The series follows the Lagoon Company, a four-member team of pirate mercenaries smuggling goods in and around the seas of Southeast Asia with their PT boatBlack Lagoon. The group takes on various jobs, usually involving criminal organizations, and resulting in violent gunfights.

Roanapur is the fictional city in Thailand where the Black Lagoon takes place. The city is infamous as a den of crime and corruption and is home to a wide variety of criminals and outcasts including pickpockets, thugs, mercenaries, thieves, prostitutes, assassins, and gunmen, all of whom operate without much hassle from authorities.

Roanapur is shown to be in the geographic location on or very near Trat, Thailand.[2] Roanapur, being a port town, is situated on Thailand's coast adjacent to the Gulf of Thailand, stationed quite close to sea level. The city is greatly urbanized and has a tropical savanna climate like most of Thailand.

While the town mainly has Thai citizens, its international standing among criminals and tourists has attracted people from various nations, including Vietnam,[7] Japan,[15] Russia, Italy, China, the United States,[Note 2] Colombia, Mexico,[16] Albania, and even Australia.[17] Given the large Buddha statue in Roanapur's bay as well as Thailand's history, Buddhism was indicated to have a large presence in the area at some point, and a small number of Christians reside in the city such as churchgoers of the Rip-Off Church.

Language

Thai is the primary language of Roanapur, which is greatly demonstrated by the numerous Thai signs in the city and its location in Thailand. Nonetheless, because there are lots of foreigners in town of various backgrounds, English is Roanapur's lingua franca, which is also demonstrated on business and city signs where English commonly accompanies the Thai script. Additionally, the languages of the various crime syndicates can be seen in the respective territory of said groups, such as Russian and Chinese signs for Hotel Moscow fronts and Triad businesses. In the anime, there is a more noticeable amount of Vietnamese signs, such as the signs in front of the Lagoon Company office.

Economy

The primary currency of Roanapur is baht, although the U.S. dollar is also popular given that USD is prevalent in illicit activities across the globe. Furthermore, the majority of the city's GDP comes from the city's businesses, some of which act as fronts for the crime syndicates, in addition to tourism, including tourists' visits to casinos and the brothels in the profitable red-light districts.Even the city's police force are frequent customers of Roanapur's prostitutes. Additionally, money from the hotels and motels that tourists use for lodging also pull in money, as well as strip bars and the sale of alcohol. Of common crimes, much of Roanapur's illicit business includes drug smugglingillegal weapon sales, identity document forgery,murder-for-hirehuman trafficking, the distribution and sale of child exploitation films, and match fixing. Local informants like Richie Leroy also make money from distributing information on criminals' whereabouts and actions to others. Because of the many gunfights and massacres, the business of "cleaning" (corpse disposal and evidence cleanup) is a widely common and thriving business with great competition, although it is not without risk due to cleaners routinely facing traps and lethal retribution in their line of work.

Roanapur scenery

Roanapur can be easily identified by the large sea stack with a Buddha statue carved into it at the entrance of the city's lagoon. The Buddha statue, meant to brighten the world with the light of virtue, is in disrepair and has his eyes faded out. There are only two entrances to the city, one being the sea route where one must pass by the Buddha statue, and the other entrance is the overland bridge, where nooses hang from as a warning to outsiders. To the city's south is the Roanapur Harbor, the Roanapur Wharf, and the shipping yard, where ships dock for importing and exporting goods. The Lagoon Companydock building is located in this area where their boat, the Black Lagoon, sits at port. In addition, there are many warehouses on the city's outskirts where individuals, businesses and syndicates can pick up goods that they ordered. Land prices are quite cheap in Roanapur, and many abandoned buildings like factories are located oBougainvillea Trade Company is a front business for Hotel Moscow's Thai branch, and the building, located on Satanam Street, serves as Balalaika's office and base of operations. The company has legal cover in its transport dealings on ships such as the Marya Zaleska and the Nefrit.

Rip-Off Church

Rip-Off Church is a Catholic church located atop a hill on the outskirts of Roanapur. Although its members dress in Catholic religious garments, the church in reality is a front for a weapons and drug smuggling operation headed by Sister Yolanda with assistance from Eda and Rico. Mister Chang personally allows Sister Yolanda as the only non-Triad affiliate to sell weapons in Roanapur, showing good relations with the Hong Kong Triad. Moreover, the Church also has a large network of informants for intelligence gathering throughout the city, and they have connections to the Ramsap Inn. Eda, being a CIA agent, reports back to her superior in Langley since foreign and economic intelligence gathering in Southeast Asia is reserved for Eda's branch. The CIA is one of the Rip-Off Church's frequent clients.

Jackpot Pigeons

Jackpot Pigeons is a strip bar located on Rachada Street. It is owned by Rowan "Jackpot" Pigeons, who also sells pornographic films there, including illegal snuff films and child sexual exploitation films.Likewise, the female employees tend to wear exposing clothing with some arriving as trafficking victims from various countries (the same conditions of many prostitutes in Roanapur). For example, the performer Emushira is from Bosnia.

The Golden Swingin Night Club

The Golden Swingin Night Club, located on Hamipong Street, is a restaurant and nightclub owned and operated by Mister Chang as a front for the Hong Kong Triad in Roanapur. Chang occasionally uses the establishment as a hosting place for Council summits between the cities' crime bosses to figure out and discuss problems in Roanapur.

Hot River Film Company building

The Hot River Film Company building is a corporate office in Roanapur that is owned by Hot River Film Company, a cable television provider and Hong Kong Triad front. The building is empty of film equipment and production, and it is solely used as an occasional office for Mister Chang because most of the company's production collaborations take place in the Bangkok branch.

Sawyer's workplace

Sawyer's workplace is where Sawyer the Cleaner receives corpses or living people to dispose of, being commissioned often due to the high frequency of murder in Roanapur. The inside of her disposal area mimics that of a morgue insofar as there is a mortuary table and surgical tools, and she also has meat hooks like those of a butcher shop and a large freezer room for storing bodies.n the outskirts as well.

Revy is a Chinese-American,slightly tan-skinned woman who appears to be in her mid to late twenties. She is 165.6 centimeters tall (or 5'5") and has upper back-length burgundy hair (brown hair in the manga) that she typically keeps in a low loose ponytail, including rather large bangs falling onto her forehead on either side along with two shoulder-length side locks framing her face. Moreover, she has amber-brown eyes, a tribal tattoo on her upper right arm that reaches all the way up to her neck, and a slightly muscular build that she does not conceal in the least. Main Outfit Her wardrobe typically consists of a black tank top that leaves her stomach exposed, very short cut-off jeans (turned into denim shorts) that she never bothers buttoning up since she uses a U.S. Army webbing belt to keep them up instead, a pair of U.S. military jungle boots without socks, and a pair of black fingerless gloves. Revy also sports a pair of brown leather cross-draw shoulder holsters to store her twin Berettas in whenever she is not using them. She has stated on at least one occasion that she dresses in short clothing because such clothes are easy to move in and do not cause her to overheat, rather than because the outfit is revealing.[6] Revy is a troubled, loud, rude, sarcastic, deadly, competitive, short-tempered, cynical and considerably aggressive person. Out of all the characters in the series, Revy has the foulest language, which she uses to externalize some of that aggression. She is also a heavy smoker and drinker. She's usually confident, but in rare events, she also doubts herself. Unsurprisingly, given the aforementioned traits, Revy is undiplomatic, believing in the use of brute force and coercion to get her way. Revy is merciless and sadistic, and is thus more than capable of killing anyone, even towards unarmed civilians. That said, despite her merciless nature, she is also capable of being humorous and witty; she can be quite a talker when she is not mad.

Rock is a fair-skinned, Japanese ex-salaryman with a skinny build and a height of 173 centimeters (or 5'8"). His black hair has fringe on the right side, and he has brown eyes. Eda, who likes to tease Rock, defines him as "handsome," but little is known about how others perceive his physical appearance beyond noticing his grooming. In the manga, Rock's employee information shows that he was born in August 1974, making him 20 years old at the beginning of the manga series (early 1995). In contrast, the anime shows that he was born on August 21, 1970, making him 24 at the anime's beginning in 1995 (though his employee certificate erroneously says 25 as his age). Rock is a humble and good-natured person despite being on the business end of guns from friends and foe alike. Initially, he is often surprised at the barbarity of the international criminal underworld. Although in the criminal world, he maintains his business persona by wearing his business outfit. He is not a fighter in any way, but rather a pacifist who prefers to use words over weapons when interacting with the hostile people encountered on the job.He retains a strong sense of right and wrong, trying to hold on to and share his beliefs with others in Roanapur. He is often shocked and horrified by how people suffer from the injustices of the criminal underworld despite his best efforts, wearing him down as the series progresses. Although physically weak and unarmed, Rock has shown tremendous courage to stand up for himself, others, and for what he believes is right as seen when he clashes with other characters over their immoral actions, especially Revy. Despite not being adept at combat, he is significantly faster and stronger than he looks, as he was able to disarm Revy after she tried to execute him at point blank range, and take a punch from her in the face without so much as flinching.

Dutch. He is a heavily muscled African-American man who is 194 centimeters (or 6'4") in height. Dutch appears to be in his 30s and is completely bald, has brown eyes and an almost-full, black circle beard with the upper lip shaven. Additionally, he wears a moss green flak-jacket over a tank top, military fatigues, U.S. military jungle boots, a belt with a sabertooth tiger skull emblem on the buckle, three gold earrings on each ear, and a pair of circular sunglasses, as his eyes are never shown except through the lens. Whenever he is relaxing, Dutch usually removes his flak-jacket. He carries a Smith & Wesson 629 revolver with him as well as wielding a Remington shotgun on occasion. Dutch tends to stay away from the fighting associated with Lagoon Company's activities. Instead, he gives orders and negotiates contracts with clients, usually Balalaika of Hotel Moscow. However, Dutch is very capable in combat if need be. He is a calm, easygoing character, and most of the time, is quite friendly. He is also displayed as a mentor figure towards Rock. Dutch is also highly pragmatic; during the group's assault on the neo-Nazi ship, he calls out Revy for taking her anger out on non-combatants, going so far as to compare her to the mass murderer Charles Whitman. He doesn't particularly care about the civilians' lives, but having one of his employees going around killing whomever she pleases makes his company come off as disorganized and unprofessional, and that is something that he will not tolerate. He also avoids taking high-paying but dangerous jobs because those kinds of jobs are a quick way to get killed. Dutch represents the strongest level-head in the group; where Revy overreacts and becomes violent and where Rock and Benny freak out, Dutch remains calm, cool, and collected even in the most dangerous situations.

Benny is a young man of a Jewish-American background. He has a skinny build, a height of 181.5 centimeters (or 5'11"),pale skin, green eyes, and very thin facial hair around his jaw. Additionally, he has long blond hair tied into a ponytail in the back and large bangs, although in Chapter 77 onward he started to let his hair fall back into a short mullet instead of donning the ponytail. He wears thin squarish glasses and almost always wears an orange Hawaiian shirt with a green leaf pattern, as well as tan pants and white sneakers. Personality Benny works as the Lagoon Company's mechanic, computer specialist, and researcher, having excellent knowledge and skills pertaining to machines, electronics, and hacking. Benny has an easygoing and non-violent personality: he readily admits to Rock that the two of them are not gunfighters in any way, shape, or form, and the two become friends. Unlike Rock, however, Benny is hardened to the job and is willing to turn a blind eye to Revy and Dutch's more morally questionable methods. He is also a realist when it comes to dealing with the injustices of the world and tried to toughen up Rock when he could not bear what happened to other people like Hänsel and Gretel. At one point, Dutch even tells Benny that there is something lurking deep down inside the latter, which can mean that there is a darkness with him that has yet to be seen.

Eda is a young, Caucasian-American woman who is 165.6 centimeters (or 5'5") in height with waist-length blond hair, pale skin, and blue eyes. She is always seen with angular pink sunglasses even with her nun's habit, and she is often seen smoking and sometimes chewing gum. When she is not in her nun's habit, she wears a green miniskirt, a white belt, and a tight pink tank top that shows off her well-endowed figure. On her upper right arm is a tattoo of a cross moline crucifix with two human skulls facing away from the cross. The tattoo slightly varies in each media appearance; for example, the crucifix may have a halo or heraldic ribbon above, and in some chapters there are different objects surrounding the crucifix, such as thorns or an upside down dagger. Eda is well-trained in intelligence and firearms thanks to her CIA training. Nonetheless, Eda has a quick temper and is impatient when a situation does not go as she planned. As a professed woman of God, she frequently cites Bible verses throughout the series. Eda also frequently teases Revy about her relationship with Rock, occasionally asking her if she finally engaged in sexual intercourse with him and also flirting with Rock whenever she sees him. She is a fervent American nationalist highly loyal to the U.S. CIA in particular, once taunting Mister Chang by telling him that the United States owns the whole world (although she does not like the U.S. NSA).Like Revy and many of Roanapur's denizens, Eda has also expressed racial insensitivity, including referring to Hispanic people as "cholos" and calling the Asian woman Le Majeur "slant eyes."
