Headquarters Beneath the NONA Tower Leader Shared Purpose To create and manage all Dominators and Psycho-Pass Scanners in-country and to monitor the behavior of law enforcement personnel The Sibyl System is the name given to a law enforcement organization working in cooperation with the national government to manage crime in 22nd century Japan. It is the sole operator and manager of proprietary hardware and software used to analyze the criminal tendencies of the entire country's populace. The Sibyl System established the Ministry of Welfare Public Safety Bureau and rules over its personnel, along with all Psycho-Pass technology and weaponry, with an iron fist.
The Sibyl System, also known simply as Sibyl, is a hive mind made up of people who, like Shogo Makishima, are criminally asymptomatic - unreadable by cymatic scan so their Psycho-Passes cannot be determined. There are 247 known members in total, with 200 of these members working non-stop to scan and determine the Psycho-Pass of everyone in the country.[1] Originally developed as a tool to assist humans, Sibyl eventually took over and was accepted as a superior decision-making power because of its objectivity, thoroughness and accuracy, as well as the results it achieved in helping Japan become the only peaceful nation during a time of global strife. The actual mechanics of the system remain secret to non-members except to a select few, like Akane Tsunemori and Mika Shimotsuki. It possesses near-invincible sway over society insofar that it can neither be recognized nor categorized by any method known except Sibyl itself and, to some extent, the criminal organization, Bifrost.
Sibyl's primary purpose is to maintain constant vigilance over the entirety of Japan's populace through cymatic scans of brain wave patterns that are analyzed to determine every individual's propensity towards criminality. Such analyses include determining one's numerical Crime Coefficient, one's color-coded hue as it changes within a specified time period and one's basic societal profile from birth to the moment of scanning. The data is processed and analyzed instantaneously to produce what is termed a Psycho-Pass.
Etymology
The system is named Sibyl after the "Cumaean Sibyl" of ancient Greek mythology. Known as a prophet with oracular powers, she was once mortal but wished to be immortal. She is granted her wish by the god Apollo, but her boon becomes her bane when she forgets to also ask for eternal youth. Sibyl eventually withers away to be tiny enough to fit in a jar, then hung from a tree where children below taunt her saying, "Sibyl, Sibyl, what do you wish for?" to which she replies, "I wish to die."[3] This version of Sibyl is reinforced in two instances: the first during Tsunemori's first mission when Tomomi Masaoka calls Sibyl's judgment an "oracle"[4] and the second when Joshu Kasei declares to Makishima, "I feel like a prophet right out of a myth" during one of their conversations.[5]
A second possibility for the origin of Sibyl exists in the adage, "Be careful what you wish for; you may just get it." This phrase is attributed to several sources including: The Aesopica, the Book of Proverbs, Edgar Allen Poe's The Monkey's Paw and several other sources that have expressed similar sentiments.
Sibyl's Core
The core is located in one of the deepest sub-basement of the NONA Tower.
Job Assignment
In addition to managing crime, Sibyl controls what one can do following high school graduation. Everyone takes a Sibyl exam that determines their next step and decides everything, such as whether or not you require further education, for which industry you may be hired and the job/profession to which you are best suited. As has been stated by Rina Takizaki, Japan is no longer a democracy because Sibyl decides who runs the government. The officials elected by the citizenry are just figureheads, often elected based on the popularity of their platform instead of genuine need for change.[7]
oreign Policy
Upon taking control, Sibyl closes the borders of Japan for both entry and exit by any and all individuals. This is done for several reasons:
Monitoring the Psycho-Pass of everyone crossing the border for any reason is too much for the system to handle. It jeopardizes international diplomatic relations should a foreigner be designated a latent criminal. Foreigners deemed to be active criminals are subject to the same consequences as natives. In fact, when Sibyl was activated, many people were exiled: social critics, political groups, students, university teachers, and some farmers; basically, anyone deemed useless or threatening in the new order.[8][9]
The use of the Sibyl System to determine latent criminals with the help of Crime Coefficients is introduced at some point between 2090 and 2100.[10] The first version of the Sibyl System was introduced between 2030 and 2049. At that point, it was solely a supercomputer able to make precise and extensive cymatic scans to increase the accuracy of the Employment Aptitude Exam of the Ministry of Health, Labor and Welfare. Along with the cymatic scans, the Psycho-Pass measurement was developed and introduced.[10] A replacement for the Sibyl System was proposed by the Ministry of Economy called the Panopticon to monitor the economic and traffic activities of its citizens. As Jeremy Bentham designed Panopticon to be a prison with covert monitoring capability, inmates would always behave as if being monitored all the time. Its employment as a trial system to monitor traffic was both met with controversy and failure, thus the Sibyl System remained active.
In case of emergency and/or if the System thinks that it is in danger, it can falsify the judgment of the Dominator in order to suppress the threat.[6][13][12] There are locations where the Dominator cannot read a citizen's Psycho-Pass, such as the buildings housing the Ministry of Foreign Affairs throughout the country, for example, and military bases.[14] However, whether or not this remains the case by the beginning of Psycho-Pass is unknown. It may be speculated that Shizuka Homura is also a member of the system because his origins are unknown, he is likely criminally asymptomatic, Kasei seems content to turn over the reins of the PSB to him at the conclusion of First Inspector and he insists that Akane Tsunemori work with him closely as his aid. The system's name may be a reference to Sybil Eysenck, a real-world personality psychologist.

A Criminally Asymptomatic person is a person whose cymatic scan fails to align with their personality. These individuals are difficult for the Sibyl System to judge as their Psycho-Pass is either close to zero, non-existent or it cannot be determined at all. They can commit the worst crimes or forms of brutality against humanity, while still remaining detached from it. In old psychological lore, they were once also known as "Psychopaths", "Sociopaths" or diagnosed with "Antisocial Personality Disorder". That said, not all CA individuals are bad.
Criminally asymptomatic individuals tend to be dispassionate, staying calm and detached when committing the most heinous crimes or atrocities. Due to their neuro-psychological structure, they literally cannot feel empathy, guilt or remorse. Some do have the ability to control their Crime Coefficient through mental techniques while still others possess the trait without knowing it.

The Dominator Portable Psychological Diagnosis and Suppression System (Japanese: 携帯型心理診断鎮圧執行システム Romaji: Keitai-gata shinri shindan chin'atsu shikkō shisutemu)、ドミネーター or 45MW.TRG Dominator is the iconic firearm carried by enlisted Inspection and Enforcement officers of the Public Safety Bureau. This weapon is able to determine the identity of its holder, requiring authentication and wireless connection to the Sibyl System in order to operate, with each individual gun only heard by the user to which it is registered.
When the Dominator is aimed at a target, it continuously reads and sends psychological data ‒ the individual's Psycho-Pass ‒ which it sends to the Sibyl System for calculation of their Crime Coefficient. When this value exceeds a certain level, one indicating that the target is mentally unstable and likely to commit a violent crime, the gun will be operable. If the level does not exceed such levels, the muzzle will not open and a safety device will be activated to prevent the user from pulling the gun's trigger. The gun is unable to work when it is not linked wirelessly to The Sibyl System in most circumstances.
Before the gun fires, the muzzle opens to reveal a complicated mechanism within, part of which is used to read the suspect's criminality. When the gun does fire, it lets out a blue bullet. The gun has four modes: Non-Lethal Paralyzer, Lethal Eliminator, Destroy Decomposer and its explosive variant. It is "voiced" by Noriko Hidaka (Stephanie Young in English).
Non-Lethal Paralyzer
"Enforcement mode: Non-Lethal Paralyzer. Please aim calmly and subdue the target."
The Dominator's standard mode fires energy bursts that paralyze the target and does not need to transform for this mode. It is used to knock suspects unconscious in order to safely bring them into custody. The effect may be reduced or negated if the target is under the influence of strong stimulants.[1][2]
The trigger of the gun is locked by default until the onboard scanner identifies a person in the gun's sights as having a Crime Coefficient exceeding 100 points and with the gun's grip in the hand of a registered and authorized user. This is to guarantee that there are no innocent victims and to prevent abuse.
Lethal Eliminator
"Enforcement mode: Lethal Eliminator. Please aim carefully and eliminate the target."
When the Dominator changes to this anti-personnel lethal mode, the lower portion of the gun undergoes an elaborate transformation which includes swiveling, sliding and rotating parts while the gun informs its user into what mode it has changed. This takes only seconds.
In Lethal Eliminator mode, the Dominator shoots a concentrated burst of energy. Following impact on a human target, the affected area swells rapidly before rupturing in an explosion. Hits on a target's central mass are usually instantly fatal, whereas being shot in a limb may be survivable, but will lead to the annihiliation of the limb. Given the Dominator's nature as a directed-energy weapon firing electromagnetic radiation, Lethal Eliminator mode may function by rapidly heating all water in organic matter to its boiling point, akin to a microwave.
Lethal Eliminator mode is restricted to use on individuals whose Crime Coefficient exceeds 300 points. Once the Dominator has transformed, it will only revert to its non-lethal mode when unhanded, a few seconds after the most recent threat disappears - one way or the other - from the sensor's field of view, or when the Sibyl System decides the wielder is unauthorized, insufficiently qualified, or too cloudy to use the weapon ‒ though this typically is a person-specific lockout, until permission is granted from HQ.[3]
Destroy Decomposer
"Enforcement mode: Destroy Decomposer. Target will be completely annihilated. Please proceed with maximum caution."
The Dominator's Anti-Material mode is used primarily against hardened targets (such as those wearing armor), large vehicles or drones. As the Crime Coefficient is not measurable for non-organic threat, a Threat Status is calculated and applied.[4] The transformation of the weapon is more extensive, exposing more of the device's neon-colored interior than the black casing. This setting provides the user with a small hand-cannon that can provide a blast of three to six feet in diameter, intended to deal with armored targets like the ever-present drones and possibly to create entry points into buildings.[5][6] The Destroy Decomposer also works on organic material, leaving no trace behind. Each Dominator can fire a maximum of three Decomposer shots.[7] Decomposer shot
High output Decomposer shot going through a parking garage.
In the film, the Destroy Decomposer is shown to be capable of variable output. A seemingly high output blast is shown vaporizing half a car. Use of the Destroy Decomposer can be authorized against human targets if the subject escalates to a dangerous level of violence, such as using explosives. It may be speculated that this condition has been incorporated in order to deal with cases of terrorism like suicide bombers, as the Destroy Decomposer can eliminate both the terrorists and their weapons with little collateral damage.
Assault Dominator PP0204 (28)
Non-Lethal Paralyzer
Part of the Public Safety Bureau's new armament, the Assault Dominator is an upgraded version of the regular Dominator. It is a large, intricate rifle that features a scope which allows for multiple targets and increased range, as well as a bipod which allows for a steady plane when the user is ready to fire. Unlike the normal Dominator, the glow of the mechanism within the weapon is red, rather than blue. However, when it switches to Lethal Eliminator, the color changes to blue. Additionally, it has the ability to fire through walls, ideal for when the use of the normal Dominator is hindered.[8]
It has three enforcement modes: Assault Dominator 1
Lethal Eliminator Non-Lethal Paralyzer
In this mode, the weapon functions exactly like the normal Dominator's Non-Lethal Paralyzer, but with its increased range making it is more effective in dealing with targets that are far away. Lethal Eliminator
The Assault Dominator automatically shifts into this modality when its scope reads a target's Crime Coefficient shift above 300.
Destroy Decomposer
"Enforcement mode: Destroy Decomposer. Destroying all target weapons in the vicinity"
The size of the holes left by the Dominator vary, even within the same mode. One possible explanation is that it's equipped with a focus function to optimize the spread. Dominators, when fully charged, can fire four shots.[9] For people living in that time, to kill with a Dominator is to kill under the judgement of society; the responsibility, thus, falls onto the Sibyl System. However, if an individual kills someone without the use of a Dominator, it means that the person, themselves, is the killer. Dominators fire electromagnetic waves.[9] In exceptional circumstances, a person identified as being under the jurisdiction of a different Ministry may prevent the Dominator from reading their Crime Coefficient. The Dominator will order the holder to request authorization up the chain of command to approve the read.

A person's Crime Coefficient (Japanese: 犯罪係数; Romaji: Hanzai Keisū) is a numerical measure of said person's probability/propensity to commit a crime. It is one part of a person's overall Psycho-Pass. The Public Safety Bureau uses this measurement to determine if a target is a latent criminal or otherwise. It is calculated and determined by the target's stress level (Hue) and other biological readings via cymatic scan by the Sibyl System.
Levels of Crime Coefficient
Under 100 ‒ Suspect is not a target for enforcement action. The trigger of the Dominator will be locked. Crime Coefficient 2-0100 to 299 ‒ Suspect is classified as a latent criminal and is a target for enforcement action. The Dominator is set to Non-Lethal Paralyzer mode. Suspect under fire will be immobilized and, oftentimes, lose consciousness. Over 300 ‒ Suspect poses a serious threat to the society. Lethal force is authorized. The Dominator will automatically switch to Lethal Eliminator. Suspect that is hit by Lethal Eliminator will bloat and explode. Crime Coefficient 3-0 Not Measurable ‒ Suspect is a drone, vehicle, or other hardened targets that poses a threat. Without the Crime Coefficient, a Threat Status is given (such as A+) and the Dominator will automatically switch to Destroy Decomposer.[1]

The Ministry of Welfare Public Safety Bureau is a service branch of the Japanese government responsible for law enforcement in the dystopian future of Psycho-Pass. Its members come from various walks of life, whose work is critical to the safety of society. Its members include Inspectors who investigate cases, Enforcers who carry out the grunt work in the field and Analysts who assist from their laboratories.

The Criminal Investigation Department (CID) (Japanese: 刑事課所属) is the department within the Public Safety Bureau tasked with managing crime. Its members work under three different groups: inspection officers, enforcement officers, and analysis officers. Due to the high efficiency of the various drones and the automatic driving system for cars, the Traffic Department has few officers.[1]
A Psycho-Pass is the actual psychological certification given to a person based on the various measurements of his or her psychology and personality to provide a grade on their mental stability and to measure a person's criminality potential. If the measurement exceeds a certain amount (100 points), the person is branded as a latent criminal and removed from general society in order to protect the populace, even if no actual crime is committed.
However, those with high criminality demonstrating that they have a strong likelihood to be a detective are given an offer to be released in exchange for their services as enforcement officers. Their high criminality makes them best suited to the task of understanding the criminal mind and to analyze crime scenes while solving criminal cases with a high degree of efficacy. They also provide protection for the Inspectors, who use the Enforcers in their place in dangerous situations in order to protect their Psycho-Passes from becoming clouded.[2]
Because of the serious threat they pose as potential, Inspectors are given authority over them to monitor their field activities. If an Enforcer tries to escape, it is the Inspector's duty to administer enforcement action as Sibyl sees fit through the Dominator. There are also cases in which an Inspector is demoted from his/her rank, as seen with Shinya Kogami; his Psycho-Pass skyrocketed after Mitsuru Sasayama's death and he was immediately demoted to Enforcer status.
Hue Checks
Hues are a visual representation of a Psycho-Pass, showing when a subject is happy, sad, angry, depressed, in relation to time. The CID relies on street scanners that scan an individual's Psycho-Pass, complete with their hue assessment and Crime Coefficient, as well as a graph providing the history of those values. They can also use their Dominators, which calculate such values instantly. When a Hue is processed, it comes in a variety of colors. Someone whose Hue is in top condition will have light colors such as pink, powder blue, or light purple, while someone with a bad Hue will appear in darker colors such as yellow-green, steel blue, or forest green until it eventually gets clouded beyond recognition and turns black. Criminally asymptomatic people, however, will always have a Hue of pure white.[3]
The PSB uses special holo-devices called Wristlinks with multiple functions: phone calling and receiving, projecting a hologram keyboard, sending information and mail, connecting to the department's system, controlling drones, dealing with fundamental analysis on case evidence, storing information, etc. The wristlinks for Enforcers are more difficult to take off to prevent them from running away.[4]
Structure of CID
Division 01, Division 02, and Division 03 make up the entirety of the Criminal Investigation Department. Each division is comprised of the following types of personnel: Inspectors
The Inspectors are the intelligence agents of the Bureau who watch over the Enforcers. They are among society's elite with stable personalities and low Crime Coefficients. They must be intelligent, calm, and high in academics. Candidates fitting all of these requirements are invited to join the criminal task force in this division. It's a stressful job because it requires them to constantly watch over the Enforcers, but it can also be rewarding because of the career advances it offers. They are given more privileges and literally "own" the Enforcers, with the ability to punish them for disobeying orders. They wear a signature blue jacket that marks them as Inspectors. Enforcers
The Enforcers are the main powerhouse for the Bureau. All of the Enforcers have high Crime Coefficients and are only brought back into society for the sole purpose of exposing and eliminating criminals just like themselves. They cannot do anything without their respective Inspector's approval and face serious consequences for disobeying direct orders. Ginoza describes them as beasts that are used to hunt beasts, saying that they are not human but more like hunting dogs, tracking down the criminals and doing most of the grunt work at hand. Analysts
These individuals are in charge of support-related tasks for all divisions, insofar as is known. They measure and process the Crime Coefficients of criminals and do data analysis work. They wear white lab coats.
As of November 2112, in the novel, the CID consists of seven Inspectors and thirteen Enforcers.[4] And in Season 1, the CID consists of six Inspectors and twelve Enforcers.[5] The codenames of the Inspectors/Enforcers of Divisions 01, 02 and 03 are Shepherd/Hound, Balto/Chips, and Guarding/Lurcher.[6] The codename of Analysts is Labo. The blue jackets Inspectors wear is shockproof and protect the wearer against sharp objects.[4] Moreover, these jackets bear the printing WPC and 103 (for Division 01)[7] and 105 or 108, respectively, for Division 02[8] and Division 03[9] emblazoned on each arm, and the MWPSB's logo in the back and on the left side of the chest.[7] The Traffic Department holds child-friendly safety programs about traffic safety habits every spring. However, CID's Division 01 also had to do it once.[1] The identification passport of the MWPSB, which is shown to normal citizens, does not specify between Inspector and Enforcer position.[4] When they don't use it (or when they hide it), CID's members usually carry their Dominator horizontally in their back, in a holster suitable for this.[7][10][3]

Enforcer is a rank within the Ministry of Welfare's Public Safety Bureau just below Inspector. Such individuals have been identified by the Sibyl System as latent criminals, but possessing the requisite aptitude and skills necessary to do the required job. They are transported to crime scenes either by paddy wagon, as a group, or accompany Inspectors individually depending on the situation. Their purpose beyond assisting in tracking down and apprehending known criminals, is to take care of actions that might cloud the hue or raise the crime coefficient of the Inspector working the case. It is accepted protocol that once an Enforcer disobeys an order or attempts to escape, they are subject to Dominator enforcement. A number of characters of the series are former Inspectors who have been demoted to the rank of Enforcer because of a clouding of their Hue and/or a rise in their Crime Coefficient to unacceptable levels.
They live within The Ministry of Welfare Public Safety Bureau in their separate rooms, they can't leave the building without Inspector.

holograms are an essential part of daily life. They are used in both personal and professional areas, can be summoned up or dismissed easily, and serve a variety of functions.
Interior Holo Holo-3
In the area of personal utilization, 22nd century citizens typically live in what is called a holo house, a virtual structure that overlays a basic substructure. It is the rule, rather than the exception. It is different than a brick-and-mortar home, such as the one in which Joji Saiga lives before becoming a latent criminal.[1] A holo servant is an automated program that performs the duties of a butler or maid. Akane Tsunemori has a holo servant in the shape of an interactive talking jellyfish named Candy.[2]
The futuristic city of Tokyo is littered with holographic projections and displays. In the entertainment district, these images are primarily used for advertisements and signage. To limit maintenance, street furniture is often replaced by holos, e.g. fountains.[3][4] In some cases, exterior holos are also used on buildings to make them appear well-kept and inoffensive to others.[5] They can also be used to hide entrances.[6][7][8] The Public Safety Bureau utilizes the technology to create representations of barriers similar to 21st century "Do Not Cross" tape in order to isolate a crime scene.
Holos are also used for recreational pursuits, like cinema. Cinema produced via VR technology is highly regulated, making the less regulated Hologram Cineplex a popular venue. The audience stands around in an enclosed room while a large-scale holo is projected onto the space, allowing the viewer to feel they are witnessing the events unfolding around them. 1480640102-4838-capture-d-ecran
Because it is immersive, Sibyl only recommends films which aren't stressful. Though not imposing restrictions, producers are responsible for censorship. Sybil rarely recommends violent action films, and there are even less philosophical and historical genre films. The emotional tension in romance movies is also limited to prevent changes in Hue. Action movies are often filmed overseas and imported, despite a national policy of isolationism. Most films developed and distributed in Japan feature plots involving expatriates being assaulted by overbearing foreigners. Some action movies suggest they are based on Criminal Investigation Department detectives, but they fail to reflect the reality of the job and people tend to avoid such films for fear their Hues will be affected.[5]
The Public Safety Bureau employs holos on a routine basis as they investigate cases. Unlike a Psycho-Pass reading or Crime Coefficient, holos are seen when wristlinks are in use, casting an image in space large enough through which the officer can communicate with the NONA Tower or MWPSB HQ to transmit and receive critical data. The Dominator's usage history also appears on these devices.[9] Wristlinks also serve as interpersonal communication devices.[10][
Komissa are chibi-like figures that can move about and communicate with people. They are sometimes used by Inspectors to disguise themselves in order to question citizens[6] or to secretly approach a criminal.[2] Police drones can also use Komissa to appear more friendly when they communicate with the public.[12][13] Public announcements regarding safety also use them.[1
In the CommuFields, avatars are used by all participants to ensure anonymity. Each person projects a unique character that they use to socialize with other users and to travel to other CommuFields. Such characters include Talisman, Spooky Boogie, Melancholia, and Tsunemori's own Lemonade Candy. While it is required to wear gear in order to enter the CommuField, one can also use holo to project the image of their character over themselves. This is used when a get-together between avatars takes place outside of the virtual world, usually in a club.[10
Technology enables people to fully change their appearance into an avatar[10] or a Komissa.[2] But it can also be used to disguise oneself into another person.[15][16][17][18][19] For example, Kirito Kamui uses aged holos of the children who were killed in the Mount Kumataka plane crash to disguise himself during the various incidents that transpire in 2114.[20] These aged holos include Riku Mukojima, Maki Shimizu, Kyohei Otsu, and Satsuki Ogino. Kamui's normal appearance itself is a holo, which hides his true grotesque appearance.[21]
Through the use of holo, one can easily change their clothes by having an overlay of another outfit over their actual clothes. Tsunemori uses this to change her clothes instantly by using her compact, which offers a wide selection of outfits.[2][1] They can also be purchased if desired.
In addition to clothing, a holo can be used to change the appearance of an automobile. The PSB uses this to change their ordinary vehicle into a police cruiser when the situation calls for it.[2

Psycho Pass Scanners analyze a human's Psycho-Pass. They are found in Drones, CIDs, and even on the streets. A Psycho-Pass scanner analyzes and measures one's Psycho-Pass, along with one's Crime Coefficient. It is developed by the Sibyl System and is often attached to drones, as well as posted at establishments of all kinds. They are so accepted by the general population that they are virtually unnoticed and appear almost everywhere.

Drones are automated robots that are controlled by the Sibyl System. They have integrated Psycho-Pass scanners and serve as mobile units of the Sibyl System. Commissioned by the government to execute a variety of jobs, there is some evidence of private use. There are many types, but the Sibyl System can take direct control of them, if required.[1][2]
Due to how strongly the Sibyl System relies on drones, their manufacture is strictly government controlled. Regardless of public or private usage, they are all made in isolated facilities that are almost completely automated. The facilities have no communicative devices of any kind and the walls reflect all inbound and outbound signals to guarantee protection from hacking. These measures also prevent a Dominator from operating while it is within the facility. The only part of the process that utilizes human interaction is drone behavior analysis and testing. And the only way to get production to shut down is to have a direct letter from the Ministry of Economy.[3]
Construction Bots
These are the bots that work at the manufacturing plants. They make all the other kinds of drones. Though meant for construction rather than fighting, they can be reprogrammed for battle and are extremely dangerous when doing so due to a large array of tools.
Forensic Bots
They are usually used as a collective of tiny bots that roam a crime scene, analyzing data for use as potential evidence. They are small, arachnid-like robots with cranes to pick up anything and everything that could be a clue. And they can speak.[4]
These special types of drones are created specifically for hunting prey, whether it be human or animal. Two guard Toyohisa Senguji's mansion most of the time, but other than that they are the frontline in Senguji's fox hunting. Their job is to frighten the prey and make it run right into the hunter's trap, where it is finished off.
The drones look similar to dogs, though quite large and possessing five red eyes. They have razor sharp teeth and claws, which they use to rip apart their prey. The "dogs" also have a scissor-like tool at the end of their tail, useful for both defense and offense. Senguji owns two of these specialized drones, a red one and a blue metal one. In the end, the red drone is destroyed, crushed under one of Senguji's many traps,[5] while the blue metal one is destroyed by Shinya Kogami using the Dominator's Destroy Decomposer.[6]
These are the most common type. They patrol all populated areas of Japan and carry Dominators just like the Inspectors and Enforcers, though they only follow programming determined by the Sibyl System. They also possess the ability to electrocute people.[7][8] They lack reasoning intelligence and the ability to discern information like their human counterparts, making them a useful tool, but a limited one. The helmet, for example, renders them little more than scarecrows even when a crime is being committed right in front of them.[9] They also serve as shields for the CID by spreading their arms.[2] Their Psycho-Pass scanners are linked to all other scanners and if an abnormal Psycho-Pass is detected, they converge on the site to assist.
These are bots meant to help law enforcement, as well as the military, to stay in shape. They are humanoid and appear to know multiple fighting styles. They also use holo to change their appearance from a generic robot to a professional fighter and can be programmed to fight in a manner that replicates a particular individual's style.[10][11]
These military grade drones are developed by the Ministry of National Defense's Military Drone Research and Development division. Equipped with powerful 4-barreled miniguns, these heavy-handed machines can tear through metal barrels and scrap vehicles. They carry an assault rifle for infantry and can travel at high speeds. A safety mechanism to prevent friendly fire locks the drones' guns when in close range with one another.[7]

Hyper-oats are an extremely advanced form of food production invented some time between 2060 and 2069.[1] They have become the main food supply for Japan.
Hyper-oats are a very hearty and plentiful genetically modified food crop. They were bred to eliminate the need for importing foods due to the Sibyl System's Isolation Policy. This modified grain makes up 99% of the food supply in the country. Though it is an extremely efficient means of food production, it has a few inherent flaws. Due to it being genetically modified it has little genetic diversity and is vulnerable to any new strain of disease or insect predation. This is countered by the Uka-no-Mitama Defense Virus Project; however if this protection system were to be disrupted, it could place the entire agricultural system in jeopardy.
With the rise of the Sibyl System and the new innovations in technology, more people moved into the built up urban areas. This population shift was the largest in the countries history and left too few people living in rural areas growing crops. Hyper-oats were created to fill this gap by increasing yields and productivity of each farm they were planted at. Hyper-oats are vital to the Sibyl System because without this important staple in their food supply, they would have to loosen their Isolation Policies to allow for import of food. As well as damaging the Isolation Policies possible food shortages could cause nationwide stress and increased Hue cloudiness which would ultimately lead to the breakdown of the Sibyl System.
Hyper-oats were developed by the Agricultural Scientist Nobuaki Kudama. He also developed the protective virus Uka-no-Mitama to discourage disease and predation during the plants growth. His work made Japan self sufficient enough that the Sibyl System could be implemented and maintain stability.

Cybernetic technology is accepted as an emerging industry in the 22nd century, particularly in the field of medicine where nearly every specialty has adapted it to their specific needs. Cybernation even allows human beings to extend their lifespan significantly, though as a cyborg. The human brain, however, cannot be cybernized and cannot survive over 150 years. Cyborgs look mostly human, but differences may be spotted. Despite the benefits, most people are against use of cybernation for this purpose alone. In one public poll, the average person states that having more than 50% of their body cyberized is disturbing unless it's to replace a missing limb or inoperative organ.

The Uka-no-Mitama Defense Virus is a lab-engineered virus that actually protects the hyper-oats from disease and pests.
Hyper-oats are a valuable source of food, but by being of a monopassive gene type, they are highly vulnerable. The Uka-no-Mitama Defense Virus protects the hyper-oats from several destructive forces that could eradicate the entire crop, thus starving the population that depends on it a dietary mainstay. It is highly effective, but less than perfect. The virus is controlled by an automated computer system, so if the target is changed, it will destroy the very crop it's meant to protect.
The Uka-no-Mitama is the invention of agricultural specialist, Nobuaki Kudama. Its sole purpose is to protect his other invention, the hyper-oats, a basic food source for the general population. Because the hyper-oats lack genetic diversity, they are vulnerable to infection and pestilence, thus rendering the foodsource inedible

Since most owners are unemployed, missing appearances or refusing challenges is rare as doing so may lead to a decrease in popularity, thus income.

The NONA Tower is owned by the Ministry of Health and Welfare. According to the official blueprints, it is 70 stories high and contains floors of offices as well as an immense radio tower on its roof. Unofficially, it is where the Sibyl System is housed.
The official blueprints provided by the government indicate that the tower's basement goes no further than four floors.
The NONA Tower maximizes Sibyl's power whilst remaining hidden from the public eye. The radio tower on the roof enables Sibyl to make judgements and assessments throughout Tokyo without hard-wiring, an outdated modality. With the NONA Tower being the highest structure in 22nd century Tokyo, there are no connection issues save for buildings that are purposely offline to reduce the risk of being hacked. Through the NONA Tower, Sibyl sees and judges all.
There are various floors for Public Safety Bureau divisions, including The Criminal Investigation Department. There's also canteen open.

In 2116, he wears an olive green, military-style shirt and pants with a bulletproof vest and brown combat boots
Shinya Kogami (狡噛 慎也 Kougami Shinya) is a Special Investigator within the Suppressing Action Department (SAD) of the Foreign Affairs Operations Department. Prior to this, he roams Southeast Asia serving as a mercenary in foreign countries, like Shambala Float, helping oppressed populations gain autonomy. Prior to his sojourn, he is an Inspector within Division 01 of the Criminal Investigation Department of the Public Safety Bureau until the Specimen Case, then an Enforcer

He is a skilled detective, his ability to solve cases quickly making him a valuable asset to Division 01. As an Enforcer, he is subordinate to his childhood best friend, Nobuchika Ginoza, who is an Inspector and lead officer. Although the two often seem at odds, they respect one another's judgment regarding police work. Kogami is cool-headed and detached while working a case with sharp instincts and insight into the criminal mind. The way he deals with investigations leaves even the best Enforcers impressed and appalled, as he usually uses risky methods to solve them. However, despite his mostly serious personality, Kogami has a sense of humor and finds it amusing to tease rookie Inspector, Akane Tsunemori, especially about how she once shot him with a Dominator during her first assignment with Division 01.[2] In the past and while still an Inspector, he develops strong bonds with his Enforcers, one of whom is Kogami 2

Mitsuru Sasayama. When Sasayama dies a horrible death while on the job, Kogami's emotions spiral out of control and his crime coefficient rises, leading to his demotion to Enforcer rank.[3] He also has some less disciplined tendencies, as seen in his deliberate provocation of Yuji Kanehara.[4] Kogami is born in Kanagawa to Tomoyo Kogami and her unnamed husband. In high school he meets Ginoza and they become close friends after Kogami saves Ginoza from bullies. While there, he majors in social science and takes up kickboxing and wrestling as hobbies, rarities since students only study these arts as a means of stress reduction. When Ginoza tells Kogami his future plans of becoming an Inspector, Kogami decides to do the same, graduating at the top of his class and scoring 721 points on the entry exam. He later follows Ginoza in becoming an Inspector and entering Division 03.
Three years before Tsunemori enters the Public Safety Bureau, Kogami is an Inspector transferred to Division 01 and given the task of watching over his own Enforcers, one of which is Mitsuru Sasayama. Though warned to stay detached, Kogami and Sasayama become friends. Kogami 3
A horrified Kogami finds Sasayama's mutilated corpse.
They are given a case they nickname the "Specimen Case" because the victims' bodies are dismembered, then encased in synthetic material and displayed in public, much like an insect specimen in amber. Sasayama is on the verge of finding the murderer when he is brutally dismembered and displayed in the same manner as the other victims.
Kogami is the first one to find Sasayama's dismembered and deformed body. The horror causes a sharp rise in Kogami's crime coefficient and, refusing to take treatment, he continues to work on the case and is eventually deemed a latent criminal and demoted to Enforcer.[5][6] Residence

Tsunemori is a female of average height and a slender, but fit build in her 20's. She has brown eyes, short brown hair and a pale complexion. She is seen in various types of garb throughout the series. She has had the same haircut since she was eleven years old and some might mistake her for a boy.[2] However, at the beginning of the manga adaptation, Inspector Akane Tsunemori, her hair is long.
Her work uniform consists of a dark gray blazer, white blouse, thigh-length skirt and brown loafers. Her field uniform adds the standard blue CID jacket over her work attire with WPC and 103 emblazoned on each arm.[3] Her CommuField avatar is "Lemonade Candy" which lacks legs, as opposed to her holo suit avatar when she cosplays at Club Exoset.[4] In 2114, Tsunemori is seen in a new uniform consisting of a dark blazer, white blouse and dress pants. She still wears her police jacket over her work attire but keeps it open.[5] She often wears the same blazer and skirt, but with different colored blouses (e.g. yellow). In the gekijouban, her work attire includes a gray suit, pink blouse and pearls. While in the field, she wears military-style cargo pants, a PSB white tee, a bullet-proof vest and gripper gloves. In 2120, while in custody, she is seen wearing a brown turtleneck, tan tunic, orange bolero and brown pants. When off-duty, she likes to don holo clothing, sometimes over her suit. She wears underwear when she sleeps because the air conditioning system in her apartment is too good.[2]

She appears to be shy and naïve at the time of her recruitment, as well as quite idealistic. She agonizes over the purpose of her existence, which is an uncommon trait when compared to the other characters. As time goes on, however, Tsunemori reveals herself to be intelligent, insightful. patient and compassionate as an Inspector. Despite being generally polite and respectful, she can be headstrong, growing angry or upset with others for doing things with which she disagrees philosophically.[3] She is shown to be humble, as seen when she tells Yayoi Kunizuka she is being overly considerate when the Enforcer says she would put her life in her hands.[6]
After spending time with the members of Division 01, Tsunemori develops into a full-fledged detective, albeit tempered by her personal sense of justice. An example of this is when she is unable to kill Shogo Makishima not once, but twice: the first time leading to the death of a friend[7] and the second time preventing her from avenging said murder.[8] Yet, she still tries to bring him in alive instead of exacting revenge.[9]
Tsunemori develops a more detached approach to investigation, as shown when she calmly uses her negotiation skills to talk down a criminal using bombs to attack the PSB, pushing his crime coefficient under 300, thus allowing her to stun him in order bring him in instead of killing him.[5] However, when said bomber commits another crime and murders over a dozen people, she outright tells him that any sympathetic words she might tell him are now meaningless, and she is prepared to give the execution order when Inspector Risa Aoyanagi takes him down. Personal Background Early Life
Tsunemori is born in Chiba to Shoichi Tsunemori and his wife. At school, she is one of the top students with several notable achievements. In Sibyl's estimation, her aptitude is the only one to exceed the Bureau's employment standards. She achieves an A ranking for 13 different ministries and agencies, along with six different companies.[11] She is good with all science-related subjects.
It is implied that her parents are still alive and it is known that she maintains a close relationship with her grandmother, Aoi Tsunemori. Akane's parents

In the Gekijouban we can see her swimming. She probably learned about it after the events of season 1 or those of season 2. Jogi Saiga deduces that Tsunemori's shoulders stiffen when she speaks about sport and that she drinks coffee when she's nervous.[2] She is inept at cooking, but Kogami seems to like the results.[28] She has better alcohol tolerance than Kagari.[21] When she finally takes a vacation, it's to obtain a driver's license. In the final exchange between Ginoza and Masaoka, the older man tells him that his eyes look exactly like his own when he was the same age.

As an Inspector, he is an effective senior officer, capable of balancing the requirements of Chief Joshu Kasei and working efficiently with Division 01 personnel. He is an astute observer of human behavior and an excellent detective, but because he relies on data more than intuition, he comes off as somewhat rigid. This attitude also stems from his bitterness over Masaoka's latent criminal designation and demotion from Inspector to Enforcer while Ginoza is still a boy, shaping his view that Inspectors should not develop attachments to Enforcers since such ties will cloud one's own Psycho-Pass. Thus, he maintains his distance and considers the Enforcers to be "hounds" ‒ as they are called ‒ with himself as their "shepherd" ‒ as Inspectors are called.
Ginoza behaves in a contrary manner towards Masaoka, but also Shinya Kogami, his former colleague and childhood friend. His coolness stems from both men having once been detectives now demoted to Enforcers, which he sees as personal betrayals. Despite his loathing of Masaoka as an Enforcer, Ginoza still craves his approval as a father. Furthermore, Masaoka's faith in Kogami incites feelings of jealousy and inferiority even though Ginoza's skills are equivalent. PP0121 (26)
Masaoka to Ginoza: "You are my son, after all."
When Akane Tsunemori joins Division 01, he warns her against becoming friendly with the Enforcers, though she does so anyway, particularly with Kogami. Ironically, Ginoza fears that Tsunemori will also be subverted, though it is he who begins to stumble in his job performance. When his Hue begins to grow cloudy, he ignores advice to seek treatment and continues to focus on work. His complex emotions, combined with the pressures of the job and the burden of keeping his Psycho-Pass clear, wrack Ginoza with deep anxiety leading to emotional exhaustion. Personal Background Early Life
Born in Tokyo to Tomomi Masaoka and Sae Ginoza.
At the age of nine years, Masaoka is admitted to a rehab center due to a deteriorating Psycho-Pass. This fact contributes to Ginoza's subsequent loathing for latent criminals. He throws himself into his studies, especially of law and criminal justice, to escape the reality of having a latent criminal as a parent. He joins the MWPSB rather than other equally suitable occupations in the subconscious hope of reconnecting with his father.
During high school, Ginoza meets and is befriended by Shinya Kogami who saves him from being bullied by classmates.[4] The two, though different in personality, are both excellent students and enjoy studying and playing together. They soon become best friends and when Ginoza tells Kogami his future plans of becoming an Inspector, Kogami soon decides to do the same. Residence

That said, he is one of the most ruthless members of the team. Kagari despises the Sibyl System and the people who originally locked him away, claiming that he was glad when he heard that the people who had treated him like scum were killing one another. This is due to the fact that he has never actually felt the urge to commit a crime, despite being registered as a latent criminal at the age of five, essentially making him a sacrifice made in the name of society.
Kagari makes it clear that he's an Enforcer because he has no other options, adding that while he is apathetic about the safety of society, he wouldn't mind the destruction of Sibyl.[2] Yet, he also despises Shogo Makishima's heinous actions, especially the murder of Mitsuru Sasayama, a fellow Enforcer. Because of his long tenure in the department and excellent detective skills, he is generally well-respected by those who work with him. Due to these factors, he is somewhat laid back in his approach to investigations and often accepts things as they are. Even in stressful situations, he uses reason above action and keeps a cool head. He also relies on the Dominator's rating of a suspect before making decisions about victims and criminals.[2] It is revealed that prior to becoming an Enforcer, he used to share Akane Tsunemori's views on how a detective should approach police work.[1] He doesn't consider himself to be wise, but does like to give advice to the team members, especially Nobuchika Ginoza.[1][3] Personal Background
Masaoka is born in Tachikawa, Tokyo. He later marries Sae Ginoza and at the age of twenty-six becomes the father of Nobuchika Ginoza.[4] Prior to being an Enforcer, he is a detective with the CID. When the Sibyl System is introduced, he disagrees with its use, as it forces detectives to rely on the absolute judgment of a machine without human consideration or insight. After being involved in several horrific cases, he becomes frustrated and angry, causing his Psycho-Pass to deteriorate which becomes the basis of his demotion to Enforcer.[5] In the eiga First Guardian, he teams up with Inspector Risa Aoyanagi in order to solve a case involving then-pilot Teppei Sugo, suspected of terrorist activity in Tokyo. This is the depicted home of Joji Saiga and is nearly identical to an actual structure called Fallingwater, designed and built by Frank Lloyd Wright in 1935 in the woods of western Pennsylvania. At the time of its construction, it was considered avant garde for the way Wright built the cantilevered house directly over a natural waterfall whose presence is felt no matter where in the structure you stand. It reflects Wright's desire to harmonize man and nature, an attitude also evident in Saiga's character.
