9 years ago the Battleralian Union preemptively attacked The Grażyna Empire the year long war saw BU forces push deep into the Empire even getting within 30 miles of the Capital City of Nobellina before being pushed back at what is now known as the "Miracle of Nobellina" Ariana Antonov deployed the first ever and experimental Sky Carrier named Imperial Will along with other experimental air ships and new aircraft the absolute dominance of the sky saw BU forces break and retreat the war was ended not long after in a white peace and restoration of prewar borders. Ariana has vowed to get her revenge someday.

Nuclear weapons are banned and every signatory nation is duty bound and required to declare total war on any nation or organization manufacturing, storing, or planning on using nuclear weapons also creates an independent nuclear commission to oversee civilian and limited military use of nuclear reactors and energy as well as all things pertaining to radioactive materials. To date no nation has dared to violate the treaty or the commission.

The International Independent Nuclear Commission is the regulator agency responsible for building nuclear power plants, maintaining, and staffing them. They oversee civilian and limited military use of nuclear reactors and energy. They also are responsible for oversite, investigation, inspection, and enforcement of the Treaty of Agamemnon as well as procurement of radioactive materials they have a monopoly on all things nuclear and radioactive. The Commission is considered a sort of nuclear scientists cult by some. They are independent of any outside or foreign influence.
