1: In January of 1999, an estimated 40-50% of the global population spontaneously shrunk for reasons that are still unclear. Colloquially referred to as the “Event”, the “Catastrophe”, or the “Great Collapse” depending on region, the Event directly caused the collapse of international order for nearly a decade. Across the planet, commerce, and travel ground to a screeching halt, with January of 1999 considered the deadliest month in aviation history. Traffic accidents from (seemingly) abandoned vehicles left motorways impassable, while infrastructure failed en masse. By the time civil order was restored in most of the world, millions were missing, thousands were dead, and the global economy had functionally imploded. In the aftermath, the true nature of the Event was discovered, sparking debate within the post-crisis governments on how to handle the new “reduced human” population. Most left the issue on the debate floor, others actively legislated these people out of their humanity, declaring them as second-class citizens at best.
In North America, the Event led to major unrest across the continent. Vast areas of the flyover states and Western Canada, already sparsely populated, were rendered bereft of humanity. For a brief time, it was possible to pass through the Rocky Mountains region without ever seeing another living soul. The government in Washington D.C was nearly decapitated, with the succession ultimately landing with the Secretary of Labor and most states operating semi-independently. The reconstruction effort was later consolidated by the American Reconstruction Authority, an offshoot of FEMA specifically intended to take stock of the Post-Event nation and begin rebuilding.
Elections resumed in 2002, and the issue of what to do about the “Reduced Humans” became a source of contention. Policies established to provide shelter and support to their communities came under fire as being a waste of resources, especially as many parts of the country were still without electricity or clean water. These programs were gradually reduced and eventually cut entirely under subsequent administrations, leaving the shrunken humans at the mercy of private charity or community support. The administration’s attentions were further drawn abroad with the resumption of the Korean War in 2003, leaving the shrunken humans to devolve into bands of survivalist warlords in borderline post-apocalyptic conditions.
In Canada, the chaos of the Event led Quebec to successfully declare independence, cutting off Newfoundland and the Maritime provinces. Said provinces would later declare independence as the “Republic of the Atlantic”, leading a rump Canadian state to pick up the pieces. Western Canada, historically feeling isolated from the nation’s political base in Ontario, began shifting further away from the central government. The breakdown in infrastructure and lengthy rebuilding process led many of these provinces to seek greater autonomy, even reviving ideas of independence. In 2006, the American Reconstruction Authority expanded its scope to stabilize Mexico and assist Canadian reconstruction, deepening Canada's ties with the United States. The situation culminated in a referendum in 2012 with a plurality of Canada’s remaining provinces voting to join the United States. Negotiations proceeded from 2013 to 2016, ending with the United States of North America being established and Canada’s provinces inducted as new states. Over 200 years after the fact, President Madison's aim of annexing Canada was finally achieved, and all it took was an incomprehensible cosmic apocalypse.
The new constitution formalized America’s stance on reduced humans, with whatever legal rights they still had expunged. The lucky ones would be adopted by normal humans and while some were still willing to see them as something other than insects, most barely noticed them at all. Communities of tinies grew in most cities and towns, forced to subsist on whatever scraps they could find. For the first time since Westward expansion, barter economies were commonplace in the United States, albeit at a literally micro level. Many tiny communities would devolve into gangs, stealing and abusing communities too weak to resist. A million petty centimeter sized warlord states sprung up across the nation, sometimes assisted by human benefactors. Some communities were able to revive a form of subsistence agriculture, those that couldn’t often devolved into raiding or cannibalism. Entire wars on a micro-scale were fought, all the while the rest of the world remained at best apathetically unaware.
In 2016, experimental settlements for tinies were established by the United Technologies Corporation (or UniTech), a bio-medical company with a unique interest in shrunken humans. These settlements were referred to as “Super Colonies”, functioning as domed miniature cities where tinies could live independent of the wider world. The first instances were small villages, but gradually expanded to towns and eventually whole cities. The largest of these would be the “North American Super Colony” in the Midwest, where over a million tinies would survive in a simulacrum of the world they once knew.
This created a divide amongst the shrunken humans, with communities outside the Colonies viewing them as pampered and decadent while the Colonies viewed their opposite number as savages. Many of the Colonies would establish their own local governments, ironically emulating the country that had once deemed them less than human. The largest of these would be the United Colonies, disparagingly referred to as the “Undergovernment” or “UnderGov”. With little oversight from their corporate benefactors, most of these miniature governments would be wracked with infighting and corruption, with peace maintained by the threat of ending up under a UniTech overseer’s bootheel.
2: The North American Reclamation Authority, created after the annexation of Canada in 2016, is an intergovernmental body responsible for redeveloping areas severely affected by the Global Shrinking Event. Homes previously occupied by those who were affected by the event were eventually deemed "abandoned" and efforts began to reallocate them.
Many of these homes were found to still be inhabited, just not in the way many new owners expected.
Article Text for Mobile Users:
Reduced Size Hominids, colloqiually referred to as “Tinies”, “Shrinks”, or “Bug-People” are a common pest found in homes reclaimed and redistributed as part of the North American Reclamation Authority. While not necessarily hazardous on their own, RSH can attract other more problematic pests such as Ants and Cockroaches.
Removal can be difficult due to their ability to hide in areas not accessible to other pests. NARA experts recommend using commercial pesticides or, if necessary, hiring professional removal services. Those concerned with ethical removal can consult with a non-lethal removal service or, though unadvised, can attempt to make an accord with the infestation itself. New homeowners are advised that this is often a temporary solution and may require regular upkeep. It is not uncommon for homeowners who cohabitate with RSH infestation to report the creation of “Cargo Cults” within the infestation, which may complicate later removal.
RSH Infestations are extremely common in areas severely affected by the Pre-Millennial Atmospheric Anomaly (PMAA). It is currently estimated that over one hundred million (100,000,000) Reduced Size Hominids exist within the continental United States alone. Many of these infestations self-organize into pseudo-states, claiming resources within their immediate vicinity. Conflicts between these pseudo-states can be problematic for homeowners, potentially resulting in property damage,
electrical damage or even housefires.
Myths, Urban Legends and Misinformation
Misinformation and disinformation about RSH infestations is incredibly common online. NARA experts have collected and addressed some of the most common myths about this hominid subspecies.
“Reduced Size Hominids are people.”
This is false. Reduced Size Hominids represent an anomalously affected subspecies of Homo Sapiens and therefore are not
granted the same legal protections as United States Citizens.
NOTE: This subsection is applicable only to regions under USNA Law. The North American Reclamation Authority is not
responsible for any fines or legal action incurred by taking this statement as fact outside the United States.
“Reduced Size Hominids are durable.”
This is false. Reduced Size Hominids are not more durable than an average Human Being. Social Media trends in recent years
have attempted to perpetuate the concept that these creatures are “atomically compact” and therefore more durable. This has
been proven false in a number of studies.
3: In the aftermath of the Event, movements gradually developed that worshipped normal humans as gods. Not everyone became a cultist immediately, but in generations of tinies that followed there was a growing tendency to view normal humans with a degree of fear and reverence. The kind of reverence that hadn’t been seen since mankind first invented pantheons to explain the natural world. The gradual falling away of literacy in tribes turned regular humans from explainable hazards to eldritch beings, whose motivations were incomprehensible and whose wrath could be incurred with even the slightest provocation.
In the deep woodlands, far past the North Highway, one such worshipper happened upon the Godfall. A vast corpse, whose identity remains long lost, spawned a heresy that endures into modernity. The being, they claimed, died to give those shrunk the chance to return to normal size if only they gave themselves up to the Ones-Above. While other tiny cults merely worshipped regular humans, the Godfallen actively sought to sacrifice themselves.
The Godfallen Church and its’ followers became a cult of death worship, where the highest honor was given to those willing to let their mortal bodies be killed by the Gods, so that one day they might be reborn among them. In death, they might find new lives reincarnated among the regular sized.
4: Excerpt: NPR Report – “How the Colony Corporation provides housing to millions, for a price.”
Of course, for many families, taking care of their affected loved ones became a significant strain emotionally and financially. Shrunken humans had to be carefully fed, housed, clothed and monitored to prevent injury. Accidental deaths accounted for an estimated 18% of RSH deaths within the first two years of the Pre-Millennial Event.
To address the issue, informal shelters were established throughout the continental United States during the Herman administration. These shelters were often privately funded, requiring donations and volunteer work to remain in operation. With government subsidies largely focused on the reconstruction program, shelters were left with threadbare budgets.
Private enterprise entered the picture in 2008 when the Colony Housing and Management Company (later shortened to just COLONY) announced plans for the “North American Supercolony Facility” in Minnesota. The ambitious project, costing an estimated 600 million dollars, would provide housing for potentially millions of affected people. Though many companies expressed interest, the Federal government would end up as the biggest investor.
The Dean administration, pressured by human rights groups, saw the Supercolony project as a means to handle the growing problem of America’s substantial RSH population. Funding was secured in 2009 and construction began, completing six years later in late 2015. Notable, however, was the change to how Reduced Size Humans were viewed by the American government during this time. As part of Canada’s unification with the United States, a Second Constitutional Convention was held to merge the systems of the two countries in an agreeable fashion. One of the most notable consequences of the Second Constitution was the repeal of the 28th amendment. The 28th Amendment, adopted in 2001, had officially established that Reduced Size Humans were still legally protected by the United States Constitution.
The knock-on effect of this change was that the Supercolony became, legally speaking, a sort of nature preserve. Reduced Size Humans, now labeled “Reduced Size Hominids”, that resided within the supercolony now had the same legal rights as pets. Still, the population ballooned through the 2010s from 200,000 to nearly 800,000. Safety, it seemed, was worth the price in money and dignity.
As part of the Supercolony’s social programs, outside companies were allowed to invest in remote work options for residents. Alongside other amenities, these jobs were intended to promote a sense of normalcy for residents by emulating pre-catastrophe workspaces. Many “employees” were paid in currency that was only usable within the supercolony, dramatically cutting costs for investors. By 2019, nearly 40% of remote work jobs in the United States were outsourced to supercolony facilities. Data entry, tech support, telemarketing, and small-scale manufacturing became major industries for reduced size humans. Outside investment would fuel the construction of three more supercolonies in New York, California, and Texas.
Life within the supercolony, while mundane, offers a degree of normalcy for residents. Internet and cable access allows an unheard-of connection with the outside world. Unemployment is virtually nonexistent, and the local municipal government is elected by residents on a bi-yearly basis. For those within, the exorbitant price of staying is far better than risking survival in the untamed wilds beneath the average American.
5: Like most of the world, Europe was thrown into severe chaos by the Pre-Millennial Anomaly. Initially, it was believed the incident might have been the result of a Russian or Chinese attack, leading to dramatically increased tensions throughout Eastern Europe. Once diplomatic channels were restored, it was found that not only were the Russians not the culprit, they were in even worse straits than most of Europe. This left the major pillars of Western Europe: Germany, France, the United Kingdom and Italy to try and put the pieces back together.
In France, President Chirac was killed in a plane crash during the initial Event, leaving the French Parliament to promote Christian Poncelet to the position of acting president. Insidiously, however, the Event had lead to a number of sudden vacancies in parliament which the government would be unable to fill until the Crisis was resolved. Due to this, Poncelet used the support of parliament’s remaining members to declare a state of emergency and enact martial law. Though the move was predictably criticized, it ultimately helped prevent the total unraveling of the French government at the time. However, the economic conditions in France immediately after the event lead both the left and far-right to gain significant ground. In late 2000, the Corsican nationalist organization FLNC staged a series of attacks that allowed them to temporarily seize parts of Ajaccio. The incident humiliated the Poncelet government, which was perceived as being internally weakened by the growing power of the parliamentary Plural Left coalition. All of this culminated in an abortive coup by a coalition of French officers and generals, reminiscent of the Algiers Putsch. Though the coup plotters succeeded in taking control of Paris and arresting Poncelet, they failed to capture the Palais Bourbon, which was hastily defended by parliamentary loyalists. Subsequently cut off by arriving loyalist troops, the coup plotters surrendered the presidential palace.
The immediate knock-on effect of this incident was the complete collapse of the Poncelet government and, coupled with the official dissolution of Belgium in 2001, led to the end of the Fifth French Republic and the declaration of the Sixth in 2002. Lionel Jospin would subsequently become president of France, the state of emergency was lifted once Corsica was fully pacified, and the renewed Plural Left Coalition would gain a parliamentary majority in the first post-Event elections. Notably, France would be one of the first states in Europe to extend official recognition to those affected by the 1999 Event.
The dissolution of Belgium was a turning point for Western Europe. While to some extent the issues of the Belgian language divide were being addressed, the 1999 Event threw all of these stabilizing measures to the wind. All bets were off, and seeing an opportunity Flemish nationalists chose to declare independence. With the rest of Europe still in chaos, none of the major powers in Europe were in a position to militarily or diplomatically intervene. Small skirmishes between the Flemish state and Belgian remnants continued throughout 1999 and 2000, although the conflict was predominantly a political rather than military one. While radicals may have desired a military showdown, the reality was that neither side was in any position to fully subsume the other. By the time France and Germany stabilized themselves enough to intervene, the decision was made to pursue a diplomatic end to the Belgian state. The 2001 Brussels Accord divided Belgium into the Republics of Flanders and Wallonia, while Brussels became an independent city state and later the capital of the Federation.
The federalization of the European Union began in 2008, beginning with a proposal for a general European Constitution. After considerable debate, a modified constitution was adopted and by 2012, the European Federation was officially proclaimed as a unified state. As the name implies, the European Federation is a collection of nations that operate with a unified foreign policy under the European parliament and President. Though nations like the United Kingdom, Finland or Norway opted out of joining a federalized EU, they remained part of the Eurozone. Later expansions of the Eurozone would bring in Eastern Europe, the Baltics and the post-Yugoslav Republics.
THE BUCHAREST PACT
In the aftermath of the Soviet Union’s collapse, there was a considerable push in Eastern Europe to join NATO to dissuade any future Russian expansionism. At the time, a compromise was made in the form of the “Partnership for Peace”, which would serve as a holding room for future NATO members. When the 1999 Event hit Eastern Europe, many former Soviet satellites feared the potential for Russia to exploit the Crisis. These fears led to the formation of the Bucharest Pact, a defensive alliance between Poland, Hungary and Romania in December of 1999. In March of 2000, Czechia and Slovakia would also join the alliance, while the Baltic States would join in July of 2000. For the first few years, the Bucharest Pact would remain an independent military alliance unassociated with NATO. The United States abstained from integrating it into NATO as an olive branch to Moscow, although neither state was in a particularly strong bargaining position. This would change with the resumption of the Korean War in 2003, as the Bucharest Pact collectively refused to offer troops for the conflict without a guarantee of NATO membership.
The Bush administration relented and began the process of inducting the Pact members into NATO, although the details would have to be ironed out once the DPRK was defeated. The Bucharest Pact would officially join NATO in 2008, largely as a consequence of the formation of the Russia-Belarus Union State. As of 2024, the Bucharest Pact is a subsidiary organization within NATO, largely focused on a defensive containment doctrine towards the Union State.
THE UNION STATE
The Pre-Millennial Catastrophe struck the Russian Federation at almost precisely the worst moment possible. Still recovering from the 1998 Financial Crisis and the Chechnyan War, the Yeltsin government stumbled (in some cases literally) from crisis to crisis until the fateful evening of January 1999. Yeltsin, who had already undergone bypass surgery in 1996, suffered a massive heart attack shortly after learning of the inexplicable catastrophe in progress. With roads clogged, the Russian president was unable to be revived and died en route to a Moscow hospital just six hours after the Event hit the nation. A brief power struggle began after Yevgeny Primakov was elevated to president; opposition factions rallied around Alexander Rutskoy, who had previously helmed a coup attempt against Yeltsin in the early 90s. Rutskoy’s second abortive coup failed, largely as a result of disorganization on both sides, and he later fled into exile once the coup’s officers were arrested.
Primakov’s administration faced many of the same issues as the Herman administration in the United States. Outside major population centers, vast swathes of Siberia were almost completely depopulated by the Event. Cities like Novosibirsk and Vladivostok were forced to function mostly independently until railways and airports could be reopened. More worryingly, however, was the resumption of the Chechnyan Insurgency. Russia’s military was badly damaged by the Event, and the chaos that followed allowed rebels in Chechnya and Dagestan to resume their war for independence. This set off a series of similar rebellions in Ingushetia, expanding the insurgency to encompass a large swathe of Russian Caucasia. These insurgencies would continue throughout the 2000s, with Grozny retaken in 2001 and the rebels largely retreating to mountain holdouts that would last until 2010.
The largest development of this period was the formalization of the Union State between Russia and Belarus in 2002. Both states retained some degree of integration after the end of the USSR, and the weaker economy of Belarus was largely entwined with Russia’s. The death of Yeltsin and the ongoing instability in Belarus led to the ratification of the Union State protocols, establishing the Russia-Belarus Union State as a confederation. The Union State caused significant alarm in Eastern Europe, escalating fears of Russian expansion and Soviet restorationism. Ultimately, however, the Union State had to focus inwards as the Caucasian Insurgency drew most of its’ attention. The Union State would align with the USNA and China on the issue of Reduced Human rights, arguing that the fundamental changes to their bodily structure and DNA precluded them from the same legal protections as normal humans. Predictably, this left millions of shrunken humans in Russia to languish without state support. While their population would eventually recover, lack of government protection would lead to a dramatic demographic collapse during the 2010s before recovering.
Primakov would remain as president of the Union State until 2011, when he retired due to health issues. Remaining semi-friendly with pro-Communist ministers during his tenure, Primakov’s resignation led to the 2011 national elections wherein the CPRF candidate Gennady Zyuganov was elected president by a narrow margin. The return of communist governance in Russia was ultimately a farce, however, as the CPRF administration mostly functioned as a populist regime seizing on Soviet nostalgia. Despite statements to the contrary, the CPRF’s economic reforms rarely, if ever, genuinely targeted the power of post-Soviet oligarchs. In 2022, Zyuganov retired as General Secretary, appointing Ulya Kozlova as President and general secretary. Throughout the ensuing years, the Union State has primarily focused on restoring the Russian sphere of influence, taking a particularly combative relationship towards the European Federation.

1: Marie wasn’t supposed to be out of her room. It wasn’t a room, of course, it was more like an oversized dollhouse. Her parents kept her in there for her own protection, her own mom flat out mentioning that she was worried she’d step on her by accident if she was given free reign. The thought wasn’t invalid, but nonetheless Marie longed for freedom.
That morning, she managed to wiggle her way out of the plastic container through an air hole. She shimmied down the cabinet, looking over the vast expanse of her family living room. The sheer scale was beyond comprehension; a couch that she once sat on towered into the heavens, looming over a carpet that might as well be the Amazon.
The moment she knew she’d made a mistake was when her mother, Traci, entered the room. It was one thing to see her leaning over the container, to see her eye to eye even if said eye was the size of a truck compared to her. From the ground, her mother was a monolith on legs, shapely body packed into a pair of yoga pants. Her mere movements shook the ground, knocking Marie to the floor as her mother finished some odds and ends around the house.
Finally, movement on the ground drew Traci’s eye. She knelt, glancing over the disturbance to find another tiny. Her lips parted, releasing a long sigh as she glanced towards a nearby countertop. There wasn’t any bug spray around, so she settled for a can of air freshener. She looked back at the tiny and leveled the nozzle, Marie jumping and screaming to try and get her attention.
Marie stared down the canister; it was as if god himself had traveled to Earth just to point a howitzer in her face.
With a slight press, Traci sprayed the tiny down. Marie was buffeted against the ground, body doused in a “Fresh Linen Scent” that burnt like a thousand suns. She wasn’t dead, as much as she might have preferred that.
Traci noticed it as well and glanced back towards the couch, reaching out for one of her trainers…
2: Silently shuffling into class, Rei barely perceived the crunch beneath her loafers. It only registered a single throwaway thought that the floor must’ve been dirty. A tiny scavenger was promptly reduced to paste beneath her, later trampled by the other students filing into class.
The lecture was longer than usual today, and out of boredom she slipped her feet from her shoes, letting them rest against the desk. She would have preferred a clean pair of socks, but she was running late, so the ratty pair she used for gym had to do.
Whatever was left of the tiny inside, packed down under so much lint and sweat and grime, barely resembled a human being. He was living, technically, drawing agonized breaths through torn and worn down fabric.
A moment later, Rei slipped her feet back into her shoes, sending him back into pitch black humid purgatory. Destined to either slip beneath her tread, suffocate or break into gibbering madness.
That was, of course, assuming he survived gym class that day.
3:he never got angry, never yelled, and yet always in the back of his head there was always the fear. A sort of lizard brain fear, watching Colleen walk around the apartment, knowing all it would take was one slip and he'd be splattered under her. It never happened, of course, she was careful to a point of absurdity. The apartment was sectioned off to places she knew he'd stay, when she put him on the table she demarcated a spot where he'd be, even made a little high visibility vest just in case.
One day though, the fear turned to something else. On the outside, in the wilds, he'd never stayed with a shrink taller than him. Now, dating a woman that might as well be a god to him, the fear became attraction. At night, he'd imagine his last moments as her sole crashed down on him. He'd think about screaming for mercy as she dangled him over her gaping maw. Part of him was ashamed, she'd done all this to keep him safe and now he was horned up about the idea of her killing him?
On their anniversary, he finally admitted it, expecting her to call him a freak. Instead, she laughed, then knelt down at the table until she was at eye level. Her breath washed over him as she spoke, a smile equal parts sinister and sultry.
"Alright, but just do one thing for me first." "Anything." "Get on your knees and beg."
4:She would never know if her sister had noticed her in the sneaker, but as Hallie's foot eclipsed her view, it would soon cease to matter.
Her elder sibling's foot, immense and unforgiving, rolled over her like a force of nature. Calloused, dirty skin entombed her, and Hallie took a step. In an instant her sister's pleas ceased, and she became an unrecognizable stain, pounded endlessly until skin and bone and flesh became one with the slick, greasy insole.
5: The rest of the scavenging party was dead.
Two of them run over by a car, another dismembered by ants, and the rest crushed beneath the restaurant patrons. Mark had spent the last thirty minutes curled up in a ball underneath the counter, covered in a mix of dirt and his friend’s blood. He was hungry, hungrier than he’d ever been, that kind of gnawing biting hunger that only comes with having not eaten for days. Using all his strength, he rose to his feet and tried once more to make a run for the kitchen. If he could just get in there, get all the crumbs and lost food, he’d never have to go outside again.
Mark was so caught up in his hunger-induced fantasy that he didn’t notice the shadow above. In an instant, cold plastic slammed down into him, forcing him into the tile beneath. Unconsciously, the woman let her full weight down, her heel pressing Mark into the floor. Milliseconds felt like hours as his lower body collapsed, cracked ribs forced inward, he felt something sharp pierce something soft inside. Just as he felt his skull begin to crack, the pressure ceased, as did the adrenaline. All of it came rushing up, a mix of bile and blood forcing itself through his displaced jaw. A deafening voice came from above.
“Hannah, can you run this over to the drive-thru? We gave that guy the wrong drink.”
“Yeah, no problem.”
If Mark hadn’t been choking on his detritus, he might have registered the conversation. The sneaker rose, taking him with it, flinging the splattered remains of his lower torso back into his face. More blood, more vomit, all mixed in to the rest of the dirt and grease ground into the sole from years of use. A great matte painting of filth that he was about to make a generous contribution to.
Her next step returned him to the cold tile of the floor. In an instant, whatever was left of Mark was annihilated, reduced to a mass of bloodied mulch. Hannah failed to even register the event, her next steps compressing the thing that used to be a man further into the sole of her work sneakers.
6:Stolen away from the lab, the surviving tinies try to get their bearings after a rowdy night with one of the researchers. The less lucky ones laid somewhere beneath her, mercifully flattened or slowly suffocating beneath a mountain of flesh. One rises from a pool of the researcher's fluids, catching a glimpse of a human form smeared like a stain on the head of a sex toy. Another lays prostrate beneath the titaness, a thin stream of drool dangling above them from her mouth, ready to drop and inundate them.
On the table, he sat looking at anything but the drowned corpse of his friend, laying face down in a pool of cheap grocery store white wine.
