   Dutch: Appearance= He is a heavily muscled African-American man who is 194 centimeters or 6'4" in height. Dutch appears to be in his 30s and is completely bald, has brown eyes and an almost-full, black circle beard with the upper lip shaven. Additionally, he wears a moss green flak-jacket over a tank top, military fatigues, U.S. military jungle boots, a belt with a sabertooth tiger skull emblem on the buckle, three gold earrings on each ear, and a pair of circular sunglasses, as his eyes are never shown except through the lens. Whenever he is relaxing, Dutch usually removes his flak-jacket. He carries a Smith & Wesson 629 revolver with him as well as wielding a Remington shotgun on occasion. Personality= Dutch tends to stay away from the fighting associated with Lagoon Company's activities. Instead, he gives orders and negotiates contracts with clients, usually Balalaika of Hotel Moscow. However, Dutch is very capable in combat if need be. He is a calm, easygoing character, and most of the time, is quite friendly.

2. #2Benny

   Keys: Benny

   Benny: Appearance= Benny is a young adult man of Jewish-American descent. He has a skinny build, a height of 181.5 centimeters or 5'11", pale skin, green eyes, and very thin facial hair around his jaw. Additionally, he has long blond hair tied into a ponytail in the back and large bangs. He wears thin squarish glasses and almost always wears an orange Hawaiian shirt with a green leaf pattern, as well as tan pants and white sneakers. Judging from his appearance, Benny could be in his mid 20s to early 30s. Benny works as the Lagoon Company's mechanic, computer specialist, and researcher, having excellent knowledge and skills pertaining to machines, electronics, and hacking. He also functions as the driver of the Lagoon Company's car. Additionally, he can also steer the Lagoon Company's PT Boat Black Lagoon when Dutch is not piloting it. Benny also tends to be possessive of his computers and does not let anyone else touch them. Benny has an easygoing and non-violent personality.

   Keys: PT boat, Black Lagoon

   The Black Lagoon is an Elco 80-foot PT boat, a fast, agile patrol torpedo boat used by the U.S. Navy. Powered by three Packard 4M-2500 engines, it could reach speeds of up to 41 knots. PT boats excelled in coastal raids, reconnaissance, and anti-ship operations. Its lightweight wooden hull enhanced speed and maneuverability, making it a versatile asset. Most historical armaments such as the mounted machine guns and depth charges have been removed from the boat.

4. #4Lagoon Company

   Keys: Lagoon Company, Lagoon Traders

   The Lagoon Company, also called Lagoon Traders, is a for-hire shipping, smuggling, and pirate service in Roanapur favored by various criminal organizations for locating and retrieving or smuggling items. Including the leader, the company is comprised of only four members who met under unlikely circumstances and have starkly different backgrounds. The company gets its name from their boat Black Lagoon. The Lagoon Company has two bases, with one being at the company office on the second floor of a business complex building where the company has a residence rented for meeting with each other. The second base is the dock house at the harbor where the Black Lagoon is stationed. Additionally, the company has warehouses at the Roanapur harbor where they hold shipments for clients. Whereas the two bases are mainly used as Dutch and Benny's residences, Rock and Revy have their own respective places elsewhere. The Lagoon Company engages in piracy to raid ships of their cargo on behalf of criminals, but they also ship various goods for criminals including but not limited to weapons, alcohol, human beings, and other contraband. Although the company uses the Black Lagoon for water transportation, Benny drives the other members around town using his car.

5. #5Lagoon Company office

   Keys: Office, Base, Company House

   The building and office's windows are covered with iron window guards while the first floor and elevators have iron security grilles for doors. In the Lagoon Company office, the brown doors in contrast are wooden, and likewise the residence's baseboards and crown moldings are brown. Moreover, the walls are painted grayish cyan while the hard floor is a teal color. Additionally, the office's entrance door has a shopkeeper's bell.

   Inside the living room are two blue couches opposite of each other with a rectangular coffee table in the middle, and to the right of the entrance on the wide side of the table is one blue armchair. There are three blind-covered windows opposite of the entrance and a potted plant to the right of the entrance, and to the entrance's left is a countertop cabinet and a small, white slat chair in the corner. Immediately to the right when a person enters the office is a bulletin board with a corded telephone to its left, and behind the armchair is a small kitchen area with a thin false wall near the armchair. In the kitchen area are the refrigerator, cupboard and kitchen counter, and on the walls near the kitchen entryway are two doors, one leading to the computer room.

6. #6Lagoon Company dry dock

   The Lagoon Company owns a dry dock to dock their boat Black Lagoon as well as an extra place for storing goods like shipments and weapons. It is located at the Roanapur Wharf. The dry dock building serves as one of two bases for the Lagoon Company, the other being the Lagoon Company office.

   The dry dock building is a two-floored building with its walls and roof made of corrugated metal. The first floor is mostly the dry dock area where the water vessel and other storage items are stationed under roof cover. Inside the dock area, there is a staircase leading to the second floor's backdoor. Likewise, there is another staircase leading to the entrance door on the other side near the city streets. On the second floor, there are two green couches, a rectangular coffee table, a few lockers, a shelf with Dutch's alcohol, a shelf-adjacent table with radio communication equipment, and a small area with Benny's desk, computer, and a shelf with electronic equipment.

   Keys: Roanapur

   Known for its rampant crime and corruption, Roanapur is a haven for mercenaries, smugglers, and international crime syndicates. Roanapur thrives on the black market, with its economy driven by illicit trades ranging from arms dealing to drug trafficking. Despite its chaotic nature, the city has a dark allure, featuring gritty streets, seedy bars like the infamous Yellow Flag, and a dangerous yet vibrant underworld. It embodies a brutal, no-holds-barred survival atmosphere where only the cunning and ruthless thrive.

8. #8Hotel Mosscow

   Keys: Hotel Moscow

   Hotel Moscow is a powerful and disciplined Russian crime syndicate. Operating out of Roanapur, it is one of the most influential and feared organizations in the region. The syndicate is led by Balalaika, a former Soviet Army captain, whose strict military background shapes the group's hierarchical and strategic operations. Known for their ruthless efficiency, tactical precision, and unwavering loyalty to their leader, Hotel Moscow dominates arms trafficking and other criminal enterprises. Their presence commands respect and fear, making them a dominant force in Roanapur's criminal underworld. Hotel Moscow uses the Bougainvillea Trade Company as a front business for storing her money as well as for foreign travel with ships like the cargo ship Marya Zaleska and the Nefrit, serving as legal covers for their activities. In addition to owning ships and powerful firearms, the Thai branch of Hotel Moscow even possesses a Mi-24 gunship. The Thai branch did not exist until 1993. Predating that year, Balalaika and her unit were airborne troops until Balalaika was discharged in 1989 at the end of the Soviet-Afghan War since she violated an international cross-border agreement to save a child.

   When Hotel Moscow came to Roanapur in 1993, there was a shootout between the Hotel and the Triad in November, resulting in both leaders being wounded but surviving the ordeal. Peace was brokered between the two bosses thanks to Dutch's intervention, and the Russian and Chinese mafias have more or less been on good terms.

9. #9Balalaika

   Keys: Balalaika

   Balalaika is a commanding and fearsome leader of the Russian crime syndicate Hotel Moscow. A former Soviet Army captain and Afghanistan War veteran, she carries her military discipline and tactical prowess into the criminal underworld. She is easily recognizable by her distinct appearance—long blonde hair, sharp features, and the burn scars that cover the left side of her face and neck—a legacy of her military service. Often seen in a tailored military-style outfit or business attire, she carries herself with an air of authority and cold confidence. Balalaika is known for her sharp intellect, ruthless methods, and unwavering loyalty to her subordinates. She exudes an aura of authority and control, earning respect and fear from allies and enemies alike as she enforces her will with brutal efficiency. As a legitimate business name for her company and for diplomatic travel, Balalaika uses the alias V.V. Vladilena

    Mr. Chang is a charismatic and enigmatic character, serving as the leader of the Sun Yee On Triad in Roanapur. A former Hong Kong police officer turned crime lord, Chang is known for his calm demeanor, sharp intellect, and exceptional combat skills, particularly with firearms. He is highly respected in Roanapur’s criminal underworld for his strategic mind and professionalism, often favoring diplomacy and calculated moves over brute force.

    Chang's appearance is both stylish and imposing. He is typically dressed in a sharp white suit and sunglasses, exuding a cool and confident aura. His sleek black hair and ever-present cigarette add to his refined yet dangerous persona. As both a negotiator and a deadly marksman, Chang embodies a blend of sophistication and lethal efficiency.

11. #11Hong Kong Triad

    The Hong Kong Triad in Black Lagoon is a powerful and well-organized crime syndicate operating within Roanapur. Led by the suave and tactical Mr. Chang, the Triad is a dominant force in the city’s criminal underworld, specializing in arms trafficking, smuggling, and other illicit activities. Unlike many other groups, the Triad prefers strategic maneuvers and diplomacy to maintain control and foster alliances, though they are unrelenting when their authority is challenged.

    The Triad is structured so that each branch has a boss, with the boss referred to as "eldest brother" by members below him, also applying to lower members who must refer to higher-ranking members as "elder brother" or "dailo". There are also certain administrative titles for high-ranking bosses, such as Chang being bestowed with the honorific title of "White Paper Fan" or Pak Tsz Sin. Members of the group commonly speak Cantonese.

    The Hong Kong Triad has global influence and several branches, including a New York branch (with the front business Oriental Mystic Collection or OMC), the Thai branch in Roanapur and Bangkok, and the base in Hong Kong, where a person named Zhuang Dai-Long approves orders for the other branch leaders. In Thailand, the Triad controls several businesses and makes other profits from the red-light districts in Phuket and Pattaya. Two of the Triad's front businesses in Thailand include the Hot River Film Company and The Golden Swingin Night Club, the former of which Chang uses as one of several offices, and the latter of which he uses as a location for Council summits between Roanapur's crime lords. Among the city's bosses, Chang is the leader of the Council.

    When Hotel Moscow came to Roanapur in 1993, Mister Chang got into a shootout with the Thai branch's leader Balalaika in November, resulting in both leaders being wounded but surviving the ordeal. Peace was brokered between the two bosses thanks to Dutch's intervention, and the Russian and Chinese mafias have more or less been on good terms.

12. #12Cosa Nostra

    Keys: Cosa Nostra

    Cosa Nostra , also commonly called the Sicilian Mafia or sometimes the Italian Mafia, is a large international group of Sicilian organized crime based in Palermo, Sicily. They have a branch in Roanapur which was formerly operated by Verrocchio and is currently operated by Ronnie the Jaws. Under Verrocchio's tenure, his branch was referred to as the Verrocchio Family.

    The crime syndicate is led by a body of various families in Sicily informally known as the Cupola. In Palermo, one of Cosa Nostra's leaders is an unseen man named Don Monteverdi. In Roanapur, the Thai branch uses Visconti Food Service (also called Visconti Foods) as a front business and base in Thailand. The leaders of each branch must ultimately get approval from Palermo for any major actions or alliances. Among all ranks and branches, members are required to uphold the omertà, a Southern Italian code of silence and code of honor that forbids ratting out fellow members and emphasizes non-cooperation with the authorities and outsiders when being questioned about illegal activities.

    Furthermore, Cosa Nostra is one of four crime syndicates that is a member of Roanapur's Council of liaison between the Italians, the Hong Kong Triad, Hotel Moscow, and the Colombian Cartel. Despite their primary base in Sicily, Cosa Nostra gangsters were initially referred to as Italians because they in general are Italian nationals. The Sicilian Mafia's criminal activities in Roanapur include murder, drug trafficking, protection, child exploitation, money laundering, and match fixing.

13. #13Ronnie the Jaws

    Ronald , also known as Ronnie the Jaws, is Verrocchio's replacement as the boss of Cosa Nostra's Thai branch after Verrocchio's murder at the hands of the twins Hänsel and Gretel. Ronnie wears braces, hence his nickname.

    Ronnie is a young Sicilian man with dental braces, a skinny build, short blond hair slicked back, and pale skin. Although seen wearing a yellow suit in the anime, he is fond of wearing striped suits in the manga. He carries a Beretta 8045 pistol for a weapon, though he has not been seen firing the gun.

    He has a cooler head than the last boss Verrocchio, but he is still plenty arrogant and foolish, on one occasion bragging that he owns a $300,000 chair. Like other mafia bosses, Ronnie has a predilection for torture, with a monkey wrench being one of his favorite tools. He has even threatened to torture or kill his own subordinates if they do not carry out his orders correctly, primarily due to pressure from his boss Don Monteverdi in Palermo. Despite his brutality and rudeness towards both outsiders and his own associates, Feng Yifei describes him as surprisingly understanding and genuinely enjoys working for him.

    Balalaika and Mister Chang seem to dislike him and his immature way of handling serious business. He does not hold much respect for Abrego either and treats him rudely despite being the newest amongst members of those holding the most power in Roanapur. Revy says that his group is almost as vicious as Hotel Moscow, and he has slowly built an alliance with the Albanian Mafia.

14. #14Colombian Cartel

    Keys: Cartel, Colombian Cartel

    The Colombian Cartel, also blended in with the Manisarera Cartel is a Colombian organized crime syndicate based in Latin America, particularly in Bucaramanga, Colombia. The Manisarera Cartel, which was a separate cartel in the manga, was based in Venezuela.

    The Colombian Cartel is led by Boss Pasturia, also called "jefe" by his subordinates. In Roanapur, the Thai branch of the cartel was led by Abrego, who was later replaced by Gustavo. Among Roanapur's crime syndicates, the Colombian Cartel was one of four groups that used to be a member of the Council of liaison between the Colombians, Hotel Moscow, the Hong Kong Triad, and Cosa Nostra.

15. #15Nuevo Laredo Cartel

    Keys: Nuevo Laredo

    The Nuevo Laredo Cartel is a Mexican crime syndicate and branch of the Gerolamo Familia, a crime syndicate based in Florida. Although based in Mexico, they also operate internationally. In the Thai branch in Roanapur, which is led by Fernando Lobos, the enforcer Elvis attempted to create counterfeit U.S. bills by hiring Janet Bhai and her partner Theo to make perfect counterfeiting plates.

    The Nuevo Laredo Cartel is ultimately commanded by a man known as Jefe Guerrera, who is based in Mexico. The group is heavily involved in drug trafficking and is allied with the powerful Mexican cartel Los Soldados. On the other hand, Don Gerolamo is the leader of the overarching eponymous Gerolamo Familia. Furthermore, the group is invested in money counterfeiting and uses political corruption as demonstrated when Don Gerolamo visited Washington, D.C. to discreetly meet with U.S. Senator Jack Bonham.

16. #16Fernando Lobos

    Keys: Fernando Lobos

    Fernando Lobos, more commonly known as Lobos, is the current boss of the Nuevo Laredo Cartel's Thai branch in Roanapur. He tried to advise Elvis when the latter came to the city in order to produce counterfeit money by obtaining a functional counterfeiting press from Jane.

    Lobos is an older Mexican man with a stocky build and tan skin. He has short dark hair with thicker hair in the back and a thick mustache and chin beard. He wears a brown suit with a green dress shirt and a turquoise-jewel necklace.

17. #17Gustavo

    Keys: Gustavo

    Gustavo is a member of the Colombian Cartel's Thai branch. He later replaced Abrego as the Thai branch's leader.

    Gustavo is a tall and slender adult man. He has long dark hair tied into a ponytail, and he has a thin, pointed mustache with a bushy chin goatee beard. He is seen wearing suits, and he uses an Astra A-95 pistol for a weapon.

18. #18Roanapur City Police

    Keys: RCP, RCPD, Police

    The Roanapur City Police, also known by its acronyms RCP and RCPD, is the police force in Roanapur, Thailand. They are based at the Roanapur Police Station.

    Structure The Roanapur City Police, whose current leader is Chief Watsap, are overseen by a government commission and have to answer to the Royal Thai Police headquarters as well as inspectors from the disciplinary board. In emergencies, the police can call other forces of the Royal Thai Police, but Roanapur officers avoid calling for outside help since government organizations would immediately see the corruption rampant among the Roanapur Police and sack them. The Royal Thai Police in the city are Roanapur's branch of the Crime Suppression Division used for investigating and combating various criminal offenses and/or threats to the city.

    Uniforms and equipment Roanapur's police officers are seen with two different types of hats, with officers of high-rank or those at the police station wearing Royal Thai Police peaked caps, and the remaining patrol officers wearing rounded traffic helmets. Besides the headgear difference, all officers wear tan double-pocketed police uniforms with police duty belts that include a standard-issue handgun holster on the right hip. The RCP's cruisers have the station's insignia and "Roanapur City Police" painted in English on the side. Some police automobiles also display the Crime Suppression Division insignia, as seen during the tense peak of the bounty hunt for Hänsel and Gretel. Throughout the series, Roanapur cops are frequently seen with pistols, revolvers, and rifles. In the police station's armory are various shotguns and seized weapons such as rocket launchers, and they are also armed with typical riot gear like shields and riot helmets.

    Location The Roanapur Police Station is three floors high, and the exterior has signs in English and Thai. Additionally, the front entrance has two glass double doors. On top, the roof has a few ventilation systems and is adorned with several flags (including the Flag of Thailand and the RCP flag).

    Chief Watsap, often just called Watsap, is the chief of the Roanapur City Police. Watsap is an adult Thai man with a pencil-thin mustache, tan skin, and a small belly bulge. He wears a white police hat with a black brim and the symbol of the Roanapur City Police, in addition to wearing a double-pocket khaki police uniform with black shoulder marks. He is seen carrying a black baton for a weapon.

    The Central Intelligence Agency, often referred to by its acronym CIA, is one of the United States federal government's foreign intelligence agencies responsible for gathering overseas intelligence and performing covert operations abroad for foreign policy and national security purposes.

    The Agency is led by the Director of Central Intelligence, and all employees ultimately answer to the director. The second highest rank is the Deputy Director, a position that was once held by Darryl Lansing. Additionally, the CIA's headquarters is the George Bush Center for Intelligence on the eastern coast of the U.S.A. in Langley, Virginia. There are several departments tasked with certain types of intelligence and analysis, including the Intelligence Headquarters' Second Department led by Richard Ravencroft. The CIA shares its findings and intel with other intelligence agencies, with the President of the U.S.A., and with the United States Armed Forces. Case officers are usually stationed in the United States and in offices across the globe, and they give orders to field agents who carry out actions such as spying, maintaining informant ("asset") networks, and other various tasks.

    Keys: network, The Council, Council

    The Council, initially translated as the Network, is the liaison committee made up of the branch leaders of Roanapur's four most powerful crime syndicates: the Hong Kong Triad, Hotel Moscow, Cosa Nostra, and the Nuevo Laredo Cartel, the last of which took over the Colombian Cartel's seat. Among the bosses, Mister Chang of the Triad is the one who leads the meetings and summons the other three leaders whenever there are threats to their business interests, when there is a problem involving major bloodshed in the city, or both. As of 1997, the fourth and current Council is led by Mister Chang, Balalaika, Ronnie the Jaws, and Fernando Lobos.

22. #22Yellow Flag

    Keys: The Yellow Flag, Yellow Flag Bar

    The Yellow Flag, sometimes called the Yellow Flag Bar, is a bar owned by Bao, which he opened up after settling in Roanapur after the Vietnam War. Accordingly, the bar is named after South Vietnam's yellow flag.

    After defecting from the ARVN near the end of the Vietnam War, Bao went to Roanapur in Thailand, where he and a fellow Vietnamese friend founded the Yellow Flag in 1978, and the bar also took in other fugitive AWOL soldiers. According to him, from the bar's founding to mid-1996, the Yellow Flag has been partially trashed a total of fifteen times and totally destroyed six times, with some of the incidents involving Revy. Bao is a neutral man in Roanapur and accordingly provides information about the city's various crime syndicates to anyone who is willing to pay the right price for it. Many thugs in Roanapur visit the establishment and start fights there, and due to the violent nature of Roanapur and the frequent shootouts, the bar has a built-in bulletproof steel plating installed, which can withstand .50-cal ammunition. Unlike various other businesses in Roanapur, the Yellow Flag is located in neutral territory and is not associated with any crime syndicate.

    At one point, Bao started a no-weapons policy at the bar, but on the first day that the rule took effect, robbers took advantage of the policy to rob unarmed customers, prompting him to immediately revoke the policy. Additionally, Bao frequently hires Sawyer the Cleaner's company to clean up blood stains and even corpses on occasion as a result of the bar's gunfights. The Yellow Flag also has a Vietnamese cook, Nhân, affiliated with Bao.

23. #23Bao

    Keys: Bao

    Bao is the bartender and owner of the Yellow Flag. He often feels harassed by the Lagoon Company, especially Revy, for messing up his bar whenever the Lagoon crew gets into a fight with another party and reminds Revy to pay for the damage she causes, which she always avoids doing.

    Bao is an adult Vietnamese man with a skinny build and tan skin. He has short, straight black hair and a pencil-thin mustache, and he is 170 centimeters (or 5'7") in height. He wears a black bartender vest over a white dress shirt and black pants and shoes. He also has a tattoo on his right bicep. Additionally, Bao carries a Remington shotgun for self-defense.

    Bao commonly expresses his feelings in a stern manner. He has great suspicion and indignation toward newcomers to the bar since they usually try to pry for new information. Bao himself usually stays quiet when mafia men come to the bar since he benefits from hearing new information which he can sell off to others.

24. #24Bougainvillea Trade Company

    Keys: Bougainvillea Trade Company

    Bougainvillea Trade Company is a trading company that is the front business for Hotel Moscow's Thai branch in Roanapur. The building is located on a corner of Satanam Street, and the place serves as Balalaika's base of operations.

    Two cargo vessels that the company uses for shipping supplies and weapons are the Marya Zaleska and the Nefrit. The company's building in Roanapur has a sign showing the company's name in both Russian and English. On a higher floor, Balalaika's office is a large room with several windows, a wide bookshelf, a brown office table and adjacent gray-blue leather executive chair, one ceiling fan, a gray pedestal with flowers sitting on top, a rectangular coffee table in the middle of the room, and two oppositely-placed crimson chesterfield-style couches. In addition, there are two lamps in the room; one is a stained-glass dome lamp near the door, and another is a small bell-lampshade table lamp on Balalaika's desk.

25. #25Jackpot Pigeons

    Jackpot Pigeons is a strip club and nude bar located in Roanapur on Rachada Street. It is managed by Rowan "Jackpot" Pigeons, whose nickname is derived from his club's name.

    Jackpot Pigeons offers basic strip club services, and the business orders alcohol from the Lagoon Company to meet their demand. In addition, the joint also hosts S&M shows, and Revy even participated in one as well as doing another performance in "The Wired Red Wild Card". Behind closed doors, Rowan also possesses and sells both legal pornography and illegal black market films, including child sexual exploitation films and snuff films.

26. #26The Golden Swingin Night Club

    Keys: The Golden Swingin Night Club

    The Golden Swingin Night Club is a nightclub and restaurant managed by the Hong Kong Triad under Mister Chang. The business is used by Chang as a front business as well as a place to host occasional Council summits between the four main crime lords of Roanapur.

    The building is located in the Hong Kong Triad's territory near Hamipong Street, and the exterior is a tall glass-windowed building with neon signs of the nightclub's name in English and Traditional Chinese characters. The Chinese signs on the outside also advertise that the nightclub serves food and alcohol.

    The Roanapur Public Cemetery is a cemetery in Roanapur maintained by Bunny the Undertaker with assistance from The Undertaker No. 2.

    The cemetery was originally maintained by Bunny's father, who was a Catholic priest. Although the cemetery almost always hosts Christian burials, the graves contain people from various backgrounds all over the world, and the cemetery is primarily a front for hiding the bodies of disappeared people. The entrance has an arching sign with "Roanapur Public Cemetery" written in English, and the fences also have zebra decorations. Throughout the graveyard are various Christian graves and tombstones, some adorned with statues such as angel statues.
