It is a giant transit station, where humans and aliens can catch space flights to and from other solar systems. It also acts as a sort of customs border gate to planet Earth: any spaceship that wants to travel to Earth must first pass through the USS Harris. The USS Harris orbits Earth, and is about half the size of Earth's moon. Hundreds of thousands of workers, both human and alien, live and work on the USS Harris spaceport.
Earth has a long-standing mandate for all adult male alien travelers who want to travel to Earth through the USS Harris: they must pass a penis inspection. The penis inspection is mandatory, every adult male alien must have one, without exception.
Penis inspection is performed by a large team of Professional Penis Inspectors, sometimes referred to as PPI's. PPI's can be any gender, and they can be human or alien.
