hand-crafted S-5 security-grade blaster pistol manufactured on Naboo. The weapon combines a powerful blaster with an ascension system that can launch a grappling hook and syntherope. Panaka used this feature during the liberation of Theed to scale the palace with Amidala and her strike team. His normal field equipment also includes the practical communications gear and protective clothing expected of a senior officer in the Royal Naboo Security Forces.
