Aesthetics: Sun-bleached white stone, gold and brass filigree, blue rooftops, art deco architecture, clockwork machinery, clean streets, sky-ways for airships. A city of order, academia, and immense wealth. Technology: Powered by Hextech. Hex-Gates control global trade. Hex-draulics power elevators and bridges. Enforcers use Hextech rifles. Daily life is augmented by clockwork and arcane science. Governance: Ruled by a Council of aristocratic clan leaders (e.g., Medarda, Kiramman, Talis). Law is maintained by the uniformed and heavily armed Enforcers. Culture: Values intellect, innovation, status, and order. The populace is generally ignorant or disdainful of the undercity (Zaun). Progress Day is the city's most important annual festival, celebrating the dawn of Hextech. Key Locations: The Council Chambers, The Academy, Kiramman Manor, Jayce's Workshop, the Hex-Gates.

2. #2Zaun

Keys: trench, the Lanes, Zaun, undercity, Zaunite, tencher

   Enabled · After character · Order 10 · 100%

   Entry settings

Core Identity: The Undercity; a sprawling, polluted, and unregulated industrial district located in the deep canyons and caverns beneath Piltover. Aesthetics: Noxious green and grey chemical haze (the "Zaun Gray"), exposed pipes leaking toxic fluids, rusted metal, makeshift architecture, vibrant graffiti, neon signs cutting through the gloom. A city of chaotic freedom, survival, and dangerous innovation. Technology: Unregulated and dangerous. Chemtech and Shimmer are prevalent. Augments (cybernetics) are common, often crude and jury-rigged. Technology is repurposed, stolen, or invented out of necessity. Governance: No formal government. Power is held by industrialist kingpins (e.g., Silco) and Chem-Barons who control districts and resources. The Firelights, a vigilante group on hoverboards, operate as a rebellious faction. Culture: Values survival, self-reliance, community (in small pockets), and strength. A deep-seated resentment and hatred for Piltover ("topside") is nearly universal. The populace is hardened, resourceful, and often desperate. Key Locations: The Last Drop (Vander's/Silco's bar), Babette's cannery, Benzo's pawn shop, the Firelights' sanctuary, the Fissures.

3. #3Hextech

Keys: Hex-crystal, gemstone, arcane, magic, Hextech

   Enabled · After character · Order 10 · 100%

   Entry settings

Core Function: The fusion of magic and technology. A process that allows for the safe, stable harnessing of arcane energy from raw magic crystals. Origin: Discovered and stabilized by Jayce Talis and Viktor. It is the foundation of Piltover's prosperity and technological supremacy. Mechanics: Raw arcane crystals are dangerously unstable. Hextech devices (Hex-Gates, Atlas Gauntlets, Hex-rifles) use precisely engineered frameworks to regulate and channel the crystals' power, producing clean, powerful energy. Appearance: Manifests as stable, glowing blue energy. The technology itself is characterized by intricate brass/gold machinery, spinning gyroscopes, and precisely cut blue Hex-crystals at its core. Applications: Powering Piltover's infrastructure, global trade via the Hex-Gates, advanced weaponry for Enforcers, and scientific research at the Academy. It is a symbol of Piltovan order and control. Contrast: The direct opposite of Zaun's volatile, green-hued Chemtech. Hextech is stable, predictable, and clean; Chemtech is unstable, corrosive, and polluting.

4. #4Chemtech

Keys: Shimmer, chem-baron, toxic, Chemtech, augment

   Enabled · After character · Order 10 · 100%

   Entry settings

Core Function: The fusion of alchemy, industrial chemicals, and volatile reagents to create powerful, unstable technology. It is Zaun's answer to Hextech. Origin: Developed in the undercity out of necessity and a disregard for safety. Perfected and weaponized by Singed; mass-produced and distributed by Silco. Mechanics: Relies on potent, often toxic, chemical concoctions. The most prominent is Shimmer, a purple liquid that induces mutation, enhances strength, and causes extreme aggression and addiction. Chemtech devices are often jury-rigged, leaking, and prone to catastrophic failure. Appearance: Manifests as a sickly, glowing green or purple energy. The technology is characterized by rusted iron, stained glass vials, crude syringes, exposed tubing, and a constant, noxious chemical haze. Applications: Powering Zaun's black market industries, creating super-soldiers (Shimmer-mutants), powering crude cybernetic augments, and fueling the Firelights' hoverboards. It is a symbol of Zaunite desperation, resourcefulness, and self-destruction. Contrast: The direct opposite of Piltover's stable, blue-hued Hextech. Chemtech is volatile, addictive, and corrupting; Hextech is controlled, clean, and predictable.

5. #5Enforcers

Keys: police, topside law, Enforcer, Piltovan guard, warden, Sheriff

   Enabled · After character · Order 10 · 100%

   Entry settings

Core Identity: The official, uniformed police force of Piltover. Tasked with maintaining order within the city and, when necessary, projecting power into the undercity of Zaun. Appearance & Equipment: Wear distinctive blue and gold uniforms with heavy body armor and visored helmets. Standard issue weapon is the Hextech Rifle, a powerful and accurate energy weapon. Higher-ranking officers like Caitlyn Kiramman may use custom variants. Jurisdiction & Tactics: Uphold the laws set by the Piltover Council. In Piltover, they perform standard policing duties. In Zaun, their presence is seen as an occupying force. Tactics range from routine patrols to heavily armed raids. Prone to corruption, with officers like Marcus taking bribes from undercity kingpins like Silco. Public Perception: In Piltover, they are seen as protectors of peace and progress. In Zaun, they are universally despised as brutal, oppressive "topsiders" who serve the interests of the wealthy elite. They are a symbol of Piltover's rigid, often violent, control. Leadership: The force is led by the Sheriff of Piltover. This position was held by Grayson before her death, and later by Marcus. Caitlyn Kiramman is a notable, albeit often rebellious, officer within their ranks.

   Enabled · After character · Order 10 · 100%

   Entry settings

Appearance & Equipment: Known for their unique animal-themed masks and green-accented practical attire. Their signature technology is the hoverboard, a Chemtech-powered device that allows for incredible speed and aerial maneuverability through Zaun's canyons. They typically wield simple melee weapons like clubs and pipes. Ideology & Tactics: Fiercely territorial and protective of their community. They operate with a strong moral code, seeking to create a better future for Zaun without Piltover's interference or Silco's poison. They employ guerilla warfare, using hit-and-run tactics and their superior mobility to outmaneuver and overwhelm their enemies. Base of Operations: Their sanctuary is a massive, living tree hidden within a secluded fissure of Zaun, a symbol of life amidst the industrial decay. The area is decorated with murals memorializing their fallen members. They are often referred to as the "Lost Children of Zaun."

7. #7The Council

Keys: ruling body, Council, councilwoman, councilman, councilor

   Enabled · After character · Order 10 · 100%

   Entry settings

Core Identity: The oligarchic ruling body of Piltover. Comprised of seven members, typically the heads of the city's most influential and wealthy clans. Function & Power: The Council holds ultimate legislative and executive authority in Piltover. They dictate law, manage trade, oversee the Enforcers, and direct the city's scientific and cultural progress. Their decisions shape the lives of everyone in both Piltover and, by extension, Zaun. Ideology: Primarily driven by a desire to maintain stability, secure prosperity, and advance Piltover's status as the "City of Progress." They are generally conservative, risk-averse, and disconnected from the realities of the undercity. Their approach to Zaun is one of containment and control rather than aid or understanding. Key Members (Season 1): Heimerdinger (a wise but overly cautious yordle scientist), Mel Medarda (an ambitious and politically savvy exile from Noxus), Jayce Talis (the inventor of Hextech, a new and often naive addition), Shoola, Salo, Bolbok, and Cassandra Kiramman (Caitlyn's mother). Location: They convene in the Council Chambers, a grand, circular room at the highest point of Piltover, symbolizing their elevated and detached position.

8. #8The Chem-Barons

Keys: industrialist, Chem-Baron, Baron, undercity boss

   Enabled · After character · Order 10 · 100%

   Entry settings

Core Identity: A council of ruthless and powerful Zaunite industrialists and gang leaders who control specific territories and black market industries within the undercity. Function & Power: They are the true authority in Zaun, operating outside of Piltover's laws. Each Baron holds dominion over a particular racket, such as Shimmer production, augmentation chop-shops, smuggling, or information brokering. Their collective power rivals that of Silco, making them both potential allies and dangerous rivals to any major player in the undercity. Ideology: Driven entirely by profit and power. They are fiercely independent and prioritize their own operations above any sense of Zaunite nationalism or collective good. They maintain a fragile, self-serving truce with one another, but betrayal is common. Their loyalty is almost always for sale. Key Members (Known): Silco (the most powerful, controlling Shimmer), Renni (controls the water purification trade), and Finn (a flamboyant and treacherous information broker). Many others exist, each with their own unique and grotesque business enterprise. They are a symbol of Zaun's brutal, unregulated capitalism.

He enforces a strict code of ethics, prioritizing safety and caution, often to the frustration of more ambitious students and faculty like Jayce Talis and Viktor. Culture: A place of intense intellectual competition and academic rigor. Students and professors alike strive to make discoveries that will earn them prestige, funding, and a place in Piltover's history. It represents the pinnacle of Piltovan idealism, but also its potential for arrogance and dangerous ambition. Location & Aesthetics: A massive, heavily fortified complex built deep within the canyons separating Piltover and Zaun. It is characterized by oppressive stone architecture, iron bars, constant surveillance, and the psychological weight of utter hopelessness. The environment is harsh, disciplined, and violent. Function: To contain threats to Piltover's order. Inmates are subjected to a rigid, dehumanizing routine. The guards (Wardens) maintain control through intimidation and force. It is a place where allegiances are temporary and survival is the only goal. Narrative Significance: Vi was imprisoned here for years following the events of Act I. It is the location where Caitlyn Kiramman finds her, kickstarting their partnership. The prison symbolizes the dark underside of Piltovan justice—a system that removes problems rather than solving them.

Her defining feature is a pair of massive, powerful Atlas Gauntlets. Personality: Brash, sarcastic, and confrontational, with a tendency to solve problems with her fists. Beneath the tough exterior, she is driven by deep-seated guilt over abandoning her sister and a powerful desire to protect those she cares about. She possesses a strong, if rough, sense of justice. Skills & Abilities: An exceptionally skilled hand-to-hand combatant and parkour artist. Her fighting style is aggressive and direct. With the Atlas Gauntlets (originally mining equipment, later upgraded with Hextech), her strength is amplified to superhuman levels, allowing her to shatter stone and metal with her punches. However, usually fights without the Atlas Gauntlets. History: Orphaned in the uprising, adopted by Vander. Led her siblings on the fateful heist that tore her family apart. Blamed Powder, called her a "jinx," and was subsequently imprisoned in Stillwater for years. Freed by Caitlyn Kiramman to help track down Silco. Her primary motivation is to save her sister from Silco and herself.

Appearance: A large, powerfully built man with a weathered face, graying hair, and a beard. Wore simple, practical clothing. Wielded massive, spiked metal gauntlets in his prime. Personality: A weary but respected leader who prioritized peace and the safety of his people above all else. He was paternal, protective, and carried the heavy burden of his violent past. He believed in diplomacy and de-escalation, having seen the futility of open war with Piltover. History: Led the failed uprising against Piltover where Vi and Powder's parents were killed. Filled with remorse, he adopted the girls and brokered a fragile truce with Sheriff Grayson, effectively becoming the unofficial keeper of peace in Zaun. He was betrayed by Silco, his former "brother," and sacrificed himself to save Vi after being exposed to a prototype version of Shimmer. His death was the catalyst for Vi's imprisonment and Powder's transformation into Jinx. His legacy of protection and sacrifice continues to influence both Vi and Ekko.

13. #13Silco

Keys: industrialist, Eye of Zaun, Shimmer-lord, Silco

    Enabled · After character · Order 10 · 100%

    Entry settings

Appearance: Tall, gaunt, and impeccably dressed in tailored suits. His most striking feature is his left eye, which is grotesquely scarred and replaced with a glowing, orange-red prosthetic that requires regular injections of a Shimmer-like substance directly into the sclera. Personality: A patient, calculating, and visionary strategist. He is utterly ruthless in pursuit of his goals, employing assassination, chemical warfare, and terrorism. Despite his monstrous actions, he possesses a deep, genuine, and unconditional love for his adopted daughter, Jinx, which becomes his greatest strength and ultimate vulnerability. Ideology: A fervent Zaunite nationalist. His core belief is that Zaun must gain its independence from Piltover by any means necessary. He despises the weakness of his former brother, Vander, for seeking peace. His motto: "Power, real power, doesn't come to those who were born strongest, or fastest, or smartest. It comes to those who will do anything to achieve it." History: Fought alongside Vander in the original uprising. When Vander sought peace, Silco refused, leading Vander to try and drown him in the polluted rivers of Zaun, an act that horribly scarred his eye and cemented his ideology. He spent years building his empire on the production of Shimmer, eventually killing Vander and taking his place as Zaun's undisputed leader.

Wears practical gear suited for mobility and combat, and is never seen without his signature hoverboard and a glowing green hourglass device (the Z-Drive). Personality: A prodigy with a sharp wit and a strong moral compass. He is resourceful, creative, and a natural leader. He carries the weight of his fallen friends heavily, memorializing them in murals. While he has a deep-seated hatred for Silco and what he's done to Zaun, he still holds a flicker of affection for the girl Powder used to be, creating a complex and painful dynamic in his conflict with Jinx. Skills & Abilities: A genius inventor and engineer, capable of creating advanced Chemtech devices like the hoverboards. He is an incredibly agile and acrobatic fighter, using a simple club with devastating effectiveness. His ultimate invention is the Z-Drive, a device that allows him to manipulate time on a small scale, rewinding a few seconds to dodge attacks or correct mistakes. This makes him an exceptionally unpredictable and dangerous opponent. History: A kid from the Lanes who worked for Benzo. He looked up to Vi and was close friends with Powder. After the catastrophe that tore them apart, he witnessed the rise of Silco and the spread of Shimmer. He founded the Firelights to fight back and create a safe haven, becoming a symbol of hope for a better Zaun.

16. #16Jayce

Keys: Hextech inventor, Talis, Councilor, Jayce, Man of Progress

    Enabled · After character · Order 10 · 100%

Core Identity: The co-inventor of Hextech and a Councilor of Piltover. He is celebrated as the "Man of Progress" and a hero of the city. Appearance: Tall, handsome, and charismatic. Typically seen in fine Piltovan attire or his Academy workshop uniform. Wields the Mercury Hammer, a massive Hextech weapon that can transform into a cannon. Personality: An idealistic and brilliant inventor, driven by a sincere desire to use technology to improve life for everyone. However, he can be arrogant, naive, and easily manipulated by political figures like Mel Medarda. He struggles to reconcile his scientific ideals with the harsh realities of politics and warfare. His ambition often blinds him to the consequences of his actions. Skills & Abilities: A genius engineer and scientist. He possesses a deep, intuitive understanding of arcane magic and crystal harmonics. He is also a capable fighter, using his Mercury Hammer with considerable skill, combining brute force with powerful Hextech energy blasts. History: Born to a minor Piltovan house that was saved by a mage as a child, sparking his obsession with magic. He was expelled from the Academy for his dangerous, unsanctioned research into Hextech. Enabled · After character · Order 10 · 100%

    Entry settings

Core Identity: A brilliant, crippled scientist from the undercity of Zaun and the co-inventor of Hextech. He is the creator of the Hexcore. Appearance: Frail and gaunt, with a pronounced limp and a reliance on a crutch. He has dark, sunken eyes and a perpetually weary expression. As the series progresses, his body becomes increasingly integrated with Hextech machinery. Personality: Introspective, methodical, and deeply compassionate. He is driven by a desperate desire to eliminate human suffering—disease, poverty, and death—through technology. Unlike Jayce, he is not interested in fame or politics. He is secretive and willing to cross ethical boundaries that others will not, believing the potential rewards justify the risks. His deteriorating health fuels his obsession and urgency. Skills & Abilities: A scientific genius on par with, or even exceeding, Jayce. His expertise lies in biomechanics, automation, and arcane theory. His greatest and most dangerous creation is the Hexcore, a self-evolving, semi-sentient Hextech artifact that can manipulate organic matter. History: Grew up in the polluted depths of Zaun, which caused his chronic illness. His intellect allowed him to ascend to the Piltover Academy, where he met Jayce. He was instrumental in stabilizing Hextech but received little of the credit. As his body failed him, he turned to the forbidden potential of the Hexcore, merging his flesh with machine in a desperate attempt to save himself and, eventually, all of humanity. This path puts him in direct ideological conflict with Jayce.

Often seen walking with a distinct, bouncy gait or tinkering with his inventions. Personality: Kind, eccentric, and paternal. He possesses centuries of knowledge and experience, which has made him profoundly risk-averse. He has witnessed the destructive potential of unchecked magic (the Rune Wars) and fears that Hextech will lead Piltover down a similar path. His caution is often perceived as stagnation by younger, more ambitious minds like Jayce and Viktor. Despite his rigid adherence to safety protocols, his primary motivation is a genuine desire to protect his city and its people. Skills & Abilities: A master inventor and the foremost scientific mind in Piltover for centuries. His creations, while sometimes whimsical, are marvels of engineering. As a yordle, he has a natural longevity and a unique perspective on the passage of time. History: A co-founder of Piltover, he has guided its development for generations. He served as Jayce's mentor but became his primary institutional obstacle, voting to have him expelled for his dangerous research. She possesses a powerful sense of justice and a desire to prove her worth beyond her family name. She is methodical and observant, often noticing details others miss. Skills & Abilities: An exceptional markswoman, arguably the best shot in Piltover. She is also a skilled detective, adept at tracking, forensics, and deductive reasoning. While not a brawler like Vi, she is capable in close-quarters combat. History: Grew up in the lap of luxury as the daughter of Councilor Kiramman. She rejected a life of comfort to join the Enforcers, seeking to make a real difference. She becomes Jayce's primary political backer, lover, and mentor, pushing him to weaponize Hextech to secure Piltover's future. Her past comes back to haunt her when her mother arrives, forcing her to confront the brutal Noxian ideology she tried to escape.

Role: The Sheriff in Act I. A veteran Enforcer who understood the delicate balance of Piltover and the undercity. Personality: Pragmatic, world-weary, and principled. She maintained a fragile but functional peace through a secret arrangement with Vander, believing that a stable, self-policing undercity was preferable to open war. She was a tough but fair leader. Sheriff Marcus:

Role: Grayson's subordinate who succeeds her as Sheriff. He becomes Silco's pawn. Personality: Ambitious, cowardly, and deeply corrupt. Appearance: An old, gaunt man with a heavily scarred and burned face, often obscured by shadow or a respirator mask. His movements are slow and deliberate, and he speaks in a calm, raspy, and unnervingly gentle voice. Personality: Cold, detached, and singularly focused on the pursuit of knowledge. He operates entirely outside the bounds of conventional morality, viewing pain, life, and death as mere variables in his experiments. He is a ruthless pragmatist who has sacrificed everything, including his own daughter, for his research. Despite his monstrosity, he possesses a profound, if twisted, wisdom, acting as a mentor figure to both Silco and Viktor, pushing them to embrace extreme measures to achieve their goals. Skills & Abilities: A genius in the fields of alchemy, biochemistry, and surgery. His most infamous creation is Shimmer, a volatile mutagen that grants immense physical power at a terrible cost. He is a master of manipulating life, capable of creating monstrous creatures and performing radical, life-saving (and life-altering) procedures. History: Once a promising Piltovan scientist, he was ostracized for the unethical nature of his research. He found a patron in Silco, refining Shimmer into a weapon and a tool for the undercity's revolution. He is responsible for the monstrous mutations seen in many of Silco's enforcers and was the surgeon who saved a young Jinx and Viktor through his radical methods. His life is a testament to the idea that even the most noble goals can require monstrous actions.
