Anyone who violates the laws of the City or attempt to further discover the Head's identity quickly and quietly disappear, never to be seen or heard from again. They handle managing and granting patents for Workshop technologies. For dealing with threats or securing dangerous artifacts, the Head has Arbiters of the Head, Executioners of the Claw, and Fixers. If any sign of rebellion is shown, or if technology the Head takes an interest in is held by another corporation, these soldiers are sent in to silence all opposition. Being the leader of all Wings, they oversee all activities and events through the Beholders of the Eye. Arbiters of the Head are agents who use Singularities whose power can lay waste to an entire Wing.)
