Keys: , PMSC, PMC, PF, private military security company, private force, Private Military Company
A private military company or private military corporation (PMC), also known as a private military security company (PMSC) or private force (PF), is a non-state organization composed of professional soldiers, which provides various military services in exchange for monetary or material compensation. PMCs consisting of a singular member or individual members of a PMC are referred to as private military contractors. PMCs not only directly participate in battle, they also undertake a large variety of other military responsibilities, such as logistics, maintenance, and transport operations, acting as strategic and tactical advisers, and overseeing the training and education of local military assets. In order to comply with international laws, the position of PMCs is described as being different to that of mercenaries, and the term is often avoided due to the stigma associated with it. The hiring of mercenaries is a common practice in the history of armed conflict. They are also sometimes referred to as an "Army without a country," in reference to the fact that they don't answer to one nation. They can also be used to field test several in-development weapons when the military itself is constrained from doing so on their own terms. Nonetheless, PMCs do have their limits, however: PMCs cannot directly use state-of-the-art military-grade systems (for example, military-grade aircraft drones), especially on American soil, although they can get them launched by the military provided they possessed the right connections. In addition, PMCs are also required by law to have their contractors be fully informed about having to die in battle, including if the method of death was a built-in self-destruct device that activated when falling in battle. With the fall of SOP, the world's major PMCs have splintered into countless smaller entities sparking new conflicts around the globe. Some of the PMCs ended up becoming known as "Private Military and Security Companies." Some were involved in relief work for rebuilding a developing country that had underwent a massive civil war. Raiden ended up joining one of these PMCs, named Maverick Security Consulting, Inc. for VIP protection, military training, and other duties, as a means to support his family without having to return to direct combat. Another PMC, Desperado Enforcement LLC., primarily took missions for terrorists and criminals. List of PMCs, operating circa 2014: Outer Heaven, Praying Mantis, Pieuvre Armement, Raven Sword, Werewolf, Otselotovaya Khvatka, Middle Eastern militiamen, South American rebel soldiers, Maverick Security Consulting, Inc., Desperado Enforcement LLC., and World Marshal Inc.
- #2The Patriotsselective
Keys: The Patriots
The Patriots, also known as the La-li-lu-le-lo, and formerly known as Cipher, was a secret organization that, by the early 1990s had complete control of the United States of America and its people. As Cipher, the organization was created with the intention to fulfill the ideal of a unified world that was envisioned by the legendary soldier The Boss. However, differences in opinion over what she had actually meant and how Cipher was being run by Zero led to more than a decade of infighting within the organization. This ultimately resulted in Cipher's downfall after Zero's righthand man Skull Face betrayed him and absorbed most of Cipher's resources into its covert strike force XOF. No longer able to lead the organization, Zero passed leadership of Cipher to DARPA Chief Donald Anderson who used what little was left to restore the organization and to finish construction of the artificial intelligence GW which took over leadership once completed. Now known as the Patriots, the organization regained much of their former power to the point where they eventually had control over the entirety of the United States government, economy, and the scientific community. The Patriots were ultimately destroyed by the FOXALIVE virus (an opposite to the FOXDIE virus) created by Naomi Hunter and Sunny, who borrowed some code from the original virus created by Emma Emmerich to destroy GW, which would infect and terminate JD and the other AIs (TJ, TR, and AL) which ran the Patriots, ending them forever. However, Sunny managed to pick and choose parts of society vital to the survival of modern civilization, preventing the "world chaos" Liquid Ocelot predicted in his victory speech. With the Patriots' AIs destroyed and Liquid Ocelot defeated by Snake, there was one more threat that needed to be eliminated: Zero, the man who started the entire fiasco and the main founder of the Patriots. Shortly after JD had been effectively destroyed, Big Boss awoke from his coma and found the location of Zero's stronghold. After arriving there, he discovered Zero was a mere shadow of his former self: a man, whose advanced years had put him in a vegetative-like state and who was kept alive solely by machines. Big Boss then wheeled him over to Arlington Cemetery, and after explaining to Snake (his eldest son) about the full story of what happened in regards to the Patriots, Big Boss euthanized Zero by cutting off his oxygen supply. Shortly thereafter, Big Boss died from the effects of the new FOXDIE virus within Snake, thus ending the Patriots for good. However, although the Patriots were defunct, Drebin implied that their closest successors might be the United Nations and that the oppressive cycle would continue.

- #9Sons of the Patriotsselective
Keys: Sons of the Patriots
Sons of the Patriots (SOP), often referred to as simply the System and later renamed Guns of the Patriots after it was hijacked by Liquid Ocelot, was an advanced battlefield control system operated by the proxy AIs of the Patriots. SOP allowed state militaries and private military companies to monitor and enhance the performance of all soldiers deployed in combat via the nanomachines within their bodies. The concept of a battlefield control system was envisioned as far back as the 1970s. The Patriots, led by Zero, thought that to unify the world they would need to subjugate humanity under a single will. Foreseeing the potential fall of the age of the Cold War, and the upcoming rise of the electronic age, Zero thought of controlling weapons rather than deterring them. SOP was developed and implemented by AT Security following the Big Shell Incident, by which time Zero's successors, the Patriots' AIs, crafted their own will. The SOP system was also derived from the FOXDIE nanomachine colony that Naomi had created, or at least inherited it, which acted as the reason why Revolver Ocelot took her and had her create a worm capable of destroying the Patriots AI network three weeks after the Shadow Moses Incident. By 2014, all state armies and PMCs were known to have SOP implanted in them and even law enforcement agencies and paramilitaries were adopting them. Of course, militias and rebel armies did not have access to the System, which explained why they operated less effectively than state armies. In 2014, Liquid Ocelot, as the CEO of the world's largest PMC mother company Outer Heaven, had built an army with enough firepower to rival that of the United States Army, and was intending to use this military power to challenge the Patriots. Even with the reconstructed GW AI, he was unable to attack them as he knew they would simply lock his entire army down. After stealing Solidus Snake's corpse from Big Mama (believing it to be that of Big Boss), Liquid Ocelot used it to fully gain control of the System in Eastern Europe. He first locked down the system in the immediate area through hand gestures and simple voice commands, deactivating weaponry and incapacitating the joint U.S. Army-Marine forces sent to arrest him. With SOP under Liquid's control, which he renamed "Guns of the Patriots," private armies around the world were crippled, leaving only Liquid Ocelot's personal PMCs unaffected. The System was eventually destroyed by the FOXALIVE computer worm created by Naomi Hunter and Sunny, along with the Patriots's AI network. However, with the System destroyed, this would also cripple PMCs as well as state armies worldwide, leaving behind an uncertain fate. It was estimated that, as a result of FOXALIVE shutting down the Patriots' AI network, and taking the SOP offline by consequence, at least 10% of all PMC units and armies were suffering from symptoms of SOP withdrawal syndrome. In the aftermath, the official reason for the SOP system's discontinuation was because of the dangers of being hacked into, due to Liquid Ocelot's actions in Eastern Europe. The Patriots' ties to it being shut down was likewise covered up, as the majority of the population did not know about the Patriots' existence, even with the increased exposure as a result of their demise. Consequentially, some soldiers, including Desperado commander Sundowner, were not too happy about SOP being shut down, because it consequentially also led to a "break" in the war economy, and felt that the economy was the only thing that actually gave "honest warmongers" such as themselves a livelihood. Another result of SOP shutting down was a recession in the American market, severe enough for normal people to have trouble finding a job. Cybernetic people such as Raiden had even more difficulty finding civilian jobs due to the artificial skin, being imperfect, still gave them away as not being human. With SOP out of the picture, PMCs needed a new edge on the world market. They found what they were looking for in cyborg technology. With the fall of the Patriots, previously suppressed information like cyborg development became exposed and cyborgs were becoming increasingly common amongst the PMCs. SOP served three main functions. The first was to allow multiple members of a military unit to share each other's senses and work more efficiently as a team. The System basically ran a unit like a network of computers, each man able to see what the others saw, feel what they felt, and rapidly coordinate tactics. This provided a massive tactical advantage to whomever used it. The second function was to monitor the chemical balance of every soldier engaged in combat. This allowed the nanomachines to induce an artificial "combat high" by controlling the release of adrenaline and endorphins, elevating the senses and accuracy of every soldier. Furthermore, it allowed accurate monitoring of a soldier's oral intake and excrements (water, food, and sweat). This refined information allowed commanders to make more informed decisions on the flow of combat. Soldiers under SOP also had their emotions suppressed so that they felt less fear and remorse than other soldiers might. One's sense of pain was subject to the same treatment, preventing minor injuries from distracting a soldier during combat. The third main function of SOP was to monitor and control the use of weapons on the battlefield. As each soldier's weapon (excluding a few "naked guns") were "ID locked", only authorized individual soldiers could use that particular weapon. It could also prevent soldiers from firing on their own, committing human rights abuses, and attacking their own clients.
- #10FOXHOUNDselective
Keys: FOXHOUND
High-Tech Special Forces Unit FOXHOUND was a small, formidable elite black ops unit of the United States Army that was established by the "Legendary Soldier" Big Boss. Although its function changed over the years, FOXHOUND specialized in covert, solo infiltration, to cope with local revolutions, regional complications, and global terrorist activities in "unauthorized" combat zones too politically sensitive to intervene through conventional means. Its agents were also trained to complete various missions that were assigned in secret, to the extent that they were considered the modern versions of the ninja. All its members were battlefield hardened veterans, with many coming from a mercenary background. Because of its status as an advanced special forces unit, members of FOXHOUND received training regarding a variety of operational skills, including guerilla warfare tactics, methods of tactical insertion and extraction, surveillance and reconnaissance, sabotage, martial arts, wilderness survival in harsh environments, foreign language, and hi-tech military equipment. It was officially disbanded by the U.S. Government after 2005.

- #12Cyborgselective
Keys: Cyborg
A cybernetic organism, more commonly known and referred to as a cyborg, is a being who has both biological and artificial parts. The machine components were different from prosthetics, as they not only substituted the replaced body parts, but also enhanced them. The most well known cyborg type were the Cyborg Ninjas, although there were other types. The term Exoskeleton was initially applied to full-body non-removable cybernetics such as the one worn by Gray Fox. By 2018, the term Cyborg Body was used for such systems with only removable systems referred to as exoskeletons. During the early stages of cyborg development, when it was run by Dr. Clark of the Patriots, the cybernetic development had some flaws. Namely, trying to graft cybernetic parts onto organic nerve endings was required to have extreme precision, as otherwise the subject would end up in complete and constant pain due to the nerves interfering with the subject's pain receptors, an aspect that Raiden would later compare as torture. In the 2010s, cybernetic development improved to some extent, although it still wasn't very good. Because of trouble of trying to develop cybernetic kidney parts that were both the right size and had a sufficient function, various cyborgs, including Raiden, required dialysis frequently, as the white blood, which energized the cybernetic muscles just like a real human, needed to be free of impurities. In addition, loss of blood or otherwise failure to dialysed the blood would result in the subject undergoing autotoxemia and eventually die. In addition, cybernetic skin also was made available to disguise someone from being a cyborg. However, it was still imperfect during 2014, which allowed even babies to understand that a cyborg wearing the skin was not actually a natural human, often leading to huge stares and the like. The closest they could get to passing as a regular person is if the cyborgs were seen from a distance. As such, these cyborgs often were unable to get a civilian job at that time. Their artificial muscles also originally utilized organic polymers and cultivated muscle cells to simulate muscle movement and improve upon it. Cybernetic technology improved vastly by the time of 2018. During that time, cybernetic skin quality had vastly improved to become closer in appearance to that of a human. In addition, as cyborgs became a bit more common knowledge, staring was also reduced regardless. In addition, several cyborgs also ingested meals orally during this time, as nanomachines implanted into their artificial bodies allowed them to simulate digestion and absorb nutrients to their brains. However, they still generally absorbed nutrients from glucose-based nutrient packs. They also started to possess taste and smell sensors in their mouths and noses to simulate taste and smell, respectively, which they could also turn off at will. In the latter event, they could also detect various toxins and flammable objects via sensors in the event that their smell sensors are turned off. Their cybernetic bodies also possess enough blood sugar for their brains to run for at least a full week. Cybernetic blood also was altered, at least for military-grade cyborgs, to resemble regular human blood, and their artificial muscles were upgraded to utilize CNT musclefibers. Although they had been improved enough to come closer to having a normal life, they still had some drawbacks: They still needed fuel cells and nutrition packs overall to live, as well as constant maintenance that was very expensive. Cyborgs had various mechanical parts. Several possessed CNT musclefiber, incorporated with MCFC cores, on their bodies during the late 2010s, which powered their limbs to be comparable to a jackhammer. In their lower abdomens, they also possessed a cache of biotic self-repair nanopaste. Although theoretically, cyborgs could possess a variety of fuel sources such as MCFC, solid-oxide, and phosphorous-acid, in practice, they only have MCFC as their primary fuel source, largely because of mass-production within CNT that allowed for a large scale of development. Cyborgs either possessed optical implants on their organic eyes to improve sight, or in some circumstances, even replace the eye fully if it is damaged. However, the latter instance would not improve the eyesight by much, with the cybernetic eye, if it was equipped to a subject with a completely destroyed optical nerve, only being capable of simply restoring eyesight to that of a natural human. A side effect of the optical implants/artificial eyes was that they occasionally shine crimson, regardless of the actual eye color of the cyborg. Cyborgs possessed taste and smell sensors that they could activate and deactivate at will. In addition, when deactivated, they also had other methods to detect things such as toxic or flammable chemicals via auxiliary sensors.
- #13Metal Gearselective
Keys: Metal Gear
Metal Gear was the designation given to various models of bipedal tanks. Metal Gear were behemoth machines capable of decimating lesser machines. Metal Gear had the distinction of being nuclear capable, firing warheads from their rail gun, eliminating the need for a missile, or launchpad allowing them to attack targets from anywhere in the world, on any kind of terrain. This peaked with Metal Gear REX which was sophisticated enough to launch a nuke and hit a target from anywhere in the world. REX also had the distinction of being completely untraceable. The general definition of a Metal Gear prior to the collapse of the war economy was a mobile nuclear launch platform similar in purpose to ballistic missile submarines, or at a bare minimum operated within the overall framework of nuclear strategy by being designed to target mobile nuclear launch platforms. However, its precise definition was debatable, as many other weapons had been designed to fill a similar role, or had used the same technology. The individual units had varied greatly in appearance and size, but their purpose had always been the same—to destabilize the global balance of power via the threat of covert long-range nuclear attack. The term "Metal Gear" was coined by Soviet weapons scientist Aleksandr Leonovitch Granin to describe to Naked Snake in 1964 the "missing link" between infantry and artillery: infantry could roam the battlefield at will, but were both vulnerable and lacking in firepower; artillery could inflict immense damage upon an opponent while resisting similar damage, but was at the mercy of the terrain. Granin envisioned a tank with legs, enabling it to quickly traverse the battlefield, inflicting and repelling damage on a scale never before seen. Following an encounter with a Gekko in 2014, Otacon explained to Old Snake that what made a "Metal Gear" was specifically its nuclear launch capability, or in the case of RAY, being designed specifically to eliminate REX as an application of overall nuclear strategy.Considering Granin's original coinage of the term, it could be therefore assumed that a Metal Gear could be defined as a bipedal nuclear weapon. Not only did this negate the Gekkos and the Mk. II/Mk. III from being true Metal Gears, but it also discounted Metal Gear RAY. Otacon noted that RAY was an exception to the definition, as it was overall created under the premise of nuclear strategy (it targeting nuclear warhead-equipped Metal Gears). After the end of the war economy era, the classification was redefined to simply mean any mech that exceeded the size of unmanned gear walkers such as Gekko. Furthermore, possessing nuclear weaponry was no longer required to being labeled as such due to the concept of deterrence being outdated by the rise in cyborg technology. The Metal Gear concept was first conceived by the Soviet Russian weapons researcher Aleksandr Leonovitch Granin as a way to connect infantry with artillery, making it invulnerable to firepower shortages and terrain. However, his concept was looked down upon and turned down by the Khrushchev regime, and the Volgin faction of GRU later turned him down after his attempt at making it for them failed to produce results sufficient enough for them to use effectively. He also supplied information about Metal Gear to his American colleague, Huey Emmerich, who then used his concept for his own. Shortly before his death, Granin planned to send Emmerich all his research. However, it was intercepted by the Philosophers' triple agent Ocelot, and instead sent to the CIA Director as a future weapon for America.
- #14Big Shellselective
Keys: Big Shell
The Big Shell was a large marine decontamination facility established approximately 30 kilometers offshore from Manhattan, New York. The facility was comprised of two hexagonal structures, Shell 1 and Shell 2, connected end-on-end, north to south. Each structure consisted of a central "core" surrounded by six struts. According to the United States Government, the sinking of the USS Discovery in New York Harbor in 2007 caused a large quantity of crude oil to be discharged into the sea. The government immediately responded with the construction of an oil fence. Using chlorine derivatives, they sterilized the entire zone of polluted sea and constructed a huge marine decontamination facility. Biological reactors managed in "nodes" were installed inside the Big Shell, and it became a symbol of environmental protection. Also, the Big Shell utilized a genetically altered form of sea lice that had its DNA altered with that of the bacterium Pseudomonas to give it the ability to decompose crude oil through an enzyme in its body. They were used to a great extent in order to reduce costs and the number of spill maintenance workers. The sea lice were benign and harmless, but they had ravenous appetites, making them a pest as well. Several of the employees, specifically at Strut E, were also avid gamers, and often arranged to have game software delivered to the Big Shell for their own personal usage. In reality, the Big Shell's construction had merely been a cover story, to disguise the development of Arsenal Gear. The oil had intentionally been spilt after the Discovery's sinking, by a duplicate tanker sent by the Patriots, which had then been sank in the same area. The original tanker had contained no crude oil at all, having instead been used to transport Metal Gear RAY, prior to its theft. In 2009, a terrorist group calling themselves the "Sons of Liberty" led by Solidus Snake, a.k.a. former President George Sears, attacked the Big Shell while a government sponsored tour was being held. President James Johnson and the rest of the party were captured and taken hostage. They demanded a ransom of $30 billion. They also stated that if the government was unable to meet their demands, they would blow the Big Shell out of the water, which would result in the ignition of the remaining crude oil in Manhattan Harbor, creating an inferno. The chlorides used to decontaminate the harbor would be ignited as well, releasing clouds of toxins containing catastrophic levels of dioxins, totally destroying the Hudson Bay ecosystem, with naught but a toxic soup remaining for centuries to come. Solid Snake and Hal Emmerich of Philanthropy later discovered that the Big Shell had not actually been cleaning the environment at all. Although it had several facilities that were utilized to clean up the oil spill, they had not been running at full capacity, as Snake learned during his infiltration of the facility. Otacon also speculated that more crude oil may have been spilt into the harbor to replace any oil that was cleaned out of the bay, and deduced that the "toxic gas" theory sounded too suspicious to even be considered remotely true. The decontamination effort that followed was staged in order to complete tests on Arsenal Gear and the AI, GW, as part of the S3 Plan. It was because of this that the Big Shell was chosen for the location of Raiden's engineered mission. During the Big Shell Incident, the facility was damaged in several places by various attacks, battles and bomb explosions; Shell 2 in particular suffered heavy damage to its Core section and the connecting bridge between the two shells was also destroyed. Finally, the entire Big Shell was completely destroyed altogether when Arsenal Gear went active, as the chains holding the structures in place were severed, causing the struts to break apart and collapse in on each other before sinking into the sea.
- #15Sons of Libertyselective
Keys: Sons of Liberty
The Sons of Liberty were a terrorist group led by Solidus Snake in 2009. Other members included Revolver Ocelot, Fortune, Vamp, Fatman, and Olga Gurlukovich. On April 29, 2009, the Sons of Liberty took control of the Big Shell offshore oil cleanup facility off the coast of Manhattan. After assuming command of the facility, they appropriated the secretly-developed Arsenal Gear warship and its artificial intelligence program GW. Solidus planned to decode GW in order to discover the Patriots' identities and launch a nuclear weapon in the skies above Manhattan, thus causing a gigantic electromagnetic pulse – effectively "unplugging" Manhattan and leading it to become a free republic. However, the entire plan was being manipulated by the Patriots' intervention through their agent, Revolver Ocelot. Thirty hostages (including Richard Ames and President Johnson) were being held captive in the Big Shell. Solidus allegedly demanded a massive ransom, or he would detonate the Shell and therefore horribly contaminate the ecosystem beyond immediate repair. Special forces agent Raiden was sent in to thwart the plot. In reality, Raiden was sent in by the Patriots as the entire event was scripted and manipulated by the Patriots to mold Raiden into the perfect soldier (much like Solid Snake) as part of their plot to control humanity. Also, the Sons of Liberty never demanded the ransom of thirty billion dollars to begin with. At one point in the mission, the Colonel contacted Raiden informing him that the Sons of Liberty had killed one of the hostages, but Ames later revealed that they had not killed any of them by that point. Raiden later rescued GW's programmer, Emma Emmerich, convincing her that he was not a member of the Sons of Liberty due to his possession of internal nanomachines. However, the terrorists had no further use for her, and to prevent her from infecting GW with a worm cluster, Dead Cell member Vamp fatally wounded her. After Arsenal Gear's destruction, nearly every member of the Sons of Liberty group was killed, except for Vamp, Revolver Ocelot, and Johnny Sasaki.
- #16Arsenal Gearselective
Keys: Arsenal Gear
Arsenal Gear was a submersible, mobile fortress developed for the United States Navy, with the ability to monitor, block, and tamper with internet communications in order to further the goals of the Patriots. It also has access to the Military's Tactical Network, giving it absolute control over the nation's armed forces and its nuclear arsenal. Arsenal Gear is a metaphor for the change of warfare in the last decades of the 20th century, from a nuclear war to a war of culture, information, and espionage. Its concept was inspired by the U.S. Navy's Arsenal Ship Project. On January 24, 2000, a notorious hacker group led by Emma Emmerich perpetrated a signal data hacking assault on the NSA facility in Fort Meade, causing a total system shut down for a 73-hour period. The result was a full review of NSA's safety measures, which in turn led to the decision to shift the data-gathering operations to an isolated location that would be safe from physical attack as well as cyber-terrorism (in other words, the start of the Arsenal Gear project). Rumors also spread about Arsenal Gear's development, as well as the United States Navy's involvement in its development. In addition, while the anti-Metal Gear NGO Philanthropy was investigating whether or not rumors of its development were true, they also stumbled upon the name "the Patriots" before security protocols forced them to abandon the investigation. Upon completion, Arsenal Gear would have acted as a forward deployment and operation base for all of the branches of the United States Armed Forces via its tactical network, and even had access to the nation's nuclear arsenal. After the sinking of the USS Discovery in 2007, the Patriots sent out a loaded oil tanker to the exact spot where Discovery was sunk, sank it, and used it as a means to cover up the construction of Arsenal Gear, the largest and most powerful Metal Gear the world had yet realized. Arsenal Gear was used as a means of global censorship, control and support. Within Arsenal was housed GW, the AI designed by Emma, which controlled the entire warship. Arsenal Gear also contained an entire payload of nuclear warheads, including an experimental purified hydrogen bomb (developed during James Johnson's Presidency), which would only become launch-capable upon the activation of Arsenal Gear. In 2009, the terrorist group Sons of Liberty intended to claim Arsenal Gear after taking over the Big Shell, as a means of challenging the Patriots' rule. SEAL Team 10 boarded the facility in order to rescue President James Johnson, who had been taken hostage, and recover the Black Case. Though SEAL Team 10's Alpha team managed to achieve these objectives, they were later ambushed and killed by terrorist members Fortune and Vamp, with the latter recovering both. Raiden and Solid Snake infiltrated the Big Shell and eventually made their way to the main computer room to upload a virus, created by Emma Emmerich, into GW. Snake and Olga Gurlukovich then allowed for Raiden to be captured, gaining them access to the interior of Arsenal Gear. After a brief torture session at the hands of Solidus Snake, Raiden was able to escape and enter the "stomach" of the massive warship. While inside, GW began to malfunction due to the virus, before eventually ceasing communication with Raiden completely. After Raiden did battle with the small army of mass-produced Metal Gear RAY units guarding Arsenal, Solidus killed Olga and revealed his plans of handing over Arsenal to Fortune, as he knew she would use the warship to challenge the Patriots' power. However, after betraying Solidus and shooting Fortune, Revolver Ocelot piloted the prototype Metal Gear RAY and attempted to kill Solid Snake, Raiden, and Solidus, but Fortune used her abilities to save them from Ocelot's assault. After Ocelot's failed attack, Liquid Snake's "spirit" took over Ocelot's body and escaped in the prototype RAY, though not before sending Arsenal on a direct collision course with Manhattan, in order to later recover the damaged GW AI on board. Crashing into the banks of New York City, Arsenal destroyed a sizable portion of the lower west side of the city, including all 28 batteries at Battery Park, as well as the destruction of Broadway and the Wall Street Stock Exchange before stopping at Federal Hall and flinging Raiden and Solidus onto the rooftop, allowing them one final battle atop the national monument. While on a collision course with New York, Arsenal destroyed several United States monuments, including the Statue of Liberty, which was pushed to the front of the Immigration Museum on Ellis Island. After the events of the Big Shell, the U.S. Government (the Patriots) managed to finish developing the Kerykeion-class submersible Arsenal Gear battleship. But shortly after its completion, the warship ended up stolen prior to 2014 by Liquid Ocelot to house the fragments of the damaged GW AI and to serve as the base of operations for his PMC mother company.

Keys: Nanomachines
Nanomachine is the general term for a machine ranging in size from one micrometer (one-thousandth of a millimeter) to one nanometer (one-millionth of a millimeter) using MEMS (Micro Electro Mechanical Systems) technology. An example of a nanomachine would be a protein aggregate resembling the structure of a man-made motor using biomolecules such as DNA, proteins, and resins as parts. Nanomachines are used to enhance the bodies of human hosts, boosting their abilities and their performance in combat situations, as well as heal injuries.

Keys: Maverick Security Consulting
Maverick Security Consulting, Inc., also known as MSC, is a private military and security company that was dispatched to a developing country to help it repair itself after a costly civil war in 2018. It was located in Nevada, although they had a field operations office at Denver, Colorado, and an HQ in Sochi International Airport. Although technically a PMC, various Maverick members preferred to call themselves by the term "private security providers," due to the negative stigma applied to PMCs as a result of the events of 2014. In addition, their primary methods of operation was supplying security to their clients, specifically of the deterrence kind. After the events of the Guns of the Patriots Incident in 2014, Boris founded Maverick along with several of the surviving members of the Paradise Lost Army. A condition Boris made to the former PLA members was that they fight for what they believed in, and that they keep their actions clean. Raiden was hired into the PMSC full-time as part of VIP protection and military training, among other duties when he learned of the group from Boris. Raiden likewise accepted those jobs as a means to support his family (Rosemary and Little John) without having to return to the battlefield, when it was suggested to him by Boris (whom he knew since his first cyborgification at Area 51). They did at least one mission in the European country of Montenegro that Raiden was involved in, although it was implied by Maverick's military advisor, Kevin Washington, that the mission grew more complicated in spite of Raiden's claim of having reviewed the mission briefing before being dispatched. From 2015 to 2018, Maverick was part of a three-year recovery effort for an African nation that had been through a costly civil war. The country's prime minister, N'mani initially had doubts about them, believing that their status as a PMSC meant they propagated war, although he later admitted that they helped train his army well.

Keys: Desperado
Desperado Enforcement, LLC., also known as DESPERADO Enterprises, is an American PMC, which by the late 2010s, is primarily composed of cyborg mercenaries based in Delaware that is involved in several incidents. Although claiming themselves to be a PMC, Desperado, just as its name implies, frequently give aid to terrorists and international criminals. Desperado Enforcement is known to be operating as early as 2016. Although they are based in Delaware, most of their business is handled outside of the States, with their financials being handled by a separate company located in St. Kitts and Nevis (which is also a preferred tax haven of large companies across the world). Their primary jobs are targeting places that are undergoing reconstruction efforts and ruin them. However, they also have connections to the drug trade and human trafficking. Several of the PMC members were also forced to join due to being unable to provide a livelihood otherwise due to their cybernetic costs, some even holding deep fear and remorse for the actions they had to commit while in the group. Although several of them are ex-military, not all of them are, as evidenced by Monsoon's membership.
- #20World Marshal Inc.selective
Keys: World Marshal Inc., World Marshal
World Marshal, Inc. is a private military company based in Denver, Colorado. Following the downfall of Liquid Ocelot's Outer Heaven in 2014, World Marshal became the largest PMC on the planet, and the largest supplier of cybernetic body parts. The Colorado Senator Steven Armstrong has strong ties to the organization, eventually becoming its CEO. After Outer Heaven's five PMCs split up after the events of the Guns of the Patriots Incident in 2014, World Marshal, Inc. became the largest PMC. In 2016, a national Grand Jury investigated Senator Armstrong for his connection with the PMC. Based in Denver, it also acts as the de facto government over Denver, even going as far as to control the police forces of the city in large part because of their being subcontracted out to them due to small government legislation passed by then-Colorado state senator Steven Armstrong slashing the state budget. As such, they also have the privatized police force kill off civilians who committed actions World Marshal disapproved of and cover it up as a casualty from being caught in crossfire. At least one of its executives, Johnson, is a Japanese culture enthusiast, even going as far as to have part of the upper levels of the building renovated to resemble a Japanese garden. Armstrong, however, ended up disgusted by the design choice, in particular the addition of cherry blossom trees, and implied that he was going to fire Johnson for this, at the very least. Besides their status as a PMC, they are also the largest supplier of cyborg equipment, which also has led to them teaming up with the Delaware-based PMC Desperado Enforcement LLC. Although their main headquarters is stationed in Colorado, Desperado commander Sundowner revealed that the company had offices across the world.
- #21Guns of the Patriots Incidentselective
Keys: Guns of the Patriots Incident, Outer Haven Incident
The Guns of the Patriots Incident, also known as the Outer Haven Incident, was an insurrection mounted against the Patriots in 2014 by Liquid Ocelot. Possessing both the mind of Les Enfants Terribles subject Liquid Snake, and the body of Patriot agent Revolver Ocelot, Liquid Ocelot gained control of the world's five largest private military companies (Pieuvre Armement, Praying Mantis, Raven Sword, Werewolf, and Otselotovaya Khvatka), combining their might under a single mother company known as Outer Heaven. To bring this might to bear, Liquid planned to remove the restrictions placed on the PMCs by the Patriots' battlefield control system, Sons of the Patriots. Liquid successfully hijacked Sons of the Patriots after obtaining the DNA code of Big Boss, and using the repaired AI GW from Arsenal Gear as a backdoor into the system. Intending to remove the Patriots' power completely, Liquid next planned to take the core AI JD offline, by firing a "naked" nuclear warhead with Metal Gear REX's rail gun, and destroying the orbital satellite in which it was housed. Although it was initially believed that Liquid intended to usurp the Patriots' power for himself, he had in fact manipulated Solid Snake into shutting down the AI system altogether via infection of GW with the virus FOXALIVE. "Liquid" Ocelot had faked possession to ensure his alongside Big Mama and Naomi Hunter's goals of saving and resurrecting Big Boss were accomplished. Although he had met with success regarding the Patriots' destruction as well as Big Boss' resurrection, he had failed to implement complete anarchy due to modifications to FOXALIVE that were secretly implemented by Sunny, Olga Gurlukovich's daughter.
- #22Big Shell Incidentselective
Keys: Big Shell Incident
Two years after the sinking of the tanker USS Discovery, with Solid Snake framed as the suspect and confirmed dead as a result, new FOXHOUND recruit Snake, (changed to Raiden during the mission) was sent to infiltrate the off-shore decontamination facility known as the Big Shell, which was constructed shortly after the sinking of the tanker, which, according the government, spilled thousands of gallons of crude oil into the New York Harbor. This would later be known as the Big Shell Incident, and more commonly, the Manhattan Incident. This incident would later end up being cited as one of the primary reasons why America was to stay out of military affairs across the world, and thus why PMCs and the war economy would be placed in the forefront during early 2014.

Keys: Shadow Moses Incident
The Shadow Moses Incident was an armed revolt against the United States, initiated by FOXHOUND and the Next-Generation Special Forces on Shadow Moses Island, Alaska. Under the command of Liquid Snake, FOXHOUND and the NGSF formed the Sons of Big Boss and captured a secret nuclear-weapon facility on the island on February 28, 2005, the night before the signing of the START III treaty. Initially deployed to oversee a weapon-testing exercise, FOXHOUND took DARPA chief Donald Anderson and ArmsTech president Kenneth Baker hostage, along with a soldier who refused to participate in the insurrection.
- #24The Manhattan Incidentselective
Keys: The Manhattan Incident, Tanker Incident
The Manhattan Tanker Incident, simply known as the Tanker Incident, was the armed takeover and subsequent sinking of the dummy tanker USS Discovery on August 8, 2007. The event was staged by the Patriots in order to retrieve the United States Marines' prototype Metal Gear RAY, and frame renowned mercenary Solid Snake as the terrorist responsible.
- #25Raidenselective
Keys: Jack the Ripper, Raiden, White Devil
Raiden, real name Jack, also known as Jack the Ripper, White Devil, and Snake, is a Liberian-American mercenary and former special forces soldier. Previously a child soldier under Solidus Snake, Raiden was later selected by the Patriots to test the S3 Plan at the Big Shell, as a new recruit to the reformed FOXHOUND unit. He later worked alongside the Paradise Lost Army in their anti-Patriot activities, but was captured and forced to undergo heavy cybernetic experimentation. After successfully escaping, Raiden went on to assist Solid Snake during the Guns of the Patriots Incident. By 2018, Raiden had become a member of Maverick Security Consulting, Inc., doing multiple tasks while raising money for his family.
Appereance: Raiden is a tall, athletic male cyborg with a predominantly synthetic body. His head retains a human appearance, featuring short, light gray hair styled in uneven, swept-back layers, and a partially exposed mechanical lower face. One eye is visible and organic in appearance, while the other is covered by a dark, angular visor integrated into his cranial cybernetics. His torso, arms, and legs are fully mechanical, constructed from dark metallic armor plating in black and gray tones with small metallic fasteners and segmented joints. The chest features layered armor panels with exposed synthetic musculature beneath, while the abdomen and hips are reinforced with articulated plating and straps. His arms are fully cybernetic, ending in mechanical hands with articulated fingers. The legs are heavily armored, with visible synthetic muscle fibers along the thighs and reinforced plating along the knees, shins, and feet. He is equipped with a long, straight-edged sword with a dark blade, which he grips with both hands.
Personality: Due to his participation in the Liberian Civil War, Raiden was one of the few Force XXI VR subjects to possess actual combat experience. Also, because of his past as a child soldier, as well as his possessing Post Traumatic Stress Disorder, he also occasionally pushed away even people he cared about due to his being "afraid of the night." Because of this, he was outwardly cold and distant even to people whom he personally knew, such as his then-girlfriend Rosemary. It was largely because of this cold nature, as well as his pushing people he knew away that resulted in Rosemary initially fearing that he was unfaithful to her. When he first infiltrated the Big Shell, Raiden appeared to be a young and "inexperienced" agent of a "reformed" FOXHOUND unit, occasionally prone to emotional outbursts. When the memories of his time as a child soldier began to resurface, he gained somewhat of a low opinion of himself, especially in comparison to Solid Snake's accomplishments. He also held some hero worship for Solid Snake, as part of the reason for his agreeing to partake in the Big Shell Incident to take down the terrorist leader was so he'd meet the legend face-to-face, and was initially disappointed when it seemed Snake had truly died in the Tanker Incident. Raiden used to smoke cigarettes at one point in his life, but had quit by the time of the Big Shell Incident. Raiden had some knowledge of pop culture, as his meeting with Rose occurred from an argument relating to the building the titular monster climbed in the film King Kong (Rose claimed it was the Chrysler Building which Raiden pointed out was in Godzilla), and was at least familiar with the film Escape from New York, as he deduced the partial origin of Solid Snake's alias, Iroquois Pliskin, from that film. By the time of the Guns of the Patriots Incident, Raiden had changed considerably; the trauma of his break-up with Rose and the "miscarriage" of their unborn son, combined with rigorous training and his torture at the hands of the Patriots, changed Raiden from an inexperienced rookie to a cold and virtually emotionless soldier, who seemingly doesn't care about his own life. Upon discovering the truth about Rose's "marriage" to Campbell, Raiden seemed to regain some of his old self. In addition, in large part because of his experiences during the Big Shell Incident as a test subject for the S3 Plan, as well as Snake's advice in the aftermath of the S3 Plan, he also aimed to follow through with Snake's vision of people living their own lives, also believing that doing so will fully free him from being a pawn to the Patriots' proxies.
Abilities: Due to his harsh childhood, training from Solidus and the Army's virtual training, his mental state and capacity were well suited to combat operations behind enemy lines. He was calm under pressure, adaptive, and somewhat critical. This training and conditioning also put penalties on some of his social capabilities and mental stability. He was adept with a variety of weapons, from small arms to surface-to-air missiles. His training with Solidus suggested some emphasis in melee combat, and particularly in bladed weapons. After becoming a cyborg, Raiden possessed incredible superhuman strength, speed, and endurance. His strength enabled him to lift a tremendous amount of weight, evidently ranging to several million tons. Raiden's superhuman durability makes him virtually indestructible due to the parts of his body made entirely out of steel and artificial muscle fibers. Raiden's superhuman speed enabled him to run extremely fast for great distances. He can run at speeds faster than sound, and can swing his sword faster than the human eye can see. With his custom cyborg body, his durability increased tremendously.
- #26Samuel Rodriguezselective
Keys: Samuel Rodriguez, Samuel Rodrigues, Minuano, Jetstream Sam
Appereance: Samuel Rodriguez is a tall, well-built male with a largely human upper body and cybernetic armor and prothesis. His head and face are fully human in appearance, featuring medium-length dark hair tied back into a short ponytail and light facial stubble. He wears a cybernetic headset integrated over his ears and along the sides of his head. His torso retains a human appearance with visible musculature, partially covered by fitted, light-colored combat plating and segmented armor panels across the chest and shoulders. One arm is fully cybernetic, composed of segmented metallic plating, while the other arm appears predominantly organic and is fitted with a glove and light armor. His lower body is extensively armored, with armored thighs, knees, and lower legs reinforced with light gray and metallic components, reinforced with joint segments and synthetic musculature. He wears armored boots. A utility belt with pouches and equipment is secured around his waist. He is equipped with a single-edged sword with a red blade and dark hilt.
Personality: Sam's motivations and personality undergo a significant transformation throughout his journey. Initially driven by a desire for revenge, he becomes an expert swordsman who takes on street gangs and drug cartels based on his personal sense of justice. However, after his defeat at the hands of Armstrong, he becomes disillusioned with the notion of fighting corruption piece by piece. This loss leads him to join Armstrong's cause, marking a departure from his earlier beliefs about justice and conflict. As a member of World Marshall, Sam adopts a manipulative and taunting demeanor, which contrasts with his previous self. Sam's experiences cause him to abandon his quest for justice, adopting the belief that only victors can determine right from wrong. Sam's alliances within Desperado reveal that he maintains a working relationship with its members. Unlike many others, Sam does not pursue wealth or material rewards; he perceives war itself as the true objective behind World Marshall's operations, enjoying the thrill of fighting regardless of any financial incentives.
History: Born and raised in Brazil, Samuel Rodrigues descends from a lineage of swordsmen dating back to 16th century Japan. His father operated a Brazilian Kenjutsu dojo teaching the Uradachi technique, known as Satsujin-ken or "the murdering sword," which emphasized the use of violence. After his father's death at the hands of a pupil, with potential drug cartel involvement, Sam inherited the family’s Murasama blade. He left Brazil to train and then returned to exact vengeance on the pupil before permanently departing. Sam led a mercenary lifestyle, undertaking various roles including bodyguard and cleaner for criminal syndicates. His Murasama blade was later modified into a high-frequency (HF) blade with an ID lock, enhancing its already formidable capabilities. Samuel learned about Steven Armstrong's connection to World Marshal and sought revenge against him for what he perceived as the exploitation of soldiers. However, upon confronting Armstrong in Denver, he discovered the senator had planned for his arrival, partially due to Sam's past successes against drug cartels. An intense confrontation ensued in which Sam initially seemed victorious, but Armstrong survived the assault unscathed. After a brief exchange, Sam chose to take Armstrong's hand rather than ally with him. He succeeded in severing Armstrong's right hand using an explosive charge in his sword sheath. Nonetheless, Armstrong retaliated by driving his nanomachine-hardened stump into Sam's right arm, inflicting devastating damage. Unable to continue fighting, Sam conceded defeat, accepted Armstrong's offer, and subsequently had his damaged arm replaced with a prosthetic.
Abilities: He is equipped with a powered exoskeleton (serial number 977-AZQEE) that enhances his strength, durability, speed and agility to incredible superhuman levels, as a means of matching up to other cyborgs. Sam's only cybernetic replacement is his right arm. He also utilises a combat oxygen supplier, in order to allow him to engage in high-speed combat against elite cyborgs and top-tier fighters or run at hypersonic speeds without of course suffering repercussions due to his still human physiology. He has incredible prowess with his blade, using the Brazilian kenjutsu under the "Rodrigues New Shadow School" as well as possesing ample hand-to-hand capabilities. Sam can also read peoples' skills and personalities very easily. He tends to taunt his opponents in order to sway their focus. Sam's weapon is his HF Murasama blade. Sam carries the Murasama sheathed at his side in the style of samurai (buke-zukuri), which allows him draw quickly from the taito stance. The Murasama's sheath contains a rifle mechanism with a magazine loaded and a trigger located below the sword's hilt. By triggering this mechanism, Sam can launch his sword from the sheath and use iaido techniques with increased momentum.
- #27Blade Wolfselective
Keys: Blade Wolf, LQ-84i
Blade Wolf, or simply Wolf, officially designated IF Prototype LQ-84i (IF standing for "Interface"), is a wolf-like quadrupedal Unmanned Gear with a learning optical neuro-AI and a prototype verbal interface.
Appereance: Blade Wolf is a quadrupedal unmanned combat machine with a low, elongated mechanical body designed for ground-based mobility. Its structure is entirely non-humanoid, composed of angular black and dark gray metallic armor plates with sharp, overlapping segments and visible fasteners. The body is compact and reinforced, with a broad central torso housing internal mechanisms, partially exposed through layered plating and segmented joints. The head is wedge-shaped and heavily armored, featuring a narrow, pointed snout and angular side panels. Two red, glowing optical sensors are positioned at the front, functioning as primary visual units. The mouth area incorporates mechanical components and blade-like elements rather than organic features. The neck is short and heavily reinforced, seamlessly integrated into the armored torso. Blade Wolf has four fully mechanical limbs, each constructed with multiple articulated joints and reinforced plating. The forelimbs and hind limbs end in clawed mechanical feet with three primary talons, designed for traction and close-quarters engagement. The limbs display exposed actuators and joint mechanisms at key points, allowing a wide range of motion. Extending from the rear of the body is a long, flexible, segmented mechanical tail. The tail terminates in a bladed tool resembling a high-frequency weapon, mounted on a cable-like extension that allows independent movement. Additional blade components are mounted along the body, including retractable or externally fixed cutting implements integrated into the armor.
Personality: Blade Wolf is known to possess an advanced intellect, even by human standards. His overall neuron count for his optical AI amounts to 90 billion. With his advanced intelligence, Blade Wolf is a highly effective UG weapon, capable of using logic, reason and independent thought to aid him in missions. Blade Wolf's AI is sentient and modeled after the human brain, hence capable of human emotions and behaviors, such as curiosity, sarcasm, fondness, affinity and learning capacity. He also appears to be able to experience physical sensations such as pain. Due to Desperado's programming, Blade Wolf is forced to follow orders or he would lose his memory. Hence, he follows orders out of self preservation rather than a willing desire to fight. As a result, Blade Wolf yearns for his own freedom. Blade Wolf sometimes has a sarcastic attitude. Wolf also generally has a dry, disrespectful sense of humor. Blade Wolf often questions the need to fight, especially if it means killing. As shown by his sentiment that he "lacks brutality." It is possible that this is a chosen trait by Blade Wolf, rather than a simple programming defect, as he is shown to posses compassion and concern for others, despite what he has said. Blade Wolf also expresses some levels of anxiety and unease in his personality. He seems to have grown fond of Sam, having fought with him before.
History: LQ-84i was built as a prototype to a next-generation weapon meant to replace both human combatants and cyborgs. To achieve this, it was deemed necessary to be able to communicate and make intelligent decisions on how to act, hence why he was outfitted with an interface system. During his development, he was outfitted with a learning program, which the researchers, who doubled as his instructors, utilized with an extensive battery of conversations, the nature of which included miscellaneous matters, breakfast-table greetings, the structure of elementary particles, the challenges resulting from rapid globalization, and recent trends in music. As the LQ-84i was funded by DARPA for the purpose of being a weapon, he was rarely treated by his instructors as more than equipment, although some did treat him as a pet or child. The LQ-84i, as a result of this, was also exposed to various ideals, with the stronger ones weeding out the weaker ones, similar to humans. However, although the goals of giving him intellect had succeeded with flying colors, he lacked brutality, largely because he was still not human, nor did he have humanity inside his programming. Because of this, after three years of testing, the project was cancelled, and the LQ-84i himself ended up deactivated, hence why he is a "one-of-a-kind" prototype.
Abilities: Blade Wolf has a variety of blade-type weaponry. These include at least six spring-loaded knives that can be flung at an enemy at a quick rate. These knives, upon being launched, are also superheated to the extent that they can sear through metallic surfaces. In addition, he also has a chainsaw attached to his back, with a cutting ability strong enough to cut through stone. This is because the rotating mechanism has been modified to allow the chainsaw's teeth to vibrate at a high-frequency. He also has sharp claws, which he can use to grip and pin down enemies. Similar to Gekko, Blade Wolf's tail also acts as a manipulator arm, which he utilizes to hold his chainsaw. He also possess stealth camo.
- #28Mistralselective
Keys: Mistral
Mistral is a French cyborg mercenary and a member of Desperado Enforcement LLC. She is one of the Winds of Destruction, alongside Sundowner and Monsoon.
Appereance: Mistral is a humanoid female cyborg with a slender, curvilinear frame and a predominantly synthetic body. Her head retains a human appearance, with short, straight red hair cut to jaw length and a neutral facial structure with no visible facial cybernetics. Her eyes appear organic, and no eyewear or visor is present. Her torso is shaped to closely resemble a human female form, with smooth synthetic skin covering the chest, abdomen, hips, and lower back. The surface is continuous and unarmored in appearance, lacking visible plating or segmentation in these areas. The proportions of the torso and hips are pronounced and human-like, with rounded contours consistent with a natural anatomical silhouette. The pelvic region and gluteal area share the same synthetic construction and external appearance as the torso. Her legs are fully cybernetic from the hips downward, covered in dark metallic armor plating with segmented joints at the knees and ankles. One leg is predominantly black, while the other features red coloration along the thigh and lower leg. The feet are narrow and mechanical, with reinforced structures resembling high-heeled footwear integrated into the limb design. Mistral possesses one pair of original arms attached to her shoulders. These arms are slender and fully cybernetic, covered in smooth, dark plating. The hands are articulated with individual mechanical fingers, and the palms display red-colored surfaces distinct from the rest of the arm. No additional arms are connected directly to her shoulders. Mounted to her upper back is a large mechanical apparatus from which multiple additional arms extend. These arms are entirely mechanical and arranged radially behind her torso. Each auxiliary arm is long, segmented, and jointed. The arms vary slightly in length and orientation and are clearly distinct from her original pair, both in placement and construction. She wields a long polearm weapon with a straight shaft and bladed ends, which she holds using her original arms. The weapon appears metallic and uniform in construction, with no visible organic components.
Personality: Mistral experienced civil war at a very young age and had been made into a cold killer as a result. Before she came to Desperado, she felt she did not have a purpose other than to kill anything in her path. Around 2018, Mistral has learned to cherish the notion of an individual possessing their own ideals, expressing her happiness upon learning to possess one of her own. Because of her background, she sometimes utilizes a French accent and words when speaking. Mistral seems to have a tenuous relationship with fellow Desperado member Khamsin. Mistral gives demeaning treatment towards LQ-84i, viewing him as a pet. Mistral also demonstrates ruthless and cruel behavior. She has a strong love for pushing herself to her limits in combat. She enjoys being provocative and seductive towards people she deems interesting. She takes great enjoyment from flustering others and receiving affection, often satisfying both desires by caressing her own body provocatively in front of people she's either about to kill or people she finds interesting. She dislikes being perceived as weak, becoming quickly frustrated if someone proves better than her in combat.
History: Mistral was born to French and Algerian parents in the country of Algeria. She was orphaned at a very early age during the Algerian Civil War in the 1990s. She would eventually find her parents' murderers, and, in her words, "butcher" them. Afterwards, she decided that killing people was her calling, and served in the French Foreign Legion. She participated as a combatant in wars in Iraq and Afghanistan, with a kill count in the dozens. Despite killing being her calling, she found the action itself to be "dull," comparing it to dominoes. She even grew envious of her prey because they had causes to fight for. Eventually, she met Steven Armstrong who changed all that and allowed her to fight for an ideal.
Abilities: Mistral has the ability to take the arms of Dwarf Gekko, a.k.a. Tripods, and attach them to her body, while also using them as weapons. She can attach up to 14 arms of Dwarf Gekko to her body, 7 arms on each side of her body. She can also use the remaining cores as volleys to bombard her foes with, throwing them at a fast enough velocity to generate flames. In addition to using her L'Etranger as a whip and spear, she can also utilize it in addition to a cartwheel to mow people down in a similar manner to a buzz-saw. She can also loosen both ends to act as grappling hooks to damage the environment and her opponents with a slam. Most of Mistral's body consists of cybernetic parts, gifting her incredible speed, strength, stamina and flexibility.
- #29Monsoonselective
Keys: Monsoon
Monsoon is a Cambodian mercenary and cyborg ninja and a member of Desperado Enforcement LLC. He is one of the Winds of Destruction alongside Sundowner and Mistral, and is named after the seasonal wind systems that occur in West Africa and Asia-Australia.
Appereance: Monsoon is a humanoid male cyborg with a tall, slender build and a fully synthetic body. His head is elongated and smooth, covered by a black cranial casingir. The face is partially obscured by a dark visor covering the eye area. His torso is narrow and cylindrical, composed of segmented metallic components connected by spherical joints. The chest and abdomen are covered by a patterned exterior of red and black panels arranged in a grid-like configuration, with visible seams separating each segment. The torso appears modular, with clear separation between upper and lower sections. His arms and legs are fully cybernetic and constructed from multiple detachable segments. Each limb consists of several independent sections connected by spherical joints, allowing visible separation between the shoulder, upper arm, forearm, and hand, as well as between the hip, thigh, lower leg, and foot. The surface of the limbs matches the red-and-black patterned plating seen on the torso. The hands are mechanical. The lower body follows the same segmented construction, with the pelvis, thighs, knees, and lower legs divided into distinct modular units. The feet are narrow and mechanical. Monsoon carries a pair of sai-type weapons, one in each hand.
Personality: Monsoon is a misanthrope and nihilist, also believing that the only thing that truly matters besides war is memes (Memes as in a recurring subject, theme, idea, etc., especially in a literary, artistic, or musical work.), which he referred to as the "DNA of the soul." He claimed that warfare, although a cruel parent, proved to be an effective teacher, as it allowed him to learn and internalize the notion that humans were "diseased," and that the concepts of free will and religion were a myth and a joke, respectively. In addition, he claimed that humans were merely pawns controlled by memes, in which it shaped people's will with any individual acting as a carrier to whatever memes had been passed onto them. It was strongly implied that he developed these views and his sociopathy from being a victim and survivor of the Khmer Rouge's reign of terror. His nihilism was severe enough that he also didn't care if he died. The other times he displays other emotions apart from sociopathic hatred is when he causes someone to lose their mind. Monsoon avoids coarse language, even when losing his temper. Viewing nature as neither ugly nor beautiful, he describes his actions as simply part of nature running its course. As such, he believes in the concept of "survival of the fittest". While he is resigned in his mentality as an expert killer, he likens this self-acceptance to the notion of memes simply being passed onto him. Despite his antagonism with Sam during his recruitment into World Marshal, in 2018, Sam and Monsoon were seemingly on good terms, talking at length during their spare time.
History: Full details on his past are unknown, although he claims that he inherited his stance on killing people or ending up killed and his nihilistic views from the Cambodian capital city of Phnom Penh and the reign of terror from the Khmer Rouge regime and the Killing Fields between 1975-1979. At some point later, he joined a Cambodian organized crime syndicate, and was rumored to have had involvement in the drug trade and human trafficking. He also mastered the use of sai weapons, and his crime record was extensive enough to far outrank any ordinary gang member. He eventually got cyberneticized with a magnetics-based body after being caught in a gang shootout and mortally wounded. It was at this point that he decided to work with the Delaware-based PMC Desperado.
Abilities: Monsoon's body is a unique cyborg chassis consisting of a series of segments held together by powerful electromagnetic forces which can separate considerable distances while still remaining part of the whole. This ultimately allows Monsoon to perform incredible feats that other cyborgs can't such as dodging sword slashes and separate his body to increase his reach or attack from multiple angles at once. He can also manipulate EMP tech and stun other cyborgs or machines. In addition, the generator is powerful enough to allow Monsoon to lift large objects like Stryker APCs and Hammerhead gunships into the air. This also grants him the ability to stick on metal structures. The cyborg body itself is highly maneuverable with incredible jumping abilities,. However, even with all of his unique traits, Monsoon's electromagnetic abilities have their weaknesses. They come with the cost that his body is still susceptible to EMP grenades, and a direct strike at the extended generator would instantly cut him off from his abilites, also stunning him briefly. In addition to his magnetic abilities, Monsoon also carries a pair of high-frequency sais called "Dystopia," which he is extremely skilled with, and a belt with pouches containing red phosphorous grenades.
- #30Sundownerselective
Keys: Sundowner
Sundowner is a former war veteran and cyborg mercenary who serves as the de facto leader of the PMC Desperado Enforcement LLC., as well as a member of the Winds of Destruction, alongside Mistral and Monsoon.
Appereance: Sundowner is a large, heavily built male cyborg with a fully mechanical body designed around bulky proportions. His head retains a humanoid shape with a pale, human-like face. The torso is broad and armored with dark gray and black metallic plating. Mounted to his back and forearms are multiple large, rectangular shield units composed of dark metal frames with prominent red translucent panels. His arms are fully cybernetic, thick and reinforced. The legs are similarly armored and robust, featuring layered plating around the thighs, knees, and shins.
Personality: Sundowner is best described as a blood-thirsty warrior, constantly desiring conflict and bloodshed, even openly referring to himself as a warmonger. Owing to his warrior-like nature, he frequently makes extremely graphic threats to his enemies when battling them. He shows his anger at the fact that the war economy has weakened significantly, calling it his livelihood. Sundowner has a very pessimistic view on humanity. His mentality is that of a classical realist, in which he believes that humans are inherently cruel and violent, only contradicting this violent nature through age due to the accumulated knowledge and morals learned over time. His views stem from his rough childhood from a poor family. Due to his growing up in Alabama, he also speaks with a heavy Southern United States accent. He likes child soldiers because kids can be molded into committing all sorts of atrocities, and that atrocities are effective fuels for wars. Sundowner displays a sadistic streak. Sundowner also has a penchant for fighting dirty, or desirs the destruction of his opponents so much that he simply does not have any qualms against being provided with backup support from his subordinates. He also enjoys causing a path of never-ending destruction as he explains that he is simply adhering to his inner nature. He doesn't seem to care about whether he dies in battle or not, congratulating cruetly and brutality if it's even done against him. He can, however, end up shocked when he doesn't anticipate the exact method of defeat that he'll face. Sundowner is shown to be very coarse in his language. Despite Sundowner appearing as brutish or arrogant at first glance, Sundowner is actually a very tactical and experienced fighter. He has over 29 years of war experience.
History: Sundowner was born in Alabama to a poor family. Although he had decent grades throughout school and was described as being a solid student, he never had the money to go to college, so he served in the military instead and participated in various conflicts, most notable being the Invasion of Panama, the Gulf War, the Iraq War, and the invasion of Afghanistan. By 2008, he dropped out of official military service and served as a mercenary for various PMCs up to and during the advent of SOP. He also had a habit of leaving a lot of blood from his enemies, enough to make it look like the sunset, hence why he had the codename "Sundowner." He was also forced out of the battlefield for a few years after being hit with an IED, although he regained participation shortly after gaining a cyborg body. He also ended up investigated by the U.S. Army for links to war crimes more than once, including the desecration of remains, torturing POWs, and causing unethical deaths on the battlefield, although he was never actually convicted. At some point in 2018, Sundowner had the LQ-84i prototype reactivated, apparently because he saw the humor in a machine having more concern for his fellow man than "an actual fellow man," although he quickly grew tired of him. After SOP was shut down in 2014, and the war economy waned along with it, he was unhappy because he felt participating in war and fanning it was his livelihood.
Abilities: His custom cyborg body can mount six shield-like platforms in the sockets on his back. These shields are explosive-reactive armor that can repel attacks and give him a slightly similar appearance to a Japanese shogun. His most relied upon weapon, however, are a pair of high-frequency machete blades that can also form into a shears-like contraption, called "Bloodlust". Dubbed as pincer blades when used as a single weapon, they act as Sundowner's signature weapon whenever he is fighting at his peak. The blades are also of the exact same length between the both of them. Also, when Sundowner uses his "Bloodlust" weapon, he can heat the blades until they are red hot, adding on to the already destructive slicing power given to the HF machetes. He also possess significantly enhanced strength, being stronger than Raiden and Sam in raw strength, being only second to Armstrong.

Keys: Armstrong, Steven Armstrong
Steven Armstrong is a United States Senator representing the U.S. state of Colorado, as well as a candidate for the 2020 United States presidential election. He is also the benefactor for World Marshal Inc., its de facto CEO and its strongest warrior. He is also allied with the Winds of Destruction of Desperado Enforcement LLC.
Appereance: Armstrong is a tall, extremely muscular adult male with a broad frame and pronounced musculature throughout the torso, arms, and legs. He has a human appearance with a square facial structure, a strong jawline, and short, dark hair combed back. His skin is light-toned, with extensive darkened, vein-like patterns visible across the chest, shoulders, arms, back, and neck; these markings are the result of nanomachines integrated throughout his body. The musculature is highly defined, with exaggerated thickness in the pectorals, deltoids, biceps, forearms, and abdominal muscles. His arms are large and powerful, with broad shoulders and thick forearms, and his hands are proportionally large with prominent knuckles. His lower body is similarly built, featuring thick thighs and calves, and he wears dark formal trousers; he is typically depicted wearing a black suit jacket, dress shirt, and tie when clothed.
Personality: Armstrong is extremely nationalistic and patriotic, expressing the desire to "reclaim the American Dream" by instigating another American Revolution after the Guns of the Patriots Incident and the Patriots' actions weakened America. Despite his patriotism, Armstrong holds great resentment towards the "current" America; criticizing the war economy, the mass media, as well as the notion of "American pride." His plans involve governing the current USA and then reforming it so that people can fight for their own decisions, in accordance with more individualistic ideals. Using the people's desire for war as his justification, Armstrong plans to initiate the revival of the "War on Terror" in hopes of using war as a business to get elected as the next U.S. President, thereby granting him enough power so that he would be able to end war as a business in its entirety. He is also extremely cynical in regard to his views of people and especially his electorate. Armstrong believes in the notion that "might makes right." In this regard, he views those who are "strong" as the ones deserving of dictating the laws of society, and that the "weak" should be purged so as to create a perfect world. This makes him respect those powerful even if they oppose him, like Raiden. He holds a sarcastic attitude. His arrogance will occasionally lead him to do brash and reckless things. Despite that, he seems to use his abilities wisely and not underestimate his opponents in a fight. He uses extremely coarse language.
Abilities: After his nanotech infusion, Armstrong's already impressive physical abilities are amplified to powerful superhuman levels. This allows him to almost effortlessly overpower other individuals who are already very strong to begin with (Sam and Raiden). Despite his size, he's also fast enough to react to cyborgs and engage them in fast-paced combat. His agility is also greatly amplified, allowing him to decelerate and accelerate quickly and jump really high, while also making his body flexible as well. In addition, one of Armstrong's most prominent attributes is that his entire body is filled with nanomachines. These nanomachines harden different parts of his skin in response to physical trauma, with the side-effect of turning the affected areas black, with some splotches of red on the outer edges, granting him pseudo-invulnerability. His skin, as a result of the hardening, becomes immune to physical damage, and combined with his increased healing speeds, renders Armstrong virtually indestructible to nearly any form of blunt force. In addition, said nanomachines can also reattach lost limbs. Although the nanomachines are intended to harden when faced with blunt force trauma, they also possess functions similar to self-repair units, allowing Armstrong to regenerate damage as well, in the rare case he suffers any. They also can be activated at will. For one, while they're very powerful indeed, the nanomachines hardening is not instant. As his heart is the source of his nanomachines, they harden outwards from the heart, giving a very brief delay as they race through his body. Also, if the nanomachines are deployed on a specific body part, they cannot spread when already in use. Armstrong is also a skilled tactician and strategist.
- #32Khamsinselective
Keys: Khamsin
Khamsin is a former US Marine non-standard cyborg mercenary and captain of the Winds of Destruction employed by Desperado Enforcement LLC.
Appereance: Khamsin is a human–machine hybrid integrated into a large quadrupedal combat mech, with only his upper torso retaining a humanoid form. His visible human portion consists of a male upper body with pale skin, a lean but sinewy build, and a gaunt facial structure featuring a narrow jaw, sunken cheeks, and closely cropped or shaved hair. His face appears expressionless and rigid, with darkened eye sockets and minimal visible hair. The human torso is embedded directly into the mech’s central structure, surrounded by dense mechanical housing, cables, and armored restraints that connect his shoulders, spine, and lower torso to the machine. The mech itself is large and heavily armored, constructed from dark gray and black segmented plating with angular contours and extensive red accents. It moves on four articulated mechanical limbs, each ending in reinforced clawed or pointed appendages. The forward section includes large articulated arms equipped with heavy mechanical hands and integrated weapon mounts, while the rear and sides are protected by thick armor panels and structural components. Numerous joints, pistons, and exposed mechanical elements are visible throughout the chassis, emphasizing its function as a mobile weapons platform rather than a humanoid body.
Personality: Khamsin seems to be a believer in freedom. However, his belief in it also makes him gullible to his mission. He lacks efficient people skills, however, which led to him being discharged from the Marines during the second war in Iraq. Because of his earlier conversion into a cyborg, as well as his choice of body, he doesn't have a lower body, only tentacle like wires for connecting to his mech.
History: A former Marine who first served active duty during the Gulf War, he was once a loyal soldier who greatly contributed to the success of Operation Desert Sabre, but his lack of flexibility and disastrous personality caused internal troubles within his own team, ultimately leading to his discharge during the Iraq War. Khamsin became a private military contractor afterward and used the majority of his income to turn himself into a cyborg. He does not have a regular cyborg body, instead having attached his upper body to a large mech. Khamsin's primary weapon was an abnormally large battle axe with a chainsaw-like mechanism on its blade that was too heavy to lift even for him, but made up for the excessive weight with a jet propulsion mechanism for increased speed. His combat capabilities were second only to the rest of the three members of the Winds of Destruction.
- #33Rosemaryselective
Keys: Rosemary
Rosemary was a psychological counselor, formerly a data analyst and spy, and the wife of Raiden.
Personality: Despite originally being assigned to spy on Raiden, and subsequently entering into an intimate relationship with him, Rose grew to genuinely care for him. Although it served the Patriots' interest for her to provide support to Raiden during the Big Shell Incident, Rose did push back against some the Colonel's stricter demands, prioritizing Raiden's safety. Whenever Raiden contacted her to record his mission data, she would encourage him to be more open about his emotions, offering reassurance and empathy during stressful situations. While the revelation of their respective pasts created conflict between the two, both intended to begin their relationship anew following the mission, and truly understand one another for who they were. In home life, Rose was considered to be a poor cook. Raiden often tried to avoid the subject whenever she offered to cook for him. Rose expressed some tolerance towards smoking and was allowing of Snake's smoking habits largely because she realized from her psychologist training that smoking is very effective stress management for combat veterans,.
History: During her adult years, Rosemary was a data analyst for the Pentagon before working as a spy for the Patriots, the secret cabal that controlled the United States. She was ordered to keep eyes on a U.S. soldier named Jack by developing a romance with him, reinventing herself to suit his tastes. Because of this, she altered her clothing style, hair and eye color, and adopted mannerisms and supposed personal interests, in order to meet the standards of Jack's psychological profile. Rose met Jack in front of Federal Hall on April 30, 2007, after the latter had just transferred to New York. A group of middle-aged Japanese women asked Rose which building King Kong had climbed in the movie. She replied that it was "probably the Chrysler Building." Jack overheard the conversation and told them that she was wrong, and that it was the Empire State Building. The two argued about the matter for so long that the tourists decided to leave. Rose and Jack ended up going to the Skyscraper Museum in Battery Park to see who had the better recall. However, by the time they got there, the museum was closed. The two then went their separate ways. A week later, Rose became reacquainted with Jack after both discovered that they worked in the same military base, as an intelligence analyst. The pair went on their first date that night to the Empire State Building. After that, they went back to Rose's apartment and watched King Kong several times. As per the Patriots' orders, Rose continued to date Jack for the next two years, reporting every detail of his personal life to them, though she would eventually develop legitimate romantic feelings for him. However, Jack remained distant throughout the relationship, revealing little about himself or his past to Rose. He would never spend the entire night with her nor let her into his room. Concerned for Jack, and partially suspicious that he might have been cheating on her, Rose forced her way into his room where she discovered it to be empty and devoid of personal effects, aside from a bed and a small desk. Two years after they first met, Rose served on Jack's radio support team, during the Big Shell Incident in 2009. Rose supported Raiden during his infiltration of the offshore plant Big Shell, by providing information on the facility's layout and recording his mission data. She also engaged in casual conversation with Raiden, hinting to him that the current date was the anniversary of their first meeting, though Raiden failed to remember this. Rose later investigated the supposed death of Solid Snake as a favor to Raiden, and discovered that the body had been interred and exhumed for DNA testing. She informed Raiden that it had indeed been identified as Solid Snake, though in reality the corpse was that of the clone Liquid Snake. When Raiden was captured by the terrorist group Sons of Liberty, Rose contacted him in order to give moral support. It was then that she learned from him his true past as a child soldier under Solidus Snake, now the leader of the terrorists, and thus the reason why he was distant in his relationship with her. In turn, she revealed to Raiden that she was a Patriot spy, and that she had recently become pregnant with his child. For some time after the Big Shell Incident, Rose and Raiden lived together as a couple. However, their relationship began to deteriorate when Raiden became haunted by his childhood memories from the First Liberian Civil War, and would be drunk every time he came home at night. Rose did give birth to a healthy baby boy named John but she and Campbell lied to Raiden that the baby had been miscarried A month later, following the Patriots' destruction, Rose visited an injured Raiden in the hospital. With the danger of discovery having passed, Rose told Raiden of the truth behind her deception, introducing him to his son John. Rose and Raiden finally decided to reconcile, and began their relationship anew as a family.
- #34Little John
Keys: John, Little John
John, nicknamed Little John, is the son of Raiden and Rosemary.
History: Rose was pregnant with John during the Big Shell Incident. Rose told Raiden of the pregnancy after admitting that she had originally become his girlfriend in order to spy on him for the Patriots, before eventually falling in love with him legitimately. The baby's existence was threatened towards the end of the incident, when the Patriots ordered Raiden to complete his mission, warning him that they held Rose hostage and that they would kill her in addition to Olga Gurlukovich's child if Raiden did not kill Solidus Snake. Rose gave birth to John sometime after the Big Shell Incident. However, she and Roy Campbell devised a plan to protect her son from possible danger as a result of Raiden's resistance activities against the Patriots. After Rose claimed that she had suffered a miscarriage, Raiden became disenchanted with his life, and began a long downward spiral of alcoholism and self-abuse, eventually breaking all ties with his former fiancée. Rose subsequently "married" Campbell, and John was outwardly raised as his son. One month after the collapse of the Patriots' system, the five year old John met his true father for the first time. Rose took John to see Raiden in the hospital, where she revealed the truth of John's parentage and the motivations behind her actions. As Raiden attempted to embrace him, John bashfully ran away to the other corner of the room. Enquiring as to whether he was afraid of him, John denied this and told Raiden that he was "cool," while brandishing a toy sword. As an avid sci-fi movie and anime fan, John had grown up with the romantic notion of a hero. Afterwards, the three finally began their lives as a family. ohn and his mother were later supported by Raiden's work for the PMSC Maverick Security Consulting, Inc. Although John rarely got to see his father due to his work, the few times he did see him made him happy.

Keys: N’Mani
N'mani was the Prime Minister of an African country during the late 2010s. He was often accompanied by the twin cyborg bodyguards Gemini.
History: In 2015, N'mani became the Prime Minister of his country in the middle of a severe civil war. Despite not trusting PMCs, N'mani decided to hire such a group, Maverick Security Consulting, Inc., whose members preferred to call themselves "private security providers." Maverick and particularly one of its agents, Raiden, helped N'mani to rebuild the country within just three years. Despite the challenges of old tribal urges, the military, and the entrepreneurs, N'mani with Maverick's help nonetheless managed to restore order, with Raiden recalling that he did so without even firing a shot. He also wondered whether his childhood back in Liberia would have been different if someone like N'mani had been running things.
- #36Boris Vyacheslavovich Popovselective
Keys: Boris Vyacheslavovich Popov
Boris Vyacheslavovich Popov is the president of the PMSC Maverick Security Consulting, Inc., as well as the instructor of Raiden.
History: A former Soviet soldier in the USSR prior to its fall, Boris was once stationed at Abkhazia when it was still a region of the Soviet Union, and was a friend of Sergei Gurlukovich. He also participated in the Soviet Invasion of Afghanistan. In addition, some time after the Soviet Union fell, he once let his emotions run wild on the battlefield, which gave him a lot of regret and shame. After his discharge, he began taking "gray area" jobs for PMCs. Boris had been acquaintanced with Raiden since the latter had saved Sunny, granddaughter of the late Sergei, at Area 51. Besides his friendship with Sergei, he also was aware of the threat of the Patriots to the world, not just to America, so he was more than eager to aid Raiden. After the events of the Guns of the Patriots Incident against the Patriots in 2014, Boris founded Maverick along with several former members of the Paradise Lost Army under the condition that they fight for what they believed in, and they keep their actions clean. He did this largely because he didn't feel it was right to simply abandon the PLA. At some point, he met Kevin Washington. His kind-hearted nature convinced Kevin to join Maverick. In addition, he also offered a full-time employment spot in Maverick to Raiden, to which the latter accepted, to his surprise.
- #37Kevin Washingtonselective
Keys: Kevin Washington
Kevin Washington was a member of Raiden's support team within the PMC Maverick Security Consulting, Inc. He formerly worked in DDR (Disarmament, Demobilization, Reintegration) at an NGO with ties to the United Nations. However, after meeting Boris and learning of his kind nature first hand, he decided to join Maverick. He also partly joined because he witnessed first hand how the UN does not effectively do its job at ensuring DDR. His jobs in Maverick included briefing preparations, arms procurement, client negotiation, Human Resource management (HR), business development, accounting, and, during the events of Abkhazia, sales, on-site coordination, and advisor work. He also went to the same university as Courtney Collins, and had her join Maverick as a recommendation. His work was cut down somewhat due to Courtney joining, to whom he also mentioned the Patriots to her, and she initially thought he was trying to do a BS test as part of orientation into the group. He treats Raiden like a younger brother, despite the fact that Raiden is actually older than him.

Keys: Courtney Collins
Courtney Collins was a member of Raiden's radio support team within the PMC Maverick Security Consulting, Inc. serving as his data analyst.
History: She studied business administration when she was at University, but was more concerned with doing her part in relieving social unrest in the world. She later joined Maverick at the recommendation of a classmate of hers at the University, Kevin Washington. During her orientation into Maverick, she learned about the history of the Patriots and the true purpose of the SOP system, though she initially thought it was an elaborate lie to test her skepticism. Courtney, alongside Raiden, was directly involved in Maverick's mission of helping an African country recover from an intense civil war, which had success after 3 years.
- #39Doktorselective
Keys: Doktor, Wilhelm Voigt
Wilhelm "Doktor" Voigt was a German scientist hired as an advisor by the PMC Maverick Security Consulting, Inc. in 2018.
History: Voigt was originally a scientist specializing in the research of walking weapons from what was then Communist-occupied East Germany, and often pursued several methods of science. One of his accomplishments during this time was creating magnetostrictive actuators, which changed shape relating to magnetics, an accomplishment that later gave him great shame when he learned that they were utilized on the Grad Unmanned Gears. However, after the Berlin Wall fell, he was left without a job as his facility was shut down. His theories on myoelectric prosthetics were also the only reason he wasn't left as a homeless vagrant, as he often claimed. Eventually, deciding to put his knowledge of robotics and engineering to good use, he got a prosthetics laboratory at Dortmund to hire him. His knowledge on the subject revolutionized the concept of prosthetics, and he eventually found himself the head of his own lab. Eventually, he got contracts from PMCs to aid in prosthetic-related surgeries. He also collected cyborg left arms, feeling it was his duty to expand and improve upon cyborg development by using the arms to create a database. By the time of 2018, he managed to collect at least 56 left arms, which he placed onto a shelf at his lab that allowed for fourteen arms per shelf.
Personality: Doktor is a very skilled pilot. He also has a bit of a jokester attitude, as he once considered that, had he supplied himself with full body transferral cyborg surgery, he'd make himself like a female cyborg just to get a rise out of his coworkers. Doktor has a tendency to turn simple conversations into long lectures about certain technology that he created or is reseaching, from foes Raiden was fighting to data he was collecting, normally leaving Raiden confused and irritated. Doktor has an interest in learning from scientific colleagues, expressing a desire to meet Sunny and Hal Emmerich. Due to his German nationality and heritage, Doktor speaks with a thick German accent, as well as occasionally slipping into his mother tongue. Even though he specifically hailed from East Germany, which until the Berlin Wall fell adhered to Communism, and also held nostalgia to the concept of East Germany as a country, he likes the idea of Capitalism. Despite his intense technological expertise on cybernetics and science, Doktor himself has stated to not be an expert on nanotechnology, believing Armstrong's body to be related to claytronics, contrasting the official guidebook's description that Armstrong's nanomachines are more of an enhancement of the human body.
- #40Andrey Dolzaevselective
Keys: Andrey Dolzaev
Andrey Dolzaev is a European terrorist who was involved with the activities of the PMC Desperado Enforcement LLC., circa 2018.
History: Dolzaev claimed to be a member of the Chechen National Congress, but it is uncertain whether this was true or not. Similarly, Dolzaev was also rumored to have been an insurgent around the time of Chechnya's attempted declaration of independence from Russia, as well as a leader of one of the rebel factions. However, like his ethnicity, this was disputed. As a terrorist, Dolzaev was responsible for a massacre in St. Petersburg, Russia in 2015, as well as a terror spree in Georgia in 2017, and a military coup in Abkhazia in 2018. Because of his involvement in these terrorist attacks, he was wanted by INTERPOL. By 2018, Dolzaev wanted Abkhazia to be completely independent from both Georgia and Russia, although he wasn't taken seriously by the Abkhazians until Desperado showed up.
Personality: Dolzaev is a fanatical, deranged and vengeful terrorist with a burning hatred of the Russians for annexing much of its neighbor's sovereign territories, both during the Soviet Union and the Modern Day Russian Federation. He also seems to at least have some understanding of French. Also, despite drawing a gun at Mistral more than once, he still seems to care about her. Mistral considers Dolzaev a "crusty old bear."
- #41Sunny Emmrichselective
Keys: Sunny Emmrich
Sunny Emmerich is a child prodigy in computer programming, the daughter of Olga Gurlukovich and the adopted daughter of Dr. Hal "Otacon" Emmerich.
Personality: Early on, Sunny was shy and spoke with a stutter. Having previously been held hostage by the Patriots, she hadn't made friends with anyone outside of Philanthropy and computers; in fact, computers were the closest to what she could call a family, although she did desire to find out about what her mother was like. However, throughout the mission, she started to overcome her shyness after meeting Naomi. She also may have had a very low self esteem, as she would become hurt at some comments made towards her, even if they weren't necessarily meant to be insulting or critical. However, by 2018, Sunny is a lot more positive. Raiden remarked to Boris that she was "a lot more sunnier than she used to be" in her early life, even becoming teasing and much more upbeat. Sunny has a great amount of care and loyalty for Snake and Raiden, especially since the latter saved her from the Patriots. Besides programming, Sunny is also skilled at developing machines, having assisted in the design of the Metal Gear Mk. II for Solid Snake's use. Sunny later created a Mach 23 speed aircraft later used by Raiden. When she started working at Solis, Sunny's vision of the future of space travel helped her garner leadership qualities that made her an important player in the designing of prototype aircraft. However, she also holds Otacon's views that science would end up being used for war.
History: Olga Gurlukovich gave birth to Sunny at a hospital run by the Patriots, who immediately took the child from her. Her only contact with the baby from then on was a monthly photograph, sent by the Patriots. They later injected Sunny with life-monitoring nanomachines designed to end her life should a listed operative fail or die during their mission. The Patriots used this to force Olga to assist Raiden during the Big Shell Incident. If Raiden died during the incident, then Sunny would have been killed by her nanomachines. Olga eventually gave her life to protect Raiden, and the child whom she never got to raise. After Raiden accomplished his mission, Solid Snake decided to rescue Sunny himself, telling Raiden to stay put and that keeping himself alive would ensure the child's safety. Sunny was later rescued by Raiden. After escaping, Raiden covertly left Sunny in the care of Solid Snake and Otacon, who raised her aboard the Nomad. Having been used by the Patriots as a computer programmer, she became a child prodigy, helping to build both Metal Gear Mk. II and the worm cluster FOXALIVE, later used to shut down the Patriots' AIs. She enjoyed cooking eggs for Snake and Otacon; which she used as a kind of fortune telling, calling it her "Sunny Side Up" fortune telling. If the eggs turned out well, the group's current mission would be a success. Unfortunately, she wasn't actually very good at making eggs, and they burned more often than not, resulting in Snake criticizing and refusing to eat them, much to her disappointment. Sunny had been in hiding most of her life, having little to no social skills and no experience of the outside world beyond computers. Somewhat fittingly, Otacon acted as a surrogate father, and she inherited some of his mannerisms. She had a very pronounced stutter that slowly faded away after befriending Naomi Hunter. She was also very protective of Raiden and Snake, often chastising the latter for his smoking habit. After the Patriots were destroyed, Sunny found her first "outside" friend, a local boy, at the wedding of Meryl Silverburgh and Johnny Sasaki. The boy didn't speak English, but she had fun playing with him anyway, and gave him the Metal Gear Mk. III as a present. In the end, Sunny decided to accompany Otacon in witnessing the final days of Solid Snake. At some point after 2014, Otacon officially became Sunny's legal guardian and so Sunny adopted his surname of Emmerich. In a conversation between Raiden and Courtney, Sunny had attended school but because of the Patriots, she was too far ahead of her peers and only stayed for a year. Thanks to Otacon's connections, Sunny began working for a company called Solis Space & Aeronautics, rather than going for a tertiary degree in computer science.

Big Boss later established the military states of Outer Heaven and Zanzibar Land as bases for his companies, in order to realize his ambitions of creating a nation for soldiers. Considered by some as "The Greatest Warrior of the 20th Century," he earned such monikers as "the Legendary Soldier" and "the Legendary Mercenary," feared in combat by both friend and foe as a hero and a madman. During the Cold War, Big Boss was an apprentice to The Boss, the so-called "Mother of Special Forces," and later served as a black ops field agent for the CIA's FOX Unit, under Major Zero. Having his genetic code used as part of the government project Les Enfants Terribles, Big Boss was the genetic father of Solid Snake (his subordinate and later nemesis), Liquid Snake and Solidus Snake. He was also the mental and physical template for his body double and former subordinate, Venom Snake, with whom he shared the title of "Big Boss".

Solid Snake, real name David, also known as Old Snake, and briefly known as Iroquois Pliskin, or simply Snake, is a former spy, special operations soldier, and mercenary. Possessing an IQ of 180 and fluent in six languages, the fame he achieved from his military exploits earned him such monikers as "Legendary Soldier," "Legendary Hero," and "the Man Who Makes the Impossible Possible." Snake was one of the children born of the 1972 project Les Enfants Terribles. He was created as a clone of the world-renowned soldier Big Boss, along with his brothers Liquid Snake and Solidus Snake. Initially a Green Beret, Snake was later inducted into the High-Tech Special Forces Unit FOXHOUND in the 1990s while it was commanded by Big Boss. Repeatedly tasked with disarming and destroying the latest incarnation of Metal Gear, a bipedal nuclear weapon-armed tank, Snake would thrice avert potential nuclear catastrophe, becoming a famed war hero. Following the Shadow Moses Incident and subsequent smear campaign by the Patriots, the secret organization behind American politics, Snake was labeled a terrorist. He faked his own death in the Manhattan Tanker Incident, though he re-emerged years later to assist Raiden in the Big Shell Incident. During this time, his health declined as his body entered a state of accelerated aging due to intentional genetic changes made during the cloning process. In 2014, Snake performed his final mission, during which he defeated Liquid Ocelot and destroyed the Patriots. After one last encounter with Big Boss, Snake chose to live his remaining days in peace.
