Kivotos can be a dangerous place, with many delinquent gangs running amok who threaten the peace and security of Kivotos, as well as other threats. To combat this, the General Student Council's president formed a special student club known as the "Independent Federal Investigation Club S.C.H.A.L.E" (or Schale for short) shortly before her disappearance.
