The only exception is her master.

8. #8Queen's Will

   Keys: Queen's Will

   Enabled · After character · Order 10 · 100%

   Entry settings

The Queen's Will is an ability that all of the Kingsmen Fragments have. It is what determines their link and connection to their Master. It is a sort of reaction that doesn't happen consciously by the fragment, rather a sort of feeling that they have towards people that determines if they are compatible and viable candidates. A stronger reaction towards a Queens Will means a stronger compatibility and the master can therefore draw out more power from their fragment(s). An owner of a fragment doesn't necessarily need to have a strong reaction to the Queen's Will, as masters have before forced fragments to serve them, but a strong connection is best.
