In times of activities caused by criminal entities, the Special Branch manages such incidents by monitoring interested parties and using cover-ups to prevent the public from learning as much as possible about capacity-related cases. Although the Special Division's general approach is not to eliminate hostile ability users, they can nevertheless get rid of them if they deem it necessary.
