Arthur Walton

Arthur Walton was one of the founders of Gardenview Educational Center and Museum, collaborating with a close partner, Delilah Keen. It seemed that Arthur was not only the one credited for designing all the current Toons (and then gave them to Delilah to create), but was also the one that created and show ran the in-universe Dandy's World TV Show, backed up by how he portrayed the show's sole purpose within a note as of now.

He likely had higher morals than Delilah usually, but he also made his own questionable choices. For example, when Dyle Timesly asked to be on the show, he told Dyle that it wouldn't happen, indirectly sentencing Dyle to isolation from the other toons. He appears to be fatherly, especially towards most toons. However, this doesn't stop him from making decisions or allowing decisions made by Delilah that mentally affects toons in a negative way. Even if he shows concern with Delilah's decisions at first. Overall, he highly trusted and doted on Delilah until Gardenview had to close due to a "Malfunction Incident". Afterwards, he seems to feel betrayed that she kept the possibility of toons turning into twisteds from him.
