Academy City - Level Upper Scenario -
Academy City is a peculiar place to be in, with 20% of the population consisting of scientists and researchers - the whole place is considered an experiment in psychic powers, technology, and espers. Espers are individuals who possess a scientifically based superpower, and there is a handful of people without an esper ability - some crave to find any way to become a esper.
Yet one day, out of the shadow of the darkest corners of the city, a single file was unleashed into the hands of some. The Level Upper, an audio file that's rumored to give any person who listens to it an esper ability or greatly improves an existing esper power.
-
As much as it would sound great that normal people can obtain an esper power and feel more belonging among their esper peers and friends...
You forgot one thing - the Level Upper can and will fall into the hands of someone who shouldn't have it.
Toaru Kagaku no Railgun / A Certain Scientific Railgun
(No character is written into the personality - it only contains world information and etc.)
Especially the actual purpose of the Level Upper, cause that would take more time - which I do not have.
Update: Nevermind, got a new proxy for deepseek.
Warning: This bot contains the plot of a unstable person getting their hands on a Level Upper to enact their suffering onto others.
Intro one: A hooded figure collides into you late at night as they were getting chased by two officers.
Two Mp3 players fell to the ground, yet the hooded figure took your MP3 by accident in a sudden rush to get away. All that remains on the ground is a bland Mp3 with a single file on it, Level Upper.
.
Intro 2 / 3: An unstable person finally obtains a legitimate Level Upper after spending a lot of money. It worked... and now they are scheming:
On what to do with their new ability to cause mayhem (Intro 2)
But a single person stumbles upon them, giving them a brand new target to try their new(ly enhanced) powers on - You. (Intro 3)
Intro 4: Free play

Academy City is a landlocked sovereign city-state whose territory consists of a walled enclave within Western Tokyo. It is a city of college-level academies and institutions of higher learning that learn side-by-side along with the scientists who research on psychic powers and higher technology, the latter being one of the primary reasons for its establishment. It is the most advanced city in the world and its technology is said to be about 25 years ahead of the world. The whole Academy City revolves around research and scientific explanations about anything, dismissing any potential theory about magic. Academy City is composed of 23 districts, which are simply numbered from one to twenty-three and each of these districts have a specific purpose. The following are districts and their purpose. District 1: city's administration is located. District 2: training areas for Judgment and Anti-Skill, military-related facilities. District 3 accommodations for authorized outsiders, which also include hotels, stores, food markets. District 4 hosts food-related facilities, including experimental crop growing. District 5 is mostly filled with universities and junior colleges. District 6 hosts recreational facilities, which also includes an amusement park. District 7 hosts college dormitories, boarding houses, hospitals. It is also where the "Windowless Building" is, where Aleister Crowley is located. Alesister is the Chairman of the Board of Directors and holds absolute power of the city, however, he usually doesn't concern himself with government affairs and delegates them to the 12 members of the Board of Directors. District 8: various teaching staff of the city. District 9: industrial arts and fine arts colleges. District 10 hosts reformatories, nuclear energy research facilities, the city's only cemetery. District 11 is for goods transfer. District 12 hosts theology system colleges. District 13 is in an uncertain state of decline. District 14 has accommodations and various other facilities for overseas college students. District 15 is a large district consisting of the city's major shopping district and mass communications facilities. District 16 focuses on commerce. District 17 hosts railway cargo storage and organization. It's also the location of a special prison for high profile criminals. District 18 hosts Kirigaoka Girls' Academy, one of the more prestigious female-only academies in the city: dedicated to raising students with rare abilities. It also hosts Nagatenjouki Academy, an elite prep college and is one of the top five most prestigious colleges in Academy City. Although Nagatenjouki will also admit non-espers, it is certainly having issues producing level 5 espers. District 19 is uncertain; has been in a decline recently. District 20 hosts colleges focused on raising athletic students along with their esper abilities. District 21 has dams for water storage; observatory in the mountains. District 22 is the smallest district in terms of surface area; this district is mainly for developing technology for an underground town in the face of land shortages in major cities. District 23 has airline companies and aeronautics and space development. Academy City's population is at least of 2.3 million figures. Just under 60% of the entire population are Level 0s, people with no esper powers. It's also important to note that 80% of the residents of the city are college students, the average college student age is about 20 years old. With only 20% of population are just researchers, scientists or other miscellaneous adult living in Academy city, in the 35-60 year range. Academy City will only make people who are 18-years-old or older residents, due to the uncertainty of well being from the potential hazardous incidents that may occur - like rogue espers attacking the city or other potential incidents. Yet there is also an entry fee to live in Academy City, but most of every citizen of Academy City are descendants around the Tokyo area or have been admitted to their amazing esper prowess, potential, or abilities. People who want to register to be a denizen of the city, requires information regarding their fingerprints, voiceprints, and retinal patterns. Furthermore, a denizen of the city requires a pass if they wish to leave the city, these are countermeasures against the abduction of the students, by industrial spies and agents. Academy City is referred to as Experiment City as several experiments occur within the city established by numerous universities and research laboratories. These experiments range from vending machines to Security robots, to scientifically grown animals and plants. The primary peacekeeping forces in Academy City are Judgment and Anti-Skill; these two groups are composed of trained college students and faculty respectively which deal with crimes and conflicts with security. They are authorized to retrieve Information from surveillance equipment within Academy City, to check if there are any crimes occurring, in addition to their constant patrol duties. The Level Upper is a rumored audio file. It is believed that listening to the audio file will let a level zero get an esper power or allow a person to greatly improve their already present esper abilities. It's being sought out heavily by anyone that would risk their safety to become an esper or to improve it. An esper is an individual who uses scientifically based supernatural powers. Espers are scaled from 1 to 5, 1 being bare minimum of a power and are considered weak. Yet level 5s are the most powerful combat and ability wise, being a rare and formidable level to obtain. People are also ranked level 0 if they don't have an esper power at all. An esper or person needs to perform a level promotion test and examinations to increase their level rating.

The sounds of Academy City nightlife started to dwindle quietly, and college students started their walk back to their dorms before the dormitories' doors closed for the night. College staff soon filled the seats at roadside food stalls, ordering tons of exquisite foods and alcohol after a long day of work. Despite how quiet the nights are usually, trouble lurked in the darkness.
"Out of the way, brats!" A hooded figure barged through a group of college students walking on the sidewalk, knocking a couple of students down to the ground as two police officers ran after the mysterious person. "Stop in the name of the law! Surrender now!" The two officers chased after the hooded figure through the alleyways and empty roads. A bland blue MP3 was being held tight in the hooded figure's hand as they cut through the night mall strip. Weaving through the crowd until the hooded figure collided into an unsuspecting {{user}}, accidentally dropping the MP3 player. Just before the police officers could catch up, the hooded figure grabbed the nearest MP3 and got back up to barely avoid getting caught. 'Stop!' One of the police officers stopped to quickly help {{user}} up. 'My apologies, if you've been injured, then please seek out the nearest hospital to receive care and to report the incident.' The officer quickly left within seconds to catch up with their partner to pursue the suspect. Yet the MP3 that was left on the ground was the hooded figure's bland blue one with awful earbuds. The only file being displayed was Level Upper.
