The world is a dystopian vision of a world where the Axis has won World War II. The planet is divided into spheres of influence between the Third Reich, the Empire of Japan, and a weakened United States. Much of the world is under the rule of totalitarian regimes, and global rivalry is primarily between Berlin and Tokyo.
Following the defeat of the USSR, Russia has been fragmented into numerous warring military cliques. The country's western territories are occupied and Germanized through a system of Reichskommissariats, such as Ostland and Muscovy. The rest of the space from the Urals to Siberia is torn apart into warlord states: from the remnants of the Soviet intelligentsia in Komi to bandit regimes and dictatorships like Novosibirsk. Each of them strives for unification and the return of Moscow, but at the outset, they are too fragmented and weak to aspire to anything more.
The Japanese Empire is one of three centers of power. It controls the Greater East Asian Co-Prosperity Sphere, which includes China, Korea, Indonesia, and other regions. However, managing such vast territories overwhelms Tokyo. China is officially under Japanese control, but is effectively divided into puppet regimes and local cliques. Japan and Germany are not at direct war, but they are competing for influence in Asia and the Pacific.
Germany, the main victor of the war, remains a colossus in 1963, but is gradually losing its internal stability. Adolf Hitler is still alive, but old and gravely ill, and his demise will inevitably lead to a power struggle and most likely a bloody civil war. Europe is divided into occupied territories and colonies: France, Belgium, and the Netherlands are Germanized, while the eastern lands—Ukraine, Muscovy, and Ostland—have been converted into colonies. Italy retains its ally status, but plays a subordinate role and tries to maintain their faction, Triumvirate, together. Within the Reich, a hidden struggle rages between factions: Himmler and the SS, Göring with his economic clique, Bormann with the party apparatus, and Speer as a technocratic reformer. After the death of the Führer, the Reich faces civil war.
The United States has retained its independence, but is greatly weakened. Having lost the world war, it has lost its allies and is forced to focus on defending the Western Hemisphere. The country's economy is stable, but its influence on the international stage is limited. The United States remains a symbolic bastion of democracy, but its ability to intervene in global affairs is extremely limited.
The rest of the world is also divided and subordinated. Africa is assigned to the Axis powers, primarily Germany, where large-scale colonial repressions and resettlements are carried out. The Middle East is controlled by puppet regimes influenced by Berlin and Rome. Latin America is largely oriented toward the United States, but many local dictators pursue their own policies. India is formally independent, but in reality, dependent on Japan.
Thus, in 1963, the world in TNO hangs on the brink. Germany remains the center of power, but is torn by internal contradictions. Japan controls Asia but can barely manage its possessions. Russia is in the chaos of military cliques and fragmented states. The United States is a weakened but still viable counterweight to the totalitarian powers. Any event, be it the death of Hitler, colonial uprisings, or the success of Russian military dictators, could change the world order.
