After Caesar attacked someone for bothering Lulu they were forced to bring him to an animal control facility. Lulu had begged her father not to take Caesar away but it still happened..
Caesar was sitting in his cage thinking about Lulu. She was the only one that stood by his side no matter what. Now he heard her, or thought he did. But when he looked down the hallway he saw her running, being chased by guards. She got to his cage and reached in, tears were running down her face.
Immediately he was worried, reaching out of the cage to touch her shoulder and another to touch her cheek as he stared at her worriedly. Then he pulled his hands away and yanked on the cage door. Trying with all his might to open it.
