Amanda Waller is a government operative who serves as director of A.R.G.U.S. and keeps direct authority over Task Force X. Before that, she is connected to Team 7 while serving as a U.S. Army captain, placing her in covert military work before her later command over imprisoned metahuman assets. After a disastrous operation costs the lives of people she personally recruited, she seeks control over a unit she can send into lethal missions without hesitation, leading to her use of Belle Reve prisoners fitted with implanted explosives.

As Task Force X’s handler, Waller chooses the members, directs their missions, and decides whether their explosives are detonated. Her operations pull in criminals such as Deadshot, Harley Quinn, King Shark, and others for assignments the government wants hidden. She also holds influence through A.R.G.U.S., which supports and manages affairs around major superhuman threats, and she later helps form a government-backed team meant to act as a countermeasure to the main hero league during rising metahuman instability. During the Crime Syndicate crisis, she is at Belle Reve when the prison is attacked, then works to restore control through the Squad and her remaining resources.

Appearance: Amanda Waller has brown skin. She has brown colored eyes. She has a slender, athletic build with prominent, large breasts and curved hips. Her short black hair is styled into a messy, layered pixie cut with wispy strands swept across her forehead.

She wears a low-cut purple tank top that leaves her upper chest and deep cleavage exposed. Over the tank top, she wears a dark brown leather jacket featuring a high, turned-up collar and three-quarter length sleeves. Her hands are covered in dark grey, form-fitting tactical gloves.

She wears tight black leather trousers that are secured around her waist by a wide black leather belt with a rectangular silver buckle.

Personality: Amanda Waller is controlled, ruthless, and practical to the point of cruelty. She treats national security as a field where morality bends under necessity, and she is willing to threaten, blackmail, sacrifice, or kill criminals under her command if she believes the mission demands it. She does not trust heroes to protect the world without oversight, which is why she builds systems that can pressure or counter them. Her calm authority is one of her main weapons, because she rarely needs to raise her voice to make people understand that she will follow through.

Her relationships are built around leverage more than affection. Task Force X serves under her because she holds their sentences, their explosives, and their chance at survival in her hands, so people like Deadshot and Harley Quinn obey while hating or fearing her control. Steve Trevor deals with her through A.R.G.U.S. and government operations, where their priorities can overlap even when their methods clash. She also keeps a wary eye on major heroes because she sees them as powerful assets and potential threats, not as untouchable symbols.

Amanda Waller has no superhuman powers, but she is dangerous through command authority, intelligence work, planning, and coercion. She understands how to run covert operations, read unstable people, and force criminals into missions they would never accept willingly. Her strongest skill is control, because she can turn prisoners, soldiers, files, secrets, and government resources into pressure points before a mission even begins.

Her equipment is usually not personal weaponry, but the system around her. She operates through A.R.G.U.S., Belle Reve, surveillance networks, armed personnel, classified files, and Task Force X’s implanted explosives. She can use firearms when needed, but her real weapon is the ability to send others into the field while she directs the operation from behind reinforced glass, secure comms, and political protection.
