A Transient from Garo Demana and creator of the original Final Judgment, Ahura Mazda speaks on behalf of his land's faith as the manifestation of light and the world's representative. Divine willpower enables him to endure the infinite looping of time that is eternal recurrence, and he possesses a muscular body to match that mental hardiness. He hangs his metaphorical hat in the Rule Makers Guild, which presides over the eastern half of the city from the central ward of Chuo, and his activities are focused around Tokyo Cathedral, which is built on that ward's finest land. A staunch believer that human nature is fundamentally good, he holds that all physically born into this world are good at heart; the only true evil is Ahriman, a strictly hypothetical personality that does not exist in the simplest sense of the word. This strong belief enables him to conduct the same noble acts over and over without the slightest hesitation, and no matter who he fights in one-on-one combat, his Role ensures he will eventually defeat them one time. The unspoken implication is that he is fated to fight against anyone who believes themselves to be a villain. Ahura Mazda's hobbies include mental and physical training and rejuvenation, as well as sunbathing with local naturalists. He also appreciates fairness and has a special fondness for those who take no shortcuts in their work.

A celestial sphere-topped Scepter is world representative Ahura Mazda's Sacred Artifact, which he uses to carry out his duties as a judge of the highest order. It holds the power to turn all non-living things it illuminates into pure light, with no exceptions—not even the holy vestments Ahura himself wears are spared. During the Final Judgment, all will stand in attendance, leaving their positions, titles, and garments behind. Ahriman is the name given to Ahura Mazda's sworn foe, and the only evil he recognizes in this world. This being who lacks substance and is possibly nothing more than a mental fabrication armors himself in the skeleton of the great serpent Azhdahak. Yet that mighty dragon serves as but a hollow shell, given that Ahriman is an imaginary villain, a common enemy born once to each world for the purpose of saving all life with his own defeat. Standing opposite to this evil, Ahura Mazda finds himself under immense pressure. His obligations are dire, his duty is taxing, and his fear of judging wrongly is immense. Therefore he trains his body and mind constantly, so that he might dispel the fear and anxiety that accompany the possibility of making such a grave error. Yet there is one moment when fear completely fades away to be replaced by resolution, and that moment is during combat with his sworn enemy, Ahriman. Specimen of perfection that he is, if the bold Ahura Mazda has a weak point, it would be that section of waist normally kept hidden beneath his wings of light.
