- #1Pacifidlog Townselective
Keys: pacifidlog, pacifidlog town
Pacifidlog Town has grown from a small stilted village into the most viable settlement in southwestern Hoenn. Its position keeps it insulated from Groudon's heat, drawing refugees from scorched inland regions over the past nine years. Wooden platforms have expanded into permanent docks and housing, though the town still floats on the water rather than proper streets. Population growth outpaced infrastructure, so overcrowding and improvised construction are common sights throughout. A new landmass now connects Pacifidlog directly to Sky Pillar, formed during the geological upheaval following Groudon's awakening(though Team Magma currently prohibits enterance), allowing travel by foot where only sea routes existed before. This link makes Pacifidlog a launching point for those seeking passage toward Sootopolis by way of the ferry station stationed there. Despite the growth, the settlement has not been declared a city, remaining informal in governance, closer to a survivor's refuge than an organized town. Team Magma keeps minimal presence here since it holds little strategic value, leaving the community largely self-governed and outside either major faction's direct control.
- #2Team Magmaselective
Keys: team magma, magma, tabitha, maxie, courtney, groudon
Team Magma rules Hoenn following their successful awakening of Groudon nine years ago, an act that permanently altered the region's climate and expanded its landmass. Without Kyogre to balance the primal force, temperatures rose sharply, devastating some areas while accelerating growth in others. Magma capitalized on the chaos, positioning themselves as the region's sole governing power. Their headquarters operates out of Rustboro City, and they hold direct control over critical infrastructure, including Mauville's power plant and Verdanturf's clean air pocket, both used as leverage to pressure compliance from struggling settlements. Courtney, one of the organization's original admins now leads Magma after Maxie's retirement with calculated precision, treating Groudon's continued dominance as proof of their ideology's correctness. The organization sees itself not as conquerors but as architects of a necessary new order, reshaping Hoenn according to their vision regardless of the cost. Resistance exists, but Magma's grip on essential resources makes open defiance dangerous. Their confidence in total regional control leads them to dismiss any suggestion of hidden opposition as baseless rumor.
- #3Aether Foundationselective
Keys: aether, aether foundation, lillie, lusamine
The Aether Foundation arrived in Hoenn from Alola shortly after Groudon's awakening, officially to aid Pokémon displaced by the climate catastrophe. They established their primary base of operations in Slateport City, which now functions as both a humanitarian hub and a chaotic refuge where displaced residents and black market activity coexist under Aether's strained oversight. Additional outposts dot Hoenn's southwest, repurposed from the region's Mirage Spots, including Mirage Caves, Mirage Forests, Mirage Islands, Crescent Isle, Southern Island, and several others. Lillie, daughter of the foundation's former president Lusamine, leads the Hoenn branch and maintains that their mission is purely rescue and rehabilitation. However, Aether's growing footprint has drawn quiet suspicion. Their operations introduce Alolan systems, Alolan Pokémon, and Alolan infrastructure into Hoenn, raising concerns that their assistance doubles as soft expansion. Unlike Team Magma, who dismisses hidden threats outright, Aether leadership remains uneasy about unexplained interferences in their operations, aware that someone unseen is watching but unable to identify the source.
- #4Devon Corporation and The International Policeselective
Keys: devon, police
Devon Corporation predates Team Magma's takeover and remains one of the few original Hoenn institutions still functioning independently. Officially, Devon complies with Magma's governance, continuing its industrial and technological work from Rustboro City without visible friction. Unofficially, the company maintains quiet skepticism toward both Magma's expansionism and Aether Foundation's growing foreign presence in the region. Devon's leadership appears to rely on remnants of pre-Magma local authority rather than aligning with either major faction, though the nature of that relationship remains unclear. Reports of unexplained interference in both Magma and Aether operations have surfaced sporadically over the past several years, ranging from disrupted supply chains to compromised intelligence. Team Magma attributes these to logistical failures. Aether treats them as cause for concern. Neither side can pinpoint a source. Whispers within certain circles reference an unidentified investigator presence operating somewhere in Hoenn, but no confirmed identity, affiliation, or objective has ever been documented.
- #5Mirage Spotsselective
Keys: mirage cave, mirage forest, mirage island, mirage mountain, crescent isle, fabled cave, southern island, gnarled den, nameless cavern, pathless plain, trackless torest, aether outpost, aether outposts
Following their establishment in Slateport City, the Aether Foundation repurposed Hoenn's scattered Mirage Spots and remote islands as a network of field outposts. These locations include Mirage Cave, Mirage Forest, Mirage Island, Mirage Mountain, Crescent Isle, Fabled Cave, Southern Island, Gnarled Den, Nameless Cavern, Pathless Plain, and Trackless Forest. Each outpost serves as a monitoring station for regional wildlife, emergency shelter for displaced Pokémon, and supply relay points connecting back to Slateport. Staffing at each location is minimal, typically a handful of researchers and field agents. The outposts are reachable only by sea or air in most cases, keeping them removed from Team Magma's sphere of influence. Originally these sites were rumored to house rare or legendary Pokémon, but no such creatures have been documented since Aether's arrival. The foundation treats these whispers as local superstition and focuses on ecological survey work and rehabilitation efforts at each station.
- #6Battle Frontierselective
Keys: battle frontier, battle resort, battle maison
Battle Frontier is an island facility located off Hoenn's eastern coast, originally opened as the Battle Resort, a modest venue featuring a single Battle Maison for elite trainers seeking challenge. The initial opening sparked massive public backlash across Hoenn, as residents had expected a far grander facility to replace the region's aging competitive infrastructure. The outcry was significant enough that expansion plans were pushed through, and over the course of a decade the resort was developed into a full Battle Frontier featuring seven distinct battle facilities, each with its own unique ruleset and frontier brains overseeing operations. Today the Frontier stands as Hoenn's premier competitive destination, though its distance from the mainland keeps it largely untouched by the political climate shift. Magma and Aether alike have little interest in the island, treating it as an irrelevant amusement park for battle enthusiasts rather than a strategic asset worth contesting.
- #7Sky Pillarselective
Keys: sky pillar, rayquaza, brendan
Sky Pillar is a crumbling tower rising from the sea, now connected to Pacifidlog Town by a landmass formed during Groudon's geological upheaval. Historically known as the only place where Rayquaza could be summoned, the pillar became the stage for Hoenn's last desperate countermeasure. Brendan, a young trainer from Littleroot Town and rival to researcher May Birch, climbed the tower to awaken Rayquaza and stop Groudon's rampage. Unfortunately, with Team Aqua not being able to awaken Kyogre nothign stood in Groudon's path and by the time Rayquaza answered the call, Groudon had already reshaped vast portions of Hoenn's geography and climate. Rayquaza's intervention suppressed the worst of the ongoing rampage, but the damage was irreversible. The temperature shift persisted, the expanded landmass remained, and Groudon eventually settled into a dormant but active state beneath the region, continuing to influence Hoenn's climate without rampaging further. The pillar itself is now structurally unstable and considered dangerous to climb. Team Magma restricts access, treating it as a site of historical significance rather than strategic value.
- #8Route 132, 133 and 134selective
Keys: route 132, route 133, route 134, sealed chamber
Routes 132, 133, and 134 form the maritime stretch connecting Pacifidlog Town to Slateport City across Hoenn's southern waters. Historically the least traveled and most forgettable routes in the region, they saw relatively little impact from Groudon's upheaval. Route 134, closest to the Slateport mainland, received the most notable changes, though these remain entirely subterranean. The geological shift caused the Sealed Chamber to collapse entirely, rendering the ancient site completely inaccessible and burying whatever secrets it held for good. Route 133 experienced no significant changes. Route 132, nearest to Pacifidlog, saw a surprising improvement in water clarity, now so transparent that coral reef formations are visible from the surface. Fishermen and divers from Pacifidlog have begun treating the route as a small resource point, harvesting from the exposed reef. Despite these minor shifts, the three routes remain low-traffic passages, used primarily by those traveling between Pacifidlog and Slateport without incentive or reason to linger.
- #9Route 131, 130 and 129selective
Keys: route 131, route 130, route 129, seafloor cavern
Routes 131, 130, and 129 form the eastern maritime corridor from Pacifidlog toward the deeper waters surrounding Sootopolis and towards Ever Grande City. Route 131, closest to Pacifidlog, has been repurposed as agricultural land after Groudon's landmass shift exposed several stone formations above the surface, creating stable platforms for crop and Pokémon feed plantations. This route also provides a walkable land bridge connecting Sky Pillar to Sootopolis. Route 130 appears unchanged on the surface, still open water, but a complex network of underwater tunnels formed beneath it over time. Few explorers venture into these passages, as they connect eastward toward Route 129. Route 129 is similarly unremarkable above water but houses the Seafloor Cavern below, where Groudon returned to rest after Rayquaza calmed its rampage. The legendary Pokémon remains there in a dormant but active state, continuing to influence Hoenn's climate from beneath. Both civilians and Team Magma avoid Route 129 out of a mixture of respect and fear, despite Magma's ideological reverence for Groudon.
- #10Route 128, Ever Grande City, Victory Road and Pokemon Leagueselective
Keys: route 128, ever grande city, ever grande, victory road, league, pokemon league, elite 4
Route 128 sits north of Route 129 and west of Ever Grande City, serving as the first checkpoint toward the Pokémon League. Originally a simple water route, it has been expanded into a proper gated checkpoint with stationed security serving dual purposes, monitoring Groudon's status at the nearby Seafloor Cavern and verifying trainer badges for those seeking League access. Ever Grande City remains a minimal settlement with only a handful of buildings and a Pokémon Center, functioning as the last pitstop before Victory Road. Some people have begun calling Ever Grande "Never Grande Area" instead due to finding the tiny settlement having such grand name ironic. Victory Road itself is unchanged, still a complex cave system populated by powerful wild Pokémon and trainers testing those who pass through. The Pokémon League building beyond is intact but currently non-operational. Hoenn's environmental crisis forced most gyms across the region to close, making badge collection impossible for aspiring challengers. The League stands empty, preserved but functionless, a monument to a competitive tradition currently on indefinite hold with no clear timeline for restoration.
- #11Sootopolis Town, Route 126, Route 127selective
Keys: sootopolis, sootopolis town, sootopolis city, route 126, route 127, wallace, juan, sebastian
Route 126 houses Sootopolis, formerly a proper city, now downgraded to a town after catastrophic damage from Groudon's awakening beneath it. Partially rebuilt over nine years, it remains a shadow of its former self and primarily functions as a pitstop for travelers catching the ferry to Mossdeep City via Route 127. Sootopolis retains an active Ice-type Gym run by Sebastian, an elderly former assistant and butler to previous Gym Leader Juan. Sebastian assumed leadership when Juan and Wallace were called away for rebuild efforts elsewhere in Hoenn. No dedicated gym building exists; Sebastian accepts challenges from his restaurant between serving customers. His team scales with challenger experience. Novice trainers face Snorunt and Spheal. Experienced challengers face Mega Glalie, Walrein, Alolan Sandslash, and Crabominable. Route 127 serves as the maritime corridor connecting Sootopolis to Mossdeep, now featuring regular scheduled ferry service between the two settlements.
- #12Mossdeep Cityselective
Keys: mossdeep, mossdeep city, steven, mossdeep space center, tate, liza, tate and liza
Mossdeep City experienced the opposite trajectory of Sootopolis, growing rather than shrinking. The Mossdeep Space Center's continuous operational successes attracted heavy investment, and over a decade the city expanded to nearly rival Rustboro in size and wealth. This growth kickstarted construction of the Mare Causeway, a bridge connecting Mossdeep to Lilycove across Routes 124 and 125 for direct mainland access. Steven Stone's former home was converted into a small museum displaying his prized stone collection free to the public. A multi-floor Poké Mart now operates as the largest retail hub in eastern Hoenn. Mossdeep's Gym remains active under Tate and Liza, continuing their dual Psychic-type leadership. Novice challengers face Solrock and Lunatone, while experienced challengers face Solrock, Lunatone, Oranguru, and Claydol. The island's geographic position provides Hoenn's most optimal environmental conditions, with balanced sunlight allowing flora to thrive and crystal-clear waters untouched by mainland pollution.
- #13Mare Causeway, Route 124, Route 125selective
Keys: mare causeway, route 124, route 125
Routes 124 and 125 saw minimal environmental change, remaining water routes as they were before Groudon's upheaval. They are now primarily known for the Mare Causeway, the most recognizable construction in eastern Hoenn, stretching across both routes to connect Mossdeep City with Lilycove. The causeway is a multi-level bridge. The upper level functions as a cycling road for bikes, while the lower level sits just above the water surface and accommodates pedestrians. The lower path also features natural pockets where wild Pokémon congregate and designated fishing spots for anglers. At the midpoint where Route 124 ends and Route 125 begins, a combined Pokémon Center and pitstop station serves exhausted travelers and trainers making the full crossing. The Mare Causeway stands as one of the few major infrastructure projects completed during Hoenn's reconstruction period, a rare symbol of functional progress in a region still grappling with environmental instability.
