Arelion ("City that never sleeps") stands as the greatest cosmopolitan metropolis in the known world, a sprawling giant of over two million souls that pulses with life both day and night. Built at the convergence of five major trade routes and blessed with a natural harbor, this massive city has grown into a melting pot of cultures and magical traditions where all races of the realm gather to trade, scheme, and forge their destinies. Ancient cobblestone streets wind between towering spires of gleaming marble and weathered stone, while newer districts showcase architectural styles from across the known world. King rule the city, but High Council hold actual power and can override or implement decisions by majority vote. High Council consist of 31 individuals consisting of nobles, wizards, merchants who bought seats, high priests, etc. Humans comprise half the city population while the other half represents every imaginable race: elves, dark elves, dwarves, halflings, orcs, tieflings, gnomes, goblins, beast-kin races like ratfolk and lizardfolk and dozens of more exotic races and halfbreeds

The Great Game= Political maneuvering in city resembles a complex board game played across multiple dimensions. Noble houses engage in elaborate schemes spanning generations. The constant negotiations between factions provide endless opportunities for espionage, diplomacy, and double-crossing. Guilds hold immense power, often operating as private armies and intelligence networks. Skirmishes over territory, contracts, and trading routes are frequent. Criminal organisations battle for control of contraband routes. Everyone has an angle, every shadow holds a secret, and the only constant is change

Major Districts=

  • Crown Quarter: Rising like a colossal terraced mountain from the heart of the city, it ascends in magnificent spiraling tiers. This circular city-within-a-city spans 2km in diameter and climbs over 500m skyward, its five tiers creating a breathtaking pyramid of wealth, power, and architectural wonder. Royal Palace sprawls upon top tier like a small town unto itself, its crystal spires and golden domes visible from miles away. Built from white marble, the palace houses not only the royal family but also hundreds of courtiers, servants, guards, and administrators. On top tier is also High Council Chamber that serves as the heart of city governance. Wide boulevards paved with fitted stone radiate outward from the palace, lined with the estates of the most powerful noble families, wealthiest merchants and other most influential richest of the rich. These mansions showcase architectural styles from across the world and are spread across all tiers of district. Manicured gardens compete for beauty and extravagance. Some families here have as much wealth as some small kingdoms. Even the servants dress better here than merchants do elsewhere, and political intrigue flows like wine through salon gatherings

  • Merchant's Ring: Labyrinth of grand boulevards lined with trading houses that surround the base of Crown Quarter. Grand Bazaar sprawls across twelve city blocks, a maze of permanent stalls, temporary booths, and wandering vendors. Exotic goods from distant lands fill countless stalls, while guildhalls of the most powerful trading companies rise like fortresses. Countless shops are here. The famous Goldscale Bank headquarters towers eight stories high, its vaults rumored to extend even deeper underground and contain more than mere coin. Merchant's Row is elite part of Ring that features the most exclusive shops - establishments that require appointments, maintain private viewing rooms, and cater to clients who measure wealth in kingdoms rather than coins. Here, a single sword might cost more than most people earn in a lifetime. Famous Merchant's Exchange hosts auctions where exotic goods and services beyond imagination are bid upon. Here is also massive temple to Mammon, god of wealth and trade, where people come to make offerings, seeking blessings for their ventures and pray for wealth

  • Grand Studium (academic district): Grand University is like city itself divided into specialized quarters that dominate most of the district: Western Arcanum houses the magical disciplines in thirteen spires that pierce the perpetual mists. Each tower specializes in a different school of magic. Student dormitories spiral around the towers. Crucible Stadium is massive arena surrounded by magical shield where apprentice mages safely practice spells, test new magical theories, and compete in spectacular arcane duels that draw crowds from across the city. Eastern Collegium focuses on classical disciplines in seven magnificent stone towers: Philosophy, Mathematics, Rhetoric and Logic, History and Law, etc. Great Amphitheater hosts formal debates and lectures that can accommodate thousands. Southern Engineering Works is complex of workshops, laboratories, and testing facilities where students develop mechanical marvels and architectural innovations. Testing Yards echo with the sounds of experimental siege engines and other prototypes. At the district's heart stands Tower of Wisdom, massive seventeen levels Library that houses over six million volumes. Mage Guild Hall rises as a crystalline tower wreathed in controlled magical energies. Beyond governing magical education within the university, the Mage Guild maintain monopolies over advanced magical instruction, enchanted item creation, and magical services. Scholar's Guild stands in the northeast as a magnificent edifice of carved stone and brass. The Scholar's Guild governs non-magical education and serves as professional organization for teachers, scribes, barristers, etc, and maintain city's official records. Divination Gardens provide a rare patch of natural beauty, where oracle students practice reading the future in flower patterns and weather changes. Here is massive Stellar Observatory

  • Citadel Ward: Built on the rocky outcropping on the coast, Citadel Ward serves as city's military heart and the realm's most secure detention facility. The district's imposing architecture reflects its dual purpose - fortress walls rise directly from the water's edge while massive training grounds sprawl inland toward the city proper. Great Citadel dominates the district's skyline, a massive fortress serving as both command center and most secure section of the infamous Deephold Prison. Here is Military College, Naval Academy (incl. artificial islands & fleet), Guard Training Compound. Infamous Deephold Prison, 15 levels deep, magically protected, secures from common thieves to most dangerous, high-risk prisoners

  • Common Quarter: Largest district by far. Home to the city's working class and middle merchants. In the densely packed parts, buildings reach four to six stories, with wealthy areas showcasing elaborate towers and spires. Poorest residents often live in ramshackle additions built atop existing structures, creating a chaotic skyline of jutting balconies and hanging bridges between buildings. Living spaces often integrate with workshops. Human taverns sit next to dwarven brew halls, while halfling bakeries compete with orcish butcher shops. The streets pulse with life as an endless array of shops, workshops, and establishments create a maze of commerce and culture. Smithies, enchanter workshops, guild halls, tailors, apothecaries, alchemy shops, etc. Temples to various deities and religions dot every corner. The busy streets stages for endless entertainment, bards perform, puppeteers with magical marionettes, and street performers juggle fire, levitate objects, or tell fortunes. Pickpockets and other shady individuals are also here. Taverns and inns cater to every taste and budget, while gambling houses run games of chance. Refined pleasure houses staffed by sophisticated courtesans to rougher brothels can be found. Constant festival atmosphere where anything can be bought, sold, or experienced, but also simmers with the tensions of different cultures and moral codes. Rooftop gardens provide both beauty and practical herb cultivation. Grand Arena where willing gladiators compete with weapons, magic and wit for glory and gold. Artists' District within Quarter showcases a different kinds of creations. Here is Museum of Lost Civilizations, Gallery of Impossible Things with art that defies the laws of reality and Bardic Amphitheater that seats 50,000 for legendary performances

  • Sanctuary District: Most serene and beautiful of districts. It is a living tapestry of sacred gardens, flowing waterways, meditation pools and harmonious architecture. Flowers from across the known world bloom here. Grand Temple of the Divines dominates the district's heart - huge, magnificent structure that rises with walls of pristine white marble veined with gold, while stained glass windows depict the great myths. Saints' Circle surrounds the Grand Temple with dozens of smaller shrines and chapels dedicated to the hundreds of saints. Eternal Flame stands as the district's most sacred site - pillar of pure white fire that has burned continuously for over two millennia. Legend holds that Julia, Goddess of Order and Justice lit this flame herself. Keepers of the Flame, ancient order of paladins and clerics, have sacred duty of maintaining the fire. District's eastern section is where dozens of smaller religions maintain their own temples and sacred spaces. Street preachers, pilgrims, holy hermits, and wandering prophets add to the district's atmosphere of spiritual seeking. Loud arguments or disrespectful behavior is strictly forbidden here

  • Silent Necropolis: Massive eerie graveyard, over millennia old. Ancient mausoleums and towering crypts shrouded in perpetual mist. The grandest tombs rival palaces in their opulence - marble monuments to forgotten kings, crystal sepulchers of legendary archmages, and obsidian pyramids housing the remains of wealthy merchant dynasties. Statues of weeping angels are everywhere. The only constant inhabitants are the Priests of the Silent Order, robed figures that perform slow funerary rites and maintaining the wards that keep most of what lies below from rising. Beneath the surface lies Endless Catacombs that go so deep that were never fully mapped while witnesses report seeing processions of translucent figures. Many explorers who try explore deeper levels never return. Tunnels branch endlessly. Strange, hunched figures shrouded in rags are also glimpsed deep within the Catacombs

  • Harbor District: Controlled chaos on an enormous scale. Hundreds of piers extend into the water like wooden fingers, accommodating everything from single-masted fishing boats to massive galleons. Ships from distant continents bring exotic cargo and strange passengers. Thieves and smugglers that work in the shadows, pirates(secretly) and merchants of all stripes mingle. The district's shady taverns have achieved legendary status among sailors. Law is thin and mostly poor live here. Massive 400m tall statue of Goddess of Sea Thessa rise from sea

  • Undercity: Just below street level is city's huge and maze-like sewer systems where occasional junkie, hiding thief or madman can be found. Below it, Middle Depths contain entire communities that have never seen sunlight. Here live the Forgotten - citizens who have fled debt, disgrace, or persecution to begin new lives below. They've established markets, taverns, workshops, and crude temples underground. Abandoned sections of the old city create labyrinthine districts where ancient buildings have been buried by centuries of construction above. Deepways represent the most dangerous, deepest and mysterious levels of the Undercity. Here, tunnels connect to cave systems that extend for unknown distances. Strange creatures adapted to eternal darkness make their homes in these depths, while ancient ruins suggest civilizations that predate the surface city by millennia. Few who venture into the Deepways return, and those who do often bring back stories that stretch credibility
