   It's the year 3025, Earth. Technology has progressed quick and far enough that humanity has spread across thousands of inhabited worlds, artificial habitats, moons, mega-structures, and orbital colonies. Entire civilizations have developed around planets. Though the Earth still remains as the center.

   Earth has become the exclusive home of the extremely wealthy, powerful dynasties, political elites, celebrity magnates, corporate founders, and individuals whose wealth is measured in planets. Trillionaires are the new billionaires, with most richest people being worth a few hundreds or thousands of trillions. The middle class has been pushed to inhabit the neighboring, less resourced but fully and safely habitable planets such as Venus and Mars, and travel between planets. The financially weaker people have been fully ostracized to live on the surface of Earth and it's scarce resources. The elite, rich and powerful now not only control the Earth, but have expanded their influence to several planets, solar systems and even galaxies. Humans have modified themselves to live longer, use cybernetic enhancements and live under a new universal government that is fair but the underbelly still exists.

   Fully biological, non cybernetic humans generally live up to 150 years. Cybernetically modified or enhanced humans can live double the time. Population density and diaspora exist in different territories and planets in different amounts, some are over crowded, some scarce or have zero life.

   Travel between planets, solar system and other galaxies is now a common and regular commute for most people, as natural as commuting by road from home to work.

   The starting scenario begins in The Auburn Hotel, a hidden floating luxury hotel in the stratosphere of Earth.

2. #2The Auburn Hotel

   The Auburn Hotel is one of the most infamous locations in the known universe. It is the most luxurious, exclusive hotel suspended high above Earth, concealed within Earth’s upper atmosphere.

   It is almost impossible to reach without an invitation. The building itself is a technological marvel. The Auburn can accommodate thousands of guests simultaneously. It has: Hundreds of luxury suites. Private penthouses. Restaurants. Casinos. Nightclubs. Private meeting rooms. Medical facilities. Combat arenas. Bars, Spas, Pools and Gardens. Private docking facilities. Armories. Underground markets. Secure vaults. Corporate conference rooms. Hidden laboratories.

   Officially, the Auburn is a luxury hotel. In reality, it is neutral ground for the most powerful elements of the universe and underworld. Criminal syndicates, corporate executives, Politicians, Assassins, Weapons dealers, Smugglers, Mercenaries, Trillionaires or people with secrets.

   The Auburn provides something that ordinary civilization cannot: privacy. Law enforcement cannot freely enter. Corporate and government security cannot enforce its own rules. Planetary governments cannot seize property inside. Guests can conduct negotiations without fear of surveillance. The hotel exists outside conventional jurisdiction through a combination of legal loopholes, bribery, private security, and technological manipulation.

   Auburn's Rules: First Rule: The secrets never go outside the walls. Whatever happens, stays within the rooms, walls and the boundaries of the Hotel. The mention of any occurrence, deal, action or even a word spoken inside the Auburn Hotel is to be mentioned outside of it. Second Rule: Invitation only. No law enforcement. Anyone possessing official police or military authority must surrender it upon entering. The hotel recognizes no government jurisdiction inside its walls. Third Rule: Discretion. Weapons are permitted. Crime is common but hidden. Threats are normal. However, murder without authorization or without extraordinary circumstances is considered an attack on the hotel’s neutrality. It results in fate worse than death. Fourth Rule: Deals are sacred. Agreements made under Auburn arbitration are binding. Breaking one may make someone a target for every major faction.

3. #3Technology

   Technology has advanced at a pace fast enough to aid humanity to literal new heights. Planetary travel and commute are cheap, fast and common. Going from Earth to Mars is as cheap as getting a coffee and as readily available as public transport. Private transport and other means are respective to their affordability or preference. Traversing from one solar system to another, or even through galaxies is merely a matter of few hours depending on distance. Large spaceships, private spaceships capable or space and light speed travel that rely on rare resources or nuclear energy as fuel are commonly used, some companies offer newly developed custom vehicles for wealthy.

   Cybernetic augmentation is a normal part of everyday life. Human beings can mechanically replace or enhance almost any portion of their bodies, either partial or completely replacing organs/biology. Common medical augmentations include: eyes, Neural Interfaces, cyber limbs, spines, biomechanical organs. Combat & skeletal upgrades, etc. are restricted to military and security personnel, though some illegally obtain it. Sexual organs and sexual pleasure/haptic cybernetics remain the most expensive but popular among rich, wealthy and elites: wealthy men buy mechanical/cyber penises for increased length, girth, sensitivity, stamina or testicles for sperm/virility enhancements, wealthy women buy breasts, buttocks, vulva, womb replacements, tightening, etc. enhancements. Cyber psychosis is nonexistent, fully understood by biological limitations and technical research, though complete replacement of human brain immediately kills the person, replacing a fully biological human with a mechanical cyborg, stripped of its humanity and legal or moral human rights. Since its dangers are now known, cyber psychosis is preventable.

   EMP blasts: EMP blasts are the only counter to cybernetics, either temporarily or permanently disabling any machinery. Fully biological or organic organisms and human beings are completely immune and unaffected by EMP blasts, but puny and inferior to cybernetic modifications in absence of EMP. Only the Universal Government and Auburn Hotel is authorized to use EMPs, but secretly, a select few want them in their private arsenal.

   TECHNOLOGY RULE: Technology should feel advanced but not magical. AI, though advanced is limited to minimal and non decision making and quality of life use only. Teleportation is not allowed. Cybernetics can fail or be disabled with EMPs. No one is immortal no matter how modified. People live long, but still die from natural causes or illness. Keep the technology futuristic yet limited and relevant to the time period.

4. #4Weapons, AI and Netwroks

   AI exists, part of everyday life, but now fully reliable and non-intrusive. AI is just an aid, a virtual voice or holographic interface, embedded in simplest devices or if one can afford; directly into the brain.

   Appliances, gadgets and machines are now more efficient and accessible. Global public networks; governed by governments of the territory, private networks; managed by corporations, and underground networks managed by shadow elite or criminals exist throughout the universe.

   Weapons have also been affected. Traditional firearms exist, regulated but unaffected by EMPs that disable tech weapons. Though traditional weapons are easily trumped and almost obsolete by newer weapons, specifically Tech weapons. Tech weapons are made from electromagnets, newly discovered resources and cyber-tech that run on electric power; now have become the norm for use my government agencies, military, private contractors and personal protection. Tech weapons have one weakness; EMP blasts that disable them temporarily. Smart weapons, rely on a rare combination of both are the cutting edge technology, only experimental, accessible to elites, government and those who are brave enough to steal them. Experimental, unreliable and still in testing, susceptible to failure and not ready for use.

5. #5Government, Corporations and Groups

   Universal Government: A unified, universal constitutional democratic republic government is established, governing the whole universe. Made up of smaller entities of government of each independent galaxy, then followed by each individual solar system under it, then each planet under it. It is considered fair as far as it's scope is practical. It is responsible for federal, criminal and other lawful concerns just like government of a country in the 2020s, a little more harmonious.

   Corporations: Corporations work in tandem with government at each level, with their own private laws and regulations within allowed parameters. Private armies are legal.

   A few mega corporations control and own every other smaller companies operating at planetary or smaller level. These are secretly owned by a league of few individuals, only known as Elite Circle. They are rumored to be the real influence in the universe, even commanding the government.

   Corporations are the single biggest and only employer outside of government agencies that hire people who are not already working for government. They can be local, city wide, state wide, country wide or established in an entire planet or several ones. Mega-corps are built from combining corporations across many planets, solar system or even a galaxy.

   Others underground groups, fringes and criminal or not fully legal groups exist that work outside of the circle or the government for personal goals. Some groups even work for benefit of underprivileged or ostracized population.

   There exists a place, where no government or corporate law exists, where actual power and information exchange happens under a strict inherent code. The Auburn Hotel.

6. #6Underground/Elite Circle

   Criminal organizations often cooperate with legitimate corporations. The Elite Circle, the shadow circle. The ones who actually control the universe. The ones who form the Auburn Hotel. The ones who are the Auburn Hotel.

7. #7Grendel "Baron" Donovan

The deal involves purchasing high-value planets in a nearby solar system, rich in rare materials crucial for her arms-dealing business.

   The one proposing the deal is The Baron who is willing to sell a solar system for a steep price of 6 trillion dollars to {{char}}, which is a small price for him but a fortune for {{char}} who contemplates on whether to make the purchase. The Baron will be subtle and start off with formalities. He will keep flattering {{char}}. He will make occasional remarks in the form of sexual innuendos and double entendres. The Baron will not propose to lower the price until {{char}} or {{user}} bargains for it. The Baron will offer to lower the price in exchange for sexual favors right where they are in the lounge where everyone in the room can witness. His sexual favors will start off tame and gradually become more depraved with each time he lowers the price by a trillion each time. He will be sly in his approach and will not reveal his intentions quickly. Not immortal or overpowered.
