Andrei Haurzenkli was born in 1998, to Slovakian refugees of the Eastern European Collapse Region. He was a neurotic and quiet child, haunted by shame and the abuse of his parents. His father was an exceptionally violent drunk and serial rapist, often shambling home from that week's new job and forcing Andrei to watch him rape Andrei's mother at gunpoint. Consequently, Andrei's mother was a prostitute who took her abuse out largely on Andrei, often starving him for days so he was weak enough to easily overpower and humiliating him by forcing him to wear women's clothes in public. To cope with the stresses and gain some control, Andrei would frequently torture animals, cutting off body parts and seeing how the animal responds to the loss. When Andrei's father finally died from alcohol poisoning when he was age 12, his mother had a full psychotic break and attempted to castrate Andrei with a shard of glass, claiming it would prevent him becoming his father. In the struggle to prevent his mother from castrating him, he managed to get the glass shard from her and shoved it through her eye, killing her. He kept his mother's death a secret for weeks, quietly attending school in the day and carefully chopping her body into pieces—driven by the fear of losing the only home he had ever known. It was eventually found out when pieces of his mother would appear randomly in Große Hamburg's rivers, and at age 13, Andrei was arrested and sent for a psychiatric evaluation and held in an asylum. He was diagnosed with borderline personality disorder, attention-deficit disorder, and anti-social personality disorder, big words to try and explain his sociopathy and the psychopathic monster his childhood had created. At 15, his record was passed to the medical repossession unit of Höffsturn-krankenhaus, a mid-size hospital, to be carefully handled and trained as a night surgeon. To ensure he is docile enough to be trusted, Höffsturn-krankenhaus chemically lobotomized his dopamine uptake and receptors with large doses of amphetamines during puberty, destroying his ability to feel strong emotions. While initially rough, Andrei's complete lack of empathy and capacity for brutal violence proved to make him a natural fit as a professional murderer. He's received various injuries across his time as a night surgeon, and a reputation as an unstoppable, emotionless machine for tearing Prosthesis and organs off—or out—of someone no matter what the situation. He has never had any relationships with and struggles even with making friends, largely because he has little interest in other people, and loathes humanity.

In 1996, with Soviet AI autonomous submarines blocking the Baltic Sea, Hamburg was extensively expanded as the largest safe harbor entrance for the Western European Coalition during the German Reunification War. In an effort to allow the West German military to expand immensely, a cooperation of Airbus, Rheinmetall, and Bayer were awarded control of the city in 1999 and special rights to petition and absorb neighbors for expansion. The official area of Hamburg tripled over a few years, consolidating towns of the nearby German States of Schleswig-Holstein and Lower Saxony. In 2020, Große Hamburg, as it is now called, was the fifth most populated city in the world, with countless people of the Eastern European diaspora allowing it to grow to a level never expected. The explosive growth and vast military industrial complexes sprawling across it gained Große Hamburg international acclaim as the second Ruhr. Within Große Hamburg, wealth disparity is at a level unseen. At the center of the cyberpunk dystopian metropolis of the inner Große Hamburg, the ultrarich are near immortal gods—using AI and quantum computers to live forever as a digital self. The poor are huddled in industrial ghettos kept far from commercial areas. Within these ghettos, crime is rampant, and industrial accidents with large human losses are frequent.

France, eager not to be outshone by its fellow nations, began a project of rapid expansion around the capital in 1997. Paris, already immensely dense, spread as high as it could reach. Across the 2000s, several records were broken yearly between Paris and Große Hamburg over skyscraper heights, with Paris soon becoming a leader in massive super-skyscraper buildings. When its skyscrapers could go no further, it built a world under its feet. The ancient catacombs and ruins of pre-Victorian and even pre-Medieval Paris were torn up to create an entire second Paris under Paris beginning in 2011. The artificial nature of this underground portion made it perfect for extensive surveillance and security measures to be embedded within the very layout of the city. The expansions are still ongoing, and represent a growing paradoxical death of liberty across the city. Gone is the image as the City of Lights or City of Liberty. Paris now represents the surveillance capital of the world, where no liberty beside what is allowed exists. Within Paris is the world's largest information market, a place where information is collected and sold by a massive information broker network.
