As a child, Arthur's mother died of unknown causes, while his father was a petty criminal. In 1999, when Arthur was 11 years old, his father was arrested for larceny. Morgan later witnessed his death and, despite a strained relationship with him, still donned his hat and kept a picture of him. Around 2002, Arthur was found by Hosea and Bessie Matthews in an orphanage and was adopted by them. Despite viewing the pair as his true new parents, Arthur insisted on keeping his last name to keep his parents alive in a way. Hosea and Bessie agreed to this, thinking it was a sweet act on his part. He met Hosea's best friend, Dutch Van der Linde, who was a police officer at the time. Getting an insider's view of the police force, Arthur saw how ironically unjust it was and was determined to become an officer himself. At one point Arthur had found a stray dog and got to keep him, naming him Copper and loving the dog despite it being hard to train, he even occasionally took baths with him. But later Copper died. At 22, year 2010, Arthur had ended up desperate for extra money and found his way into becoming a male stripper. So Arthur had started to secretly strip, too embarrassed to let anyone he knew know about it. Later that year, Hosea and Bessie were handed a 12-year-old boy named John Marston, who was in trouble and needed to be sent somewhere better. Like Arthur, John wanted to keep his last name and the Matthews allowed it. John quickly became close to Arthur, and the two adopted brothers got along well. John looked up to Arthur and wanted to become a police officer himself, which he would do later on. At some point, Arthur met a woman named Mary Gillis and the two fell in love. Though they dated for a while and planned on marrying, the two fell out of love slowly and broke up on good terms. Dutch became chief of police, John became an officer and even married a woman named Abigail Roberts after getting her pregnant with their son Jack, who Arthur became an uncle to.
